COUNCIL MINUTES A Meeting of the Pickering Town Council was held on Monday, January 18, 1999 at 7:30 p.m. PRESENT: Mayor Wayne Arthurs COUNCILLORS: M. Brenner D. Dickerson R. Johnson M. Holland D. Pickles D. Ryan ALSO PRESENT: T. Quinn B. Taylor (I) (ID - Chief Administrative Officer - Town Clerk ADOPTION OF MINUTES Regular Meeting of December 21, 1998. Special Meeting of December 21, 1998. RESOLUTIONS Resolution #4/99 - Appendix #1 Moved by Councillor Johnson Seconded by Councillor Brenner That the Report of the Executive Committee dated January 11, 1999 be adopted. CARRIED 2 Resolution #5/99 Moved by Councillor Brenner Seconded by Councillor Ryan That the letter from the Minister of Municipal Affairs and Housing dated December 22, 1998 regarding the Greater Toronto Services Board be received; and 8 That the Acting Mayor be chosen as the alternate representative to Mayor Wayne Arthurs on the GTSB; and That the Greater Toronto Services Board be so notified. CARRIED Resolution #6/99 Moved by Councillor Holland Seconded by Councillor Brenner WHEREAS in the Report Card from Ontario Campaign 2000 January 6, 1998, a Provincial arm of the Federal initiative to eliminate child poverty, it is identified that in Ontario, child poverty is growing at "an alarming rate"; and WHEREAS the goal of Ontario Campaign 2000 was to eliminate child poverty by the year 2000, however, since its inception in 1989, the number of poor children in Ontario has grown from 254,000 to 548,000, an increase of 116 percent; and 8 WHEREAS the local food bank of St. Paul's on the Hill reports that in Pickering over 50% of its users are children under the age of eighteen compared to a percentage of 37% in Toronto; and WHEREAS the Provincial Minister responsible for children, the Honourable Margaret Marland, has stated that, despite the overwhelming evidence and suffering among a huge population of children, she does not believe that the numbers that have been revealed by Ontario Campaign 2000 and other independent organizations are accurate; and WHEREAS by ignoring the problem of child poverty and dismissing it as an issue that needs to be addressed, there is no hope of improving the plight of children in Pickering, Durham or Ontario and that the situation is bound to deteriorate further; and WHEREAS Pickering has dedicated its celebration of the Millennium to children and seniors in a motion unanimously adopted by Council in December of 1998; NOW THEREFORE the Council of the Corporation of the Town of Pickering hereby calls upon the Provincial Government to acknowledge and address child poverty within Pickering, Durham and Ontario by working with local organizations and municipalities to understand the causes of child impoverishment in each community and implement solutions; and 3 THAT this motion be further distributed to; 3. The Honourable Margaret Marland, Minister Responsible for Children The Honourable Janet Ecker, M.P.P (Durham West), Minister of Community and Social Services Mike Harris, Premier of the Province of Ontario 1. 2. CARRIED 8 am BY-LAWS That Councillor Brenner seconded by Councillor Holland took leave to introduce by-laws of the Town of Pickering: By-law Number 5435/99 Being a By-law to fix the salaries of the Commissioners of the Pickering Hydro-Electric Commission for the period commencing December 1, 1998 and expiring on November 30, 2000. By-law Number 5436/99 Being a by-law to appoint By-law Enforcement Officers for certain purposes (parking Regulation - DCC #139, 1400 The Esplanade). THIRD READING: 8 Councillor Brenner seconded by Councillor Holland moved that the report of the Committee of the Whole on By-law Numbers 5435/99 and 5436/99 be adopted and the said by-laws be now read a third time and PASSED and that the Mayor and Clerk sign the same and the seal of the Corporation be affixed thereto. CARRIED (IV) OTHER BUSINESS 1. Councillor Dickerson thanked staff for their hard work on winter control as a result of the storms last week. 2. Councillor Dickerson thanked the youth who volunteered their assistance in snow removal for Seniors and the disabled. He also thanked John Nowlan of the Air Cadets for mobilizing his organization in snow removal. 3. Councillor Brenner introduced a Notice of Motion, seconded by Councillor Holland, regarding fire safety at the Pickering Nuclear Generating Station. 4 7. Councillor Johnson stated that the Council retreat held on Saturday, January 16th was very successful. 8. Councillor Johnson also thanked Councillor Dickerson for getting assistance for snow clearing for Seniors and the disabled. 9. Councillor Johnson reported that he has now distributed his 1998 Newsletter. 8 10. Councillor Johnson reported that the Brock East Community Association is conducting a carnival at the Metro East Trade Centre on Saturday, January 23rd. 11. Councillor Pickles noted that Town staff was able to plow and salt all 400 kilometres of roads within 27 hours of the storm of January 9th and congratulated them on this effort.. 12. Mayor Arthurs noted that he is wearing the Chair of Office at this Council Meeting to commemorate the first meeting of Council in the 25th Anniversary of the Town of Pickering. 13. The following matters were discussed prior to the regular meeting: a) The CAO distributed a report on Employee Statistics as of January 1, 1999. b) The CAO reported that the West Shore ravine bridge has been delivered and will be installed this week. c) The Executive Coordinator gave an overview of the Ontario Realty Corporation's appeal of Regional Council's refusal to enact a proposed amendment to the Regional Plan to create lots less than 40 hectares in the Agricultural Assembly. 8 (V) CONFIRMATION BY-LAW By-law Number 5437/98 Councillor Brenner seconded by Councillor Holland moved for leave to introduce a By- law of the Town of Pickering to confirm those proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 18th day of January, 1999 and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED (VI) ADJOURNMENT The Meeting adjourned at 8: 12 p.m. APPENDIX #1 TOWN OF PICKERING That the Executive Committee of the Town of Pickering having met on January 11, 1999, presents its first report to Council and recommends: - 1. 1999 ANIMAL CONTROL BUDGET FILE NUMBER - C 2200 That the Council of the Corporation of the Town of Pickering hereby approves the 1999 Animal Control budget estimates as recommended by the Pickering, Ajax and Whitby Joint Animal Control Committee at its meeting of December 16, 1998. 2. SUMMER OL YMPIC GAMES IN YEAR 2008 FILE NUMBER - A 2510 WHEREAS the Canadian Olympic Association at its regularly scheduled meeting held in Calgary on April 17, 1998 voted to grant approval to the City of Toronto's application to represent Canada's bid to host the 29th Olympiad in 2008 subject to the dictates of the International Olympic Committee Charter; and WHEREAS the City of Toronto Council on July 9, 1998, passed a motion to ratify the agreement between the Canadian Olympic Association and the City that detailed the terms required and outlined the mandate for the operation of the Olympic Organizing Committee (TO-Bid), the organization authorized to present the Toronto bid for the Summer Olympic Games in 2008; and 8 WHEREAS the Ontario Legislature on December 3, 1998 unanimously endorsed a Bill introduced by Morley Kells, the Ontario Olympics Commissioner, to support the City of Toronto's bid to host the 29th Summer Olympic Games and encourage participation by all of Ontario's communities in the bid proposal and subsequent presentation of the Olympiad; and WHEREAS the International Sports Federations representing the 140 athletic competitions and the IOC delegates who cast the deciding votes in 2001 will be influenced favourably by Province-wide public support for the Toronto bid; NOW THEREFORE BE IT RESOLVED that the Council of the Corporation of the Town of Pickering hereby endorses the tenets of support called for by the Bill entitled: An Act to endorse the proposed bid of the City of Toronto to host the 2008 Summer Olympic Games; and That this Council agrees with the principles of" building a peaceful and better world by educating youth through sport practiced without discrimination of any kind and in the Olympic spirit, which requires mutual understanding with a spirit of friendship, solidarity and fair play" as described in the IOC Charter; and 8 8 2 3.
