Kearns - Chief Administrative Officer - Director, Operations & Emergency Services - Director, Planning & Development - City Clerk - Committee Coordinator (I) ADOPTION OF MINUTES Regular Meeting of April 2, 2002 -- (ll) DELEGATIONS 1. Larraine Raulston, representing the Waste Management Committee, addressed Council to request that the week of April 28th to May 4th be proclaimed as Composting Awareness Week. (m) RESOLUTIONS Resolution #68/02 - Appendix #1 Moved by Councillor Johnson Seconded by Councillor Brenner That the Report of the Committee ofthe Whole dated April 8, 2002, be adopted. CARRIED Resolution #69/02 - Moved by Councillor Ryan Seconded by Councillor Brenner That Mayor Arthurs be authorized to make the following proclamation: "Hearing Awareness Month" - May, 2002 "Compo sting Awareness Week" - April 28th to May 4th CARRIED - 1 - Council Meeting Minutes Monday, April 15, 2002 7:30p.m. IV) BY-LAWS - That Councillor Pickles, seconded by Councillor Johnson, took leave to introduce by-laws of the City of Pickering: By-law Number 5971/02 Being a By-law to amend Restricted Area (Zoning) By-law 2511, as amended, to implement the Official Plan of the City of Pickering District Planning Area, Region of Durham in Part of Lot 18, Concession 1, City of Pickering. (A 23/98) By-law Number 5972/02 Being a By-law to amend By-law 44/74 and repeal By-law 3929/92 (Lottery Licencing) to provide for increased lottery licence fees. By-law Number 5973/02 Being a By-law to appoint By-law Enforcement Officers for certain purposes (parking Regulation - 1330 Altona Road and Pickering Town Centre). CARRIED -. THIRD READING: Councillor Pickles, seconded by Councillor Johnson, moved that the report of the Committee of the Whole on By-law Numbers 5971/02, 5972/02 and 5973/02, be adopted and the said by-laws be now read a third time and PASSED and that the Mayor and Clerk sign the same and the seal of the Corporation be affixed thereto. CARRIED (V) OTHER BUSINESS 1. Councillor Brenner advised that on April 12th Police Services sent a public notification agreeing to establish an advisory panel to assist the Police Chief in making recommendations concerning serious sex offenders. He thanked the community working group and staff for their involvement. 2. Councillor Ryan gave notice of a motion concerning a grant related to Veterans Affairs. 3. Councillor Holland commented on the Conservation Authorities and budgets. 4. Councillor Holland advised that the Region of Durham had a 3.5% tax rate increase, - 5. Mayor Arthurs advised that a meeting was being held following this meeting in Ajax regarding a zoning application for a Women's Shelter. 6. The following matters were discussed prior to the regular meeting: a) The Chief Administrative Officer advised that a Pickering Transit Bus was hit and charges are being laid against the truck driver. - 2 - Council Meeting Minutes Monday, April 15, 2002 7:30p.m. (vn CONFIRMATION BY-LAW By-law Number 5974/02 - Councillor McLean, seconded by Councillor Ryan, moved for leave to introduce a By-law of the City of Pickering to confirm those proceedings of the Council of the Corporation of the City of Pickering at its Special Council Meeting of April 15, 2002 and its Regular Council Meeting of April 15, 2002. (vll) ADJOURNMENT The Meeting adjourned at 7:45 p.m. DATED ~ 1 /oc.. - - - 3 - CARRIED d-~ MAYOR ~ C~ RK ~ Appendix I Committee of the Whole COW 2002-5 That the Committee of the Whole of the City of Pickering having met on April 8, 2002, presents its fifth report to Council and recommends: - 1. MAYORS REPORT 01-02 CANADIAN ASSOCIATION OF NUCLEAR HOST COMMUNITIES -MEMBERSHIP IN ASSOCIATION 1. That City Council receive for information, Report to Council MO 01-02 concerning the Canadian Association of Nuclear Host Communities; and 2. That City Council endorse Pickering's membership in the Canadian Association of Nuclear Host Communities, as a Class A voting member, generally as described in the final draft documents submitted by the Municipality of Kincardine and attached as Attachment No.1 to Report to Council MO 01-02; and that the appropriate City officials be authorized to finalize and execute these documents. 3. That Mayor Arthurs be appointed as the City's representative on the Board of Directors of the Canadian Association of Nuclear Host Communities, and that Councillor Holland be appointed as the City's alternative representative, for a term to coincide with the current term of Council. 4. That a copy of Report to Council MO 01-02 be forwarded to the Municipality of Kincardine, the Municipality of Clarington, the Town of Deep River, Gentilly District (Becancour, PQ), and Point Lepreau (Muscuach Parish, NB). - 2. CLERKS REPORT 11-02 RECOMMENDATION OF THE PAW JOINT ANIMAL CONTROL COMMITTEE -ANIMAL SERVICES That the Council of the City of Pickering approves the recommendation of the PAW Joint Animal Control Committee dated March 20, 2002 respecting improvements to animal servIces. 3. CLERKS REPORT 08-02 NOXIOUS WEEDS 1. That Report CL 08-02 regarding Noxious Weeds be received; and 2. That the Council of the Corporation of the City of Pickering authorizes the publication of a Public Notice regarding the destruction of weeds under the provision of the Weed Control Act, RS.O. 1990 Chapter W.5 of the Province of Ontario and directs the Regional Weed Inspectors to cause noxious weeds or weed seeds to be destroyed in such a manner as they may deem proper; and - 3. That the expenses incurred by the said Weed Inspectors in the discharge of their duties shall be placed on the Collector's Roll of the City of Pickering against the respective parcels concerned and that such amount shall be collected in the same manner as taxes under the Municipal Act. 4.
