COUNCIL MINUTES
A Meeting of the Pickering Town Council was held on Monday, October 18th, 1999 at
7:30 p.m.

ADOPTION OF MINUTES
Regular Meeting of October 4, 1999
DELEGA TIONS
Steve Murray, RR. #5, Claremont, stated that he understands that Council
will be recommending to the Region that it ease up on restrictions
respecting communal systems. He asked if the Region has a boundary that
provides for an agricultural preserve and if so, is Cherry Downs Golf
Course within this boundary. He noted that the concerns of the Region
were that no communal system be located in the Oak Ridges Moraine or an
agricultural preserve, that such a system could lead to significant costs for
the Region and that the use of communal systems could lead to
urbanization of the rural area. He agrees with the Region's concern that
communal systems will lead to urbanization in the rural area. He stated
that in considering a development proposal, the proposed use of the land
and how it will be serviced must be considered simultaneously and given
equal importance. The use of communal systems does go against the goals
of the Official Plan which states that rural lands must be preserved. A
communal system has no correlation to potable water and there is no
guarantee that it can produce potable water. He noted that ClubLink
shows an effluent pond at the furthest reaches of the Cherry Downs
property which indicates that it does have a negative effect. Also,
ClubLink has applied to the Ministry of the Environment to draw double
the amount of water they originally stated they needed.

Angie Jones, RR #5, Claremont, requested that Clause 2 of
Recommendation # 1 in the Executive Committee Report regarding
communal systems be deleted because it would still allow for a communal
system in the hamlets but would discourage them in the agricultural area.
She stated that the resolution passed on June 21, 1999 to allow for a test
communal system and this resolution to provide for less restrictions on
private communal systems is linked. The Cherry Downs land is in the
agricultural preserve and a pilot project for a communal system should be
in a settlement area. She disagrees with the statement in the Planning
Report that a communal system will not necessarily lead to urbanization.

Sharon Reeve, 3820 Paddock Road, stated that there are two separate but
related issues affecting the rural area and they are communal systems and
ClubLink. She purchased a home in the rural area because the Official Plan
designated her lands as agricultural. She realizes that urban development
will eventually invade the rural area, however, she noted that growth in the
rural area is planned to be only 1,500 persons to the Year 2016. There are
populated areas in North Pickering such as the hamlets and settlement
areas where the use of communal systems would work well. She felt that a
communal system will lead to development if it is placed in the rural area.
A lot of land is being held by developers who are waiting for the
introduction of communal systems in order for them to develop. She stated
that ClubLink is a corporation that wants a significant return on their
investment and will certainly offer to build an experimental communal
system to service 300 units and a convention centre. Surrounding wells
will be affected by a communal system and a test project will set a
precedent for other developers. If the Cherry Down's land is developed,
she asked who will guarantee the safety of children in the area.

Gord Willson, 455 Whitevale Road, stated that the resolution passed on
June 21, 1999 regarding test communal systems omitted two restrictions
imposed by the Region, namely that communal wells be discouraged in the
Oak Ridges Moraine or in an agricultural preserve. When he was involved
in fighting landfill sites, he learned how aquifers work and noted that the
science behind this issue is very complex.

WHEREAS cities around the world are now in the process of preparing bids to hold the
Olympic games in the Year 2008; and
-
WHEREAS the Toronto 2008 Olympic Bid Corporation has been established to prepare a
bid to the International Olympic Committee to hold the Olympic Games and Paralympics
in Toronto and the surrounding area; and
WHEREAS in a report to the Board of Directors of the Toronto 2008 Olympic Bid
Corporation, the Chair of the Sports and Venues Committee stated that there will be a
need for 50 to 60 competition venues for the Olympic Games and the Paralympics plus
over 100 venues in which athletes can train before and during the Games; and
WHEREAS, subject to the approval of each International Sport Federation, 28 of the
competition venues will be in the City of Toronto and 27 outside Toronto but within one
hour travel time ofthe Olympic Village on the downtown waternont; and
WHEREAS the Chair of the Sports and Venues Committee will be meeting with
representatives of the International Sports Federations and all three levels of government
in the near future to finalize the locations for all competition and training sites;
NOW THEREFORE the Council of the Corporation of the Town of Pickering hereby
requests the Sports and Venues Committee to consider the Town of Pickering as a venue
for the Year 2008 Olympics and Paralympics.

That Councillor Ryan seconded by Councillor Holland took leave to introduce by-laws of
the Town of Pickering:
By-law Number 5567/99
Being a by-law to provide for the imposition of fines for the contravention of various by-laws
of The Corporation ofthe Town of Pickering
By-law Number 5568/99
Being a by-law to amend Restricted Area (Zoning) By-law 3036, as amended, to
implement the Official Plan of the Town of Pickering District Planning Area, Region of
Durham, in Part of Lot 18, Concession 1, in the Town of Pickering. (A 14/98)
THIRD READING:
Councillor Ryan seconded by Councillor Holland moved that the report of the Committee
of the Whole on By-law Numbers 5567/99 and 5568/99 be adopted and the said by-laws
be now read a third time and PASSED and that the Mayor and Clerk sign the same and
the seal ofthe Corporation be affixed thereto.

OTHER BUSINESS
1.
Councillor Dickerson advised that Ontario Power Generation will be
holding an Open House at Gallantry's Restaurant on Tuesday, October 19,
1999 regarding their Environmental Assessment.
2.
Councillor Holland noted that Saturday, October 23, 1999 is Community
Pride Day.
3.
Councillor Ryan congratulated the Carib Cultural Club on their various
programs.
4.
Councillor Ryan asked the Chief Administrative Officer of the Town's
recommended consultant to carry out the peer review of Ontario Power
Generation's Environmental Assessment has been approved by the OPG
and that he would like a report on this issue.
5.
Councillor Pickles noted that the North Pickering Youth and Family Centre
is holding a function on Saturday, October 23, 1999.

CONFIRMATION BY -LAW
By-law Number 5569/99
Councillor Dickerson seconded by Councillor Pickles moved for leave to introduce a By-
law of the Town of Pickering to confirm those proceedings of the Council of the
Corporation of the Town of Pickering at its regular meeting of October 18, 1999 and its
Special Meeting of October 12, 1999 and that the same be now finally passed and that the
Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed.

That the Executive Committee of the Town of Pickering having met on October 12th,
1999, presents its fourteenth report to Council and recommends:
1.

REGIONAL OFFICIAL PLAN AMENDMENT APPLICATION 99-005/D
REGIONAL INITIATED
COMMUNAL SYSTEMS IN THE RURAL AREA
REGION OF DURHAM

1. That Council advise the Region of Durham that it supports the use of new
Regionally owned and operated communal systems for water and/or sanitary
sewage in rural settlements to deal with health or environmental problems; and
2. That Council advise the Region of Durham that OP A 99-005/D as currently
worded is too restrictive, and should be revised to reflect the Town's position
that privately owned and operated communal systems should receive equal
consideration with all other viable means of servicing appropriate forms of
development in the rural area; and
3. That the Town Clerk be directed to forward a copy of Planning Report No. 16-
99 to the Region of Durham.

PARKS & FACILITIES REPORT #14-99
WATERFRONT TRAIL WEST - T-9-99

That Report PF 14 - 99 regarding the tender for construction of a Waterfront Trail
(west section) be received and that:
1. Tender T-9-99 be approved and awarded to Central Contracting Ltd. in the
amount of$87,472.50.
2. Council approve the Total Project Cost of$93,266.50.
3. The appropriate officials of the Town of Pickering be given the authority to give
affect thereto.

FINANCE REPORT #21-99
PROPOSAL TO INCREASE INFORMATION SYSTEM'S
APPROVED 1999 CAPITAL BUDGET FROM $400,000
TO $550.000
That Report FIN 21/99 of the Director of Finance and Treasurer be received and
that Council:

1. Approve a $100,000 increase to Information System's 1999 Capital Budget, to
provide for the purchase of replacement PC's, and other related equipment.
2. Approve a $15,000 increase to Information System's 1999 Current Budget, to
allow for the purchase of services to support the Town's website;
3. The foregoing additional expenditures be financed by surplus 1999 operating
funds and a transfer from the Community Facilities Reserve Fund if necessary;

4. Endorse the concept of a managed replacement program for all personal
computers, peripherals, and servers for the Corporation; and
5. The appropriate officials of the Town of Pickering be given authority to give
effect thereto.
