Rose ABSENT: - Chief Executive Officer - Library - Director of Public Services - Library - Director of Corporate Projects and Policy - Director of Finance and Treasurer - Town Clerk - Manager, Policy Division Councillor Johnson (I) (ID 1. 2. - (attending Provincial function) ADO~ OF MINUTES Regular Meeting of June 29, 1999 Special Meeting of June 28, 1999 DELEGATIONS John Waddington, Director General of Environmental Assessment, Atomic Energy Control Board, provided an overview of the review process as set out in the Canadian Environmental Assessment Act. Carl Andognini, Executive Vice President and Chief Nuclear Officer, Ontario Power Generation Inc., stated that OPG continues to be open and accessible to the public even after the change from Ontario Hydro to OPG and safety continues to be the number one priority. He presented the second quarter report on the Pickering Nuclear Generating Station and noted that performance indicators have improved over the past two years. He is committed to public meetings to receive input on the restart of Pickering "A" and will adopt a reasonable scope as part of the environmental assessment. He stated that he will consider a reasonable proposal from the Town to retain a consultant at OPG's cost to monitor the environmental assessment process. ... 8 . ,,- 3. 4. 5. 8 6. 51 3. Irene Koch, representing Durham Nuclear Awareness, stated that she is concerned that OPG will be arranging public consultation as part of the environmental assessment process. A Panel Review under the Canadian Environmental Assessment Act would provide a broader scope than the screening process. Unless there is an independent panel to carry out public hearings, nothing will be gained. Her organization is very concerned about the restart of a facility that is 30 years old. 4. Jill Foster, Chair, Pickering Public Library Board, stated that the Library Board is now ready to move on to the next phase of the development of the western branch which is the design phase. Sandy Cameron, CEO, gave a summary of the planning of the western branch. Linda Linton, Acting CEO, gave a report on the status of the current situation at the Rouge Hills Branch. (llI) RESOLUTIONS Resolution #148/99 Moved by Councillor Pickles Seconded by Councillor Brenner 1. That Report to Council CAO 06-99 regarding the proposed restart of Pickering "A" be received for information. 2. That the Ontario Power Generation (formerly Ontario Hydro) be requested to: (i) keep the Town advised of all significant activities and developments related to the restart of Pickering "A"; (ii) respond expeditiously to all questions and concerns raised by the Town, the community and the Atomic Energy Control Board concerning the restart of Pickering" A"; and (iii) undertake an environmental assessment under the Canadian Environmental Assessment Act with respect to the restart of Pickering "A". That the Atomic Energy Control Board be requested to initiate the environmental assessment scoping process and following public consultation, provide to Council for comment the proposed scope and terms of reference for the environmental assessment, and further that Council of the Town of Pickering reserves the right to request a full Review Panel if it is determined to be appropriate. That Council advise Ontario Power Generation Inc. that it accepts the offer to submit a formal proposal for an independent consultant to be retained by the Town of Pickering to represent the Town during the environmental assessment process. That the Council acknowledge and accept the comment of representatives of Ontario Power Generation Inc. made at the Council Meeting of July 20, 1999 to include in the scope of the environmental assessment the 160 issues identified by the Community Working Group. That a copy of this Report be forwarded to the Ontario Power Generation and the Atomic Energy Control Board for their information. CARRIED Resolution #148c/99 Moved by Councillor Holland Seconded by Councillor Brenner That a new Paragraph be added to the motion to read as follows: That the Council acknowledge and accept the comment of representatives of Ontario Power Generation Inc. made at the Council Meeting of July 20, 1999 to include in the scope of the environmental assessment the 160 issues identified by the Community Working Group. " 8 . - 53 Resolution #149/99 Moved by Councillor Ryan Seconded by Councillor Pickles That the portion of Tender T -6-99 submitted by Miller Paving for road improvements on Rougemount Drive, including 7% GST be accepted; and That the funding for this project as set out in Report to Council PW 15/99 be approved. CARRIED Council considered the following amendments in conjunction with the above resolution: Resolution #149a/99 Moved by Councillor Dickerson Seconded by Councillor Brenner That the following motion be divided to provide for the Townline Road and Rougemount Drive to be considered as separate projects. CARRIED Resolution #149b/99 Moved by Councillor Ryan Seconded by Councillor Pickles That the portion of Tender T -6-99 submitted by Miller Paving for road improvements on Rougemount Drive, including 7% GST be accepted; and That the funding for this project as set out in Report to Council PW 15/99 be approved. CARRIED Resolution #149c/99 Moved by Councillor Dickerson Seconded by Councillor Holland That the portion of Tender T-6-99 relating to the PickeringlUxbridge Townline Road be deferred to the August 3, 1999 Council Meeting. CARRIED t. , 8 - e 54 (IV) BY-LAWS That Councillor Brenner seconded by Councillor Dickerson took leave to introduce by- laws of the Town of Pickering: By-law Number 5530/99 Being a by-law to amend Restricted Area (Zoning) By-law 3036, as amended, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham in Part of Lot 33, Range 3, B.F.c., in the Town of Pickering. (A 15/99) By-law Number 5531/99 Being a by-law to amend Restricted Area (Zoning) By-law 3036, as amended, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham in Lot 165, Plan 816, in the Town of Pickering. (A 24/98) Deferred to Au2ust 3. 1999 By-law Number 5532/99 Being a by-law to exempt Lot 1, Plan 40M-1956, Pickering, from part lot control By-law Number 5533/99 Being a by-law to exempt Lots 3, 4 and 5, Plan 40M-1956, Pickering, from part lot control. By-law Number 5534/99 Being a by-law to exempt Lots 1 to 14, inclusive, Plan 40M-1918, Pickering, from part lot control.:. Council considered the following motion in conjunction with the above by-laws: Resolution #150/99 Moved by Councillor Ryan Seconded by Councillor Pickles That By-law 5531/99 be deferred to the Council Meeting of August 3, 1999 CARRIED THIRD READING: Councillor Brenner seconded by Councillor Dickerson moved that the report of the Committee of the Whole on By-law Numbers 5530/99, 5532/99, 5533/99, 5534/99 and 5535/99 be adopted and the said by-laws be now read a third time and PASSED and that the Mayor and Clerk sign the same and the seal of the Corporation be affixed thereto. Councillor Ryan introduced a Notice of Motion seconded by Councillor Pickles to proceed with the next phase of the western library branch on the site approved by Council. 2. Councillor Dickerson introduced a Notice of Motion to authorize the expenditure of $8,500 for a double page advertisement in the book being prepared by the Pickering Historical Society. (VI) CONFIRMATION BY-LAW By-law Number 5536/99 Councillor Brenner seconded by Councillor Holland moved for leave to introduce a By- law of the Town of Pickering to confirm those proceedings of the Council of the Corporation of the Town of Pickering at its regular meeting held on July 20, 1999 and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed.
