Resolution #127/01 - Aooendix #2 Moved by Councillor Brenner Seconded by Councillor Holland CARRIED That the Report of the Committee of the Whole dated October 9,2001 be adopted. - - 1 - CARRIED Council Meeting Minutes Monday, October 15, 2001 8:00 p.m. Resolution #128/01 - Moved by Councillor Brenner Seconded by Councillor Ryan That Mayor Arthurs be authorized to make the following proclamation: "Waste Reduction Week" - October 15-21, 2001 CARRIED Resolution #129/01 Moved by Councillor Holland Seconded by Councillor McLean WHEREAS planning reports, by-laws and other agenda items appear with technical descriptions that are often difficult for the public to understand in the summary agendas they receive; and WHEREAS public interest in seeing the distribution radius and circulation for development applications expanded is high; and WHEREAS notice of development applications within study areas are not circulated to residents who have expressed interest in the study area; and - WHEREAS achieving the highest degree of public understanding and transparency of our processes is desirable and serves an important public good; NOW THEREFORE the Chief Administrative Officer, with appropriate staff, prepare a report for consideration of Committee of the Whole that would: 1. Seek to create an information line for Council and Committee agenda items that quickly, clearly and simply explains what the item is and where it will be going next. 2. Give options with respect to increasing the circulation radius for development applications and other measures that might increase public knowledge of applications. 3. Ensure that any development applications that occur within a study area while the study is underway and for a defined period thereafter are properly circulated to those on the mailing list for the study. 4. Modify our process such that notification of implementing zoning by-laws happens before and after a by-law is to be considered by Council. 5. Recommend any additional measures which would make our process more transparent to the public; and THAT this report come before Committee of the Whole for it's first meeting in February, 2002. Resolution #130/01 Moved by Councillor Brenner Seconded by Councillor McLean WHEREAS the Nuclear Liability Act was established in order to mitigate community financial losses in the event of a nuclear mishap; and -2- Council Meeting Minutes Monday, October 15, 2001 8:00 p.m. WHEREAS the Nuclear Liability Act limits such liability to Seventy Five Million Dollars ($75,000,000.00); and - WHEREAS this amount is not sufficient to cover potential financial losses; and WHEREAS the Federal Government has been considering increasing the financial limits to Six Hundred and Fifty Million Dollars ($650,000,000.00); NOW THEREFORE the Council of the Corporation of the City of Pickering hereby requests that the Honourable Ralph Goodale, Minister of Natural Resources Canada bring to conclusion this review and implement the required steps to increase the financial limits of the Nuclear Liability Act to Six Hundred and Fifty Million Dollars. CARRIED (IV) CONFIRMATION BY-LAW Bv-Iaw Number 5899/01 Councillor Johnson, seconded by Councillor Holland, moved for leave to introduce a By-law of the City of Pickering to confirm those proceedings of the Council of the Corporation of the City of Pickering at its Regular Council Meeting of October 15 2001. CARRIED (V) OTHER BUSINESS 1. Councillor McLean commented on the great success of the horseshoe competition between Pickering and Ajax Councillors at the Museum Family Fall Festival on Sunday, October 14th. - 2. Councillor Pickles gave notice of a motion concerning Federal/Provincialln:frastructure Funding. 3. Councillor Pickles advised that Durham Regional Police Services have invited a Council member to attend the Police Traffic Study and Councillor Ryan agreed to attend as the representative of Pickering. 4. Councillor Holland advised that Pickering Lions Club made a presentation in the National Times concerning the Waterfront Trail. - 6. Councillor Johnson advised that grade four students attended CLOCA's 4th Annual event at Camp Saminac with over 1,400 students and parents assisting. 7. Councillor Johnson stated his concern with the congestion on Valley Farm Road from Hwy. #2 to Pickering Pkwy. He requested that staff meet with him to discuss pedestrian and traffic concerns. Mayor Arthurs suggested that traffic in the downtown area be studied and a work plan be prepared. 8. Councillor Johnson advised that the Claremont Legion Annual Car Rally will be held this weekend. 9. Councillor Ryan requested that a study be undertaken on lighting at the intersections of Rosebank Road and Sheppard Ave., and Altona Road and Rougemount Drive. 10. Councillor Ryan stated his displeasure with the length of time in receiving reports concerning South Liverpool Area and North Pickering. 11. Councillor Brenner advised that Durham Region will be preparing a Durham wide No Smoking By-law. 12. Councillor Brenner further advised that a report concerning banning of pesticides went to Health & Social Services. Municipalities have the right to pass a pesticide by-law, therefore, he has requested Dr. Kyle to prepare a model by-law that is consistent for use by all Durham municipalities. - (VI) ADJOURNMENT The Meeting adjourned at 9:00 p.m. DATED 1I.m,.-. CORPORATE SERVICES & TREASURER REPORT CS 34-01 WORKPLACE SAFETY & INSURANCE BOARD (Wsm) TRANSFER FROM SCHEDULE 1 TO 2 That Report Number CS 34-01 by the Director, Corporate Services & Treasurer and the Division Head, Human Resources, concerning Workplace Safety & Insurance Board (Wsm) Transfer from Schedule 1 to 2, be received and that Council: 1. Approve the transfer from wsm Schedule 1 to 2, retroactive to January 1, 2001; 2. Approve the establishment of a workers' compensation reserve fund, in compliance with the requirements outlined in the Workplace Safety & Insurance Act (WSIA); 3. Approve the purchase of occupational accident insurance coverage, deemed acceptable by the Director, Corporate Services & Treasurer; 4. Approve the purchase ofParklane wsm Claims Management Software to fully automate the wsm claims management function; and - 5.
