HomeMy WebLinkAbout2001/03/22 STATUTORY PUBLIC INFORMATION MEETING MINUTES - A Statutory Public Information Meeting was held on Thursday, March 22,2001 at 7:00 p.m. in the Council Chambers. PRESENT: Councillor Johnson, Chair ALSO PRESENT: L. Taylor - Manager, Current Operations Division 1. Andreevski - Planning Technician R. Davies - Planning Technician D. Kearns - Committee Coordinator The Manager, Current Operations Division, provided an overview of the requirements of the Planning Act and the Ontario Municipal Board respecting this meeting and matters under consideration thereat. ZONING BY -LAW AMENDMENT APPLICATION A 38/00 CHIN-CHI AND TERRY FUNG-GEE CHAO LOT 44, PLAN 820 (1736 SPRUCE HILL ROAD) Ray Davies, Planning Technician, provided an explanation of the application, as outlined in Information Report #09-01. Craig Marshall, Marshall Homes, representing the applicant, was present to answer any questions. Mike Watson, 1732 Spruce Hill Road, had no objection to the application and was pleased to hear that the present residence was to be demolished. He stated his concern for the mature trees along the north property line, requesting their preservation. Ian McCullough, Marshall Homes, representing the applicant, stated that every effort will be made to save the hedges and trees. ZONING BY-LAW AMENDMENT APPLICATION A 01101 VERIDIAN CORPORATION PART OF LOT 16, CONCESSION 1 NOW PART 1, PLAN 40R-8469 (NORTH-EAST CORNER OF BAYLY STREET AND SQUIRES BEACH ROAD) Lynda Taylor, Manager, Current Operations Division, provided an explanation of the application, as outlined in Information Report #06-01. - - ,... 7. --2-- 2. Derek Wantuch, Consultant, representing the applicant, advised that they will be introducing a network of parking on the north side of the structure but will not be encroaching on the graveL No significant changes will be made to the northerly or westerly sides of the building. (III) ZONING BY-LAW AMENDMENT APPLICATION A 34/00 PETRO-CANADA PART OF LOT 19, RANGE 3~ B.F.C. 1695 BAYLY STREET (SOUTH-WEST CORNER OF BAYLY STREET AND BROCK ROAD) 1. John Andreevski, Planning Technician, provided an explanation of the application, as outlined in Information Report #07-01. 2. Gordon Deegan, Applicant, advised of his presence to answer any questions. (IV) ZONING BY-LAW AMENDMENT APPLICATION A 39/00 MARION HOLLINGER PART OF LOTS 88 AND 89, RCP PLAN 1051 NOW PART 1~ PLAN 40R-19836 AND PART 1, PLAN 40R-19908 ~-1886 BROOKSHIRE SQUARE) 1. Ray Davies, Planning Technician, provided an explanation of the application, as outlined in Information Report #08-01. 2. Bryan T. Davies, Applicant, stated that 82 is appropriate zoning for these lots, fitting into the lands to the north and east. As much vegetation as possible will be saved and replacement trees will be placed where appropriate. 3. Ian Lazenby, 1864 Brookshire Square, questioned why the reduction from 18 metres to 13 Yz metres, what the setback of houses would be ITom the street and would the sugar maple close to his property line be saved. 4. John Cox, 905 Gablehurst Cres., questioned how far back on the property will the house be placed. He advised that his property backs onto the property in question and his concern is that the proposed residence will be very close to his property. 5. Roy Fells, 903 Gablehurst Cres., commented on his concern that all trees at the back of his property will be lost and with the placement of the new residence. 6. Robert Hass, 1836 Holbrook Crt., has noticed that a number of trees have already been removed and wondered if it is appropriate for this to be happening prior to the Planning & Development Department reviewing the site and determining the significant trees that should remain. He questioned how staff determined that this application fits with the area and what criteria was used for this application to meet the R2 zoning. He advised that when the gray house was built, every tree was felled and he questioned if they will be replaced and how can the residents have confidence that this will not happen to the remaining trees. When will a written response be received ITom the Planning & Development Department? Paul Groves, 1839 Holbrook Crt., advised that there are 60' to 70' pines and these will have to be removed for access to the proposed development. He suggested that these trees be moved to the back along the property line. 8. 9. - (V) 2. 3. - 4. 5. (VI) Dated ,?a --3-- Bryan T. Davies, Applicant, advised that the entire area was zoned R3 and the S2 zoning for this area came later. Placement of the houses should not interfere with the preservation of the trees. The Planning & Development Department would not allow unnecessary felling of trees. The requested zoning is appropriate for the area. Ray Davies, Planning Technician, provided the following information concerning setbacks: 4' setback, ITont yard setback is 15' and garage setback is 22'. ZONING BY-LAW AMENDMENT APPLICATION A 33/00 802226 0 NT ARI 0 LIMITED PART OF LOT 18, CONCESSION 1 NOW PARTS 6-8, 12, 13, PLAN 40R-I0635 1048 TOY AVENUE (EAST SIDE OF TOY AVENUE. NORTH OF QUARTZ STREET) 1. John Andreevski, Planning Technician, provided an explanation of the application, as outlined in Information Report # 10-0 1. Chuck Kunc, representing the applicant, would like to add a lesser use to permitted uses. He further advised that Veridians concern with respect to hydro has been addressed. He has spoken with Mr. Barnett ofVeridian and advised him that this is not a new facility but a building already having hydro. Mike Nunes, Sonic Automobile, questioned if the present zoning allows for mechanical work. He stated his concern with parking, questioning if overflow of parking will end up on his property. Car repairs have been occurring at this site for 10 years, why ask for rezoning now. Mr. Wiltshire, applicant, advised that repairs are being done on cats but they have only just realized that zoning for truck repair does not include car repair. Traffic will not be increased they just want to be in compliance. John Andreevski, Planning Technician, stated that truck repairs are allowed, not cars. Parking concerns will be addressed.
