A Special Meeting of the Pickering Town Council was held on Monday, January 17th, 2000 at 6:00 p.m. PRESENT: Mayor Wayne Arthurs COUNCILLORS: M. Brenner D. Dickerson M. Holland R Johnson D. Pickles D. Ryan ALSO PRESENT: -. T. J. Quinn N. Carroll 1. Burton B. Taylor John Reble Andrew Biggart - Chief Administrative Officer - Director, Planning & Development - City Solicitor - City Clerk - Solicitor, Reble, Richie - Solicitor, Reble, Richie (I) AUTHORITY TO MEET IN CAMERA Resolution #01100 Moved by Councillor Pickles Seconded by Councillor Ryan That pursuant to Section 55(7) of the Municipal Act, RS.O. 1990, c MA5, as amended, the Council of the Corporation of the Town of Pickering hereby resolves to conduct a meeting to consider property matter. CARRIED Resolution #02/00 Moved by Councillor Ryan Seconded by Councillor Brenner - 1. That Report to Council L 01/00, regarding the York Region Long Term Water Supply Project (the "Project") be received by Council. 2. That Council reaffirm its opposition to the Project; -2- 3. That in order to protect the interests of the City, Council authorizes the negotiation of a Community Benefits Agreement on a without prejudice basis to the City's opposition to the Project; 4. That Council retain Reble, Richie, Green & Ketcheson and the consultants named in this report to carry out Council's directions stated above, and that the retainer of any additional consultants be subject to Council's approval; and - 5. That Information Reports be brought to Council on an ongoing basis as directed by the Chief Administrative Officer. CARRIED Council considered the following amendment in conjunction with the above resolution: Resolution #02/00(a) Moved by Councillor Pickles Seconded by Councillor Johnson That Clause #3 of the recommendation set out in Report L 01/00 be amended by adding thereto the following phrase: "In order to protect the interests of the City...." CARRIED (II) BY-LAWS - That Councillor Pickles, seconded by Councillor Johnson, took leave to introduce by- laws ofthe Town of Pickering: By-law Number 5607/00 Being a by-law to authorize the execution of a Lease Agreement between The Corporation of the City of Pickering and T. Amts Loam Supply Limited respecting the use of3.824 hectares ofland located on Parts 37 and 40, Plan 40R-6934 (January 1, 2000 to December 31, 2002). THIRD READING: Councillor Pickles seconded by Councillor Johnson moved that By-law Number 5607/00 be adopted and the said by-law be now read a third time and PASSED and that the Mayor and Clerk sign the same and the seal of the Corporation be affixed thereto.
