Kearns - Committee Coordinator The Manager, Policy Division, provided an overview of the requirements of the Planning Act and the Ontario Municipal Board respecting this meeting and matters under consideration there at. (I) ZONING BY-LAW AMENDMENT APPLICATION A 17/01 COUGS (V ALLEYFARM) LIMITED PART OF LOT 20, CONCESSION 1 (SOUTH-EAST CORNER OF KINGSTON RD. AND VALLEY FARM RD.) 1. Cathy Rose, Manager, Policy Division, on behalf of Tyler Barnett, Planner I, provided an explanation of the application, as outlined in Information Report #26-01. 2. David Henderson, 1880 Valley Farm Rd., advised that an increase of seven to ten percent has occurred with this revised application. He expressed his concern with the increase in local traffic including commercial vehicles, school buses and approximately 500 personal vehicles. With the second entrance not being considered at this time, exit onto Valley Farm Road is of considerable concern. Direction should be given for the extension to be completed in conjunction with the development of Street A and an additional paved right turn lane on Kingston Road and Valley Farm Road. The developer must ensure adequate provisions for snow plowing and stacking, along with resident parking. 3. Irena Barker, 1890 Valley Farm Road, Unit 813, stated that she overlooks the property for this proposed development and is extremely upset that the trees have been removed. She stated her concern with the increase in traffic and number of units being considered. She questioned if the units are to be rentals or condominiums, if any are to be Ontario Housing and what the purchase price will be. 4. Frank Gillanders, DCC 93, 1890 Valley Farm Road, Unit 415, recognized what Coughlan Homes has done for Durham, but stated his concern with the increase in traffic. He advised that there will be over 1,000 cars within a block and a half. He questioned if roads will be adequate and if parking has been .considered for visitors. 5. Robert Gardner, 1000 The Esplanade, #1406, questioned if sufficient thought has been given to emergency services accessibilitY to the proposed area. 6. Mike Perkins, 189"0 Valley Farm Rd., stated his concern with the density, accessibility by emergency vehicles and the affect this development will have on the quality of Pickering. 7. Bill Morrison, 1880 Valley Farm Rd., questioned the proximity of the entrance to this development and the Tridel buildings across Valley Farm Road. He further questioned if a traffic study has been undertaken and suggested consideration should be given to the present traffic coming ITom the Rec Complex and Pickering Town Centre. -1 - - - ,;JIIIio.. - 5. 6. Cathy Rose, Manager, Policy Division, advised that traffic studies have been undert~en resulting in the conclusion that the area could handle the proposed traffic. She further adVIsed that the density fÌ'om the Casitas and Tridel Condominiums is higher than the proposed development. She stated that Coughlan Homes are a reputable, high quality builder. (II) ZONING BY-LAW AMENDMENT APPLICATION A 19/97(ROl) CHRISTOPHER SPEIRS LOTS 15,16 AND 17, PLAN 21 430 WHITEV ALE ROAD 1. Cathy Rose, Manager, Policy Division, on behalf of Ross Pym, Principal Planner - Development Review, provided an explanation of the application, as outlined in Infonnation Report #24-01. 2. Chris Speirs, Applicant, stated his wish to live in Whitevale in the proposed home. He advised that this home has been designed in keeping with the surrounding area and existing trees and swales will not be affected by this proposal. 3. Gordon Willson, 445 Whitevale Road, advised that the proposal does not indicate the use of the existing buildings. He provided a history of the property, which has been unfavorable for the area and stated his concern with lack of access to the trail and parking. He suggested that a resolution be brought forward which would assist residents. 4. Jim Thompson, 437 Churchwin St., stated his objection to the application, outlining that there are outstanding matters which need to be addressed prior to any action with respect to this proposal. He advised of his concerns with respect to the closure of the right-of-way to the trail, unfairness of the rezoning application and the inappropriate addition to Whitevale. He requested that the City either defer or deny the application. Charles Sopher, 440 Whitevale Road, stated his opposition to the application and advised that he has the same concerns as previously outlined. This application will not enhance the neighbourhood and will change the streetscape. The structure on the property is being used for a non-conforming use and the scale of the proposed building is not compatible with the area. This structure is proposed for the high side of the property which will make it quite prominent. Access will be required onto Mill St. and a problem already exists with traffic. Chris Speirs, Applicant, stated that the proposed home will have a 30' frontage which is typical in Whitevale. The property is heavily treed and no trees will be destroyed. Traffic will not be a concern as this is a one car, single-family dwelling. The present structure is being used for a legal non-conforming use. REVISED OFFICIAL PLAN AMENDMENT APPLICATION OPA 99-004/P (R) REVISED ZONING BY -LAW AMENDMENT APPLICATION A 22/99(R) PICKERING HARBOUR COMPANY PART OF LOT 23, RANGE 3, B.F.C. LANDS ON THE WEST SIDE OF LIVERPOOL ROAD, AND SOUTH OF WHARF STREET) -AND- ZONING BY -LAW AMENDMENT APPLICATION A 13/01 PICKERING HARBOUR COMPANY (FORMERLY 3444309 CANADA INC. - COOL WATER FARMS) PART OF LOT 22, RANGE 3, B.F.C. (LANDS ON THE EAST SIDE OF LIVERPOOL ROAD, AND SOUTH OF WHARF STREET) -2- Statutory Public Information Meeting Minutes Pursuant to the Planning Act Thursday, September 20,2001 8:00 P.M. Chair: Councillor Holland - - ".. - - -- 1. Ron Taylor, Planner II, provided an explanation of the application, as outlined in Infonnation Report #25-01. 2. Jim Lucas, Lucas Properties, speaking on behalf of applicant, advised that this will be a nautical, residential village. Approximately 12 boats will be moved per day in the spring and fall ftom either water to boat beds or back, taking approximately 20 minutes. No infilling of the Bay will take place. The units have been designed to have the appearance of 2 Yz storeys. The 2nd phase of the development could provide a two storey structure which will house small boats in boat slots. 3. Phil McMullen, 572 Kingston Road, speaking on behalf of PACT and BECA, advised that most boats at the marina are sail boats which are more than 25' and the proposed building could only hold 18' boats. He distributed his comments and requested refusal ofthe application. 4. Michelle Evans, 1210 Radom St., #506, stated her concern with access to the waternont and traffic. She requested that the number of homes be limited and that a wider path be given for walking. 5. Sylvain Trepanier, 1218 Monica Cook Place, speaking on behalf of PESCA, echoed what Mr. McMullen stated and advised that it is premature to review this application. The application does not have a nautical theme. He stated their strong objection to this application, especially the boat crossing which will create safety issues. Moving boats across the road will take longer than anticipated due to cars and pedestrians using Liverpool Road. Any study that is undertaken should take into consideration the impact on the community with this proposed road closing. He advised that he is not in agreement with staff comments and that in Section 5.3 .5 CommerciallRetail Uses staff appears unsure. . 6. John Earley, 810 Helen Crescent, advised that he is in favour of any application that would beautify the bottom of Liverpool Road, but he further stated that he is opposed to this application. 7. David Matthews, Annland St., questioned why residents spent so much time meeting and planning to have everything dashed. He further questioned why the property has been allowed to remain an eyesore. He requested that this application be refused. 8. Suzanne Regimbal, 1240 Ilona Park Rd., #14, stated her opposition to the application, highlighting the absence of a picnic area and retail and suggesting more green space, ice cream shops, art stores, etc. . 9. Doug Lynch, 1177 Glouchester Sq., feels confident that the applicant can develop this in a clean, environmentally safe way. It would benefit the bottom of Liverpool Road if storage was moved to the other side. 10. Jill Adams, 1285 Commerce St., stated her opposition to this zoning application, advising that no further development should be approved that would impinge on open space. 11. Pierre Langeni, 1240 Ilona Park Rd. #10, agreed that Coolwater property needs improvement. He stated his concern regarding water access. 12. Louise Bailer, 889 Antonio St., questioned if ownership has changed and if Swans Marina will close. She stated her opposition to the application and her concern with respect to traffic. 13. Chair: Councillor Holland 14. - - 17. ,... - 19. 20. 21. 22. 23. 24. - - 25. Jackie Smart, 829 Fairview Ave., stated that the marina is an eyesore and that the by-law required landscaping. She outlined that to build a commercial unit is more costly, therefore, the developer is allowing for conversion rather than paying the cost of building as commercial. If the cost to purchase a unit is between $350,000 to $500,000, residents will not want the public having access to the watemont through their property. The watemont has had an amount of $3.2 million spent on it to-date which is of benefit to developers. She stated her concerns with respect to the boat crossing and loss of watemont to the new residents. She requested that this application be denied and that present residents interests be considered. 15. David Steele, 966 Timmins Gardens, questioned if the application is legal, stating that the zoning of the land on the west side of Liverpool Road is for marina use. He further questioned if the Planning staff agree with this proposal and if Coolwater Farms is subject to approval. He stated that the vision of the Watemont Task Force was for the development of commercial space. 16. A resident of Wharf St. stated that a travel lift takes the same amount of time as a pedestrian crossing the street. Bernie Luttmer, Swans Marina, advised that the marina will not allow for waternont access and that it would be better to move the marina across the street. The entrance to the Bay must be addressed before any development occurs. He stated that traffic from this development will not be any worse than in previous years and that taking a boat across the street would not be an issue. He stated his agreement with some of the proposal, but would like to see more commercial. 18. Craig Bamford, 528 Marksbury Rd., advised that the harbour entrance must be addressed and shops and restaurants are needed if tourism is to increase. He questioned how many boats will use the watemont, what are the parking standards for each boat, how many boats will be used by residents from land and how are we going to finance the upgrading of the harbour entrance. Paul Kelland, 921 Grenoble Blvd., questioned the benefits to the City, if approval is given. Jim Dike, 4 Bowes Garden, Scarborough, advised that the chances of having sufficient water level over the next two or three years is not good and that the Bay must be worked on quickly. Sylvain Trepanier, 1218 Monica Cook Place, echoed previous comments and questioned the cost for upgrading units to commercial and the impact on the environment with boat repairs and cleaning. He stated that the entrance to the Bay requires improvement and that maybe a compromise could be reached. Terry Wheately, 1291 Old Orchard Ave., stated opposition to the development, advising that it is not in the spirit of the plans for the area. She questioned what impact this development will have on the Frenchman's Bay Festival. Brad Forbes, 663 Front Road, advised that this development does not meet the spirit of the waternont and approval would create an alley of townhouses. Jacqueline Smart, 829 Fairview Ave., advised that back in 1975 to 1986, boats did not interfere with pedestrian or vehicular traffic as the area was not as well populated. With this development the public will not be allowed to meander around the area.
