Taylor - General Manager - Director of Planning - Deputy Director of Planning - Building Services Manager - Director of Finance - Fire Chief - Town Clerk (I) ADOPTION OF MINUTES Regular Meeting of March 9, 1998 Special Meeting of March 9, 1998 Special Meeting of March 23, 1998 Special Meeting of March 24, 1998 Special Meeting of March 30, 1998 (II) RESOLUTIONS Resolution #72/98 Moved by Councillor Johnson Seconded by Councillor Brenner That Zoning By-law Amendment Application A 21/97, submitted by L. Firman and M. Teschner, on lands being Part of Lot 22, Concession 2, Town of Pickering, to change the zoning on the subject property from the current "A" - Rural Agricultural Zone to an appropriate zoning which will permit development of the subject lands for detached residential dwellings on lots with minimum frontages of 12.0 metres be APPROVED subject to the conditions set out in Appendix No. I to Recommendation Report No. 6-98; and That the request by L. Firman and M. Teschner to permit the creation of 6 lots fronting Liverpool Road through the Durham Land Division Committee rather than draft plan of subdivision be DENIED; and . . '- . 40 That the applicant be advised that the creation of new lots on the subject property must proceed through a draft plan of subdivision. CARRIED The following motion was considered in conjunction with the above resolution: Resolution #72a/98 Moved by Councillor Brenner Seconded by Councillor Johnson That the request ofL. Firman and M. Teschner to permit the creation of 6 lots fronting Liverpool Road through the Durham Land Division Committee be denied. CARRIED Resolution #73/98 Moved by Councillor Dickerson Seconded by Councillor Brenner That Report to Council GM 02-98 dealing with the creation of a Greater Toronto Services Board (GTSB) be received and forwarded to the Honourable Al Leach, Minister of Municipal Affairs and Housing, and Mr. Alan Tonks, GTSB review moderator for the Province; and That the Council of the Town of Pickering supports the establishment of a GTSB, generally as set out in the proposed legislation subject to the Province ensuring that through the proposed legislation, that Pickering, and possibly the other lower-tier GT A municipalities that abut Toronto, have at least one member on the GTSB, to recognize the unique role and locations these municipalities play in the Greater Toronto Area; and That consideration be given to allowing Durham Region one additional member on the GTSB. CARRIED Recorded Vote: Yes: No: Councillors Brenner, Dickerson, Holland, Ryan and Mayor Arthurs Councillors Johnson and Pickles Resolution #74/98 Moved by Councillor Dickerson Seconded by Councillor Johnson That Report No. TR 11/98 regarding proposed new sharing arrangement of Payments-in-Lieu of Taxes under the Fair Municipal Finance Act (preliminary) be received by Council for information. CARRIED e 8 e 41 Resolution #75/98 Moved by Councillor Dickerson Seconded by Councillor Johnson That Report No. TR 12/98 regarding Provincial Downloading be received by Council for information. CARRIED (lID BY-LAWS That Councillor Johnson seconded by Councillor Brenner took leave to introduce by-laws of the Town of Pickering: By-law Number 5212/98 Being a by-law to amend Restricted Area (Zoning) By-law 3036, as amended, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham in Part of Lot 26, Plan 1051 (A 17/97) By-law Number 5244/98 Being a by-law to amend Restricted Area (Zoning) By-law 2520, as amended by By-law 1579/82, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham, in Part of Block B, Plan M-11, in the Town of Pickering. (A 24/97) By-law Number 5245/98 Being a by-law to amend Restricted Area (Zoning) By-law 2511, as amended, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham, in Lots 30 and 31, Plan 331, in the Town of Pickering. (A 29/93) By-law Number 5246/98 Being a by-law to amend Restricted Area (Zoning) By-law 3036 as amended, for Lot 17, Plan 819 in the Town of Pickering, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham. (A 31/97) By-law Number 5247/98 Being a by-law to require the installation of Smoke Alarms and Carbon Monoxide Detectors in residential occupancies. THIRD READING: Councillor seconded by Councillor moved that the report of the Committee of the Whole on By- law Numbers 5212/98, 5244/98, 5245/98 and 5246/98 be adopted and the said by-laws be now read a third time and PASSED and that the Mayor and Clerk sign the same and the seal of the Corporation be affixed thereto. CARRIED e . 8 42 Council considered the following motion in conjunction with the third reading of the by-laws: Resolution #76/98 Moved by Councillor Ryan Seconded by Councillor Johnson That By-law 5247/98 be deferred for two weeks. CARRIED (IV) OTHER BUSINESS 1. The following matters were considered prior to the regular meeting: (a) The General Manager distributed a memo from the Manager, Policy Division, regarding property maintenance and occupancy controls in the new Official Plan. (b) The Director of Finance provided Council with an overview of his Report TR 11/98 regarding proposed new sharing arrangements of payments-in- lieu of taxes and TR 12/98 regarding Provincial downloading. (V) CONFIRMATION BY-LAW By-law Number 5248/98 Councillor Ryan seconded by Councillor Brenner moved for leave to introduce a By-law of the T own of Pickering to confirm those proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 6th day of April, 1998 and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed.
