Kearns - Manager, Development Review - Manager, Policy - Planner II - Planner II - Planning Technician - Planning Technician - Planning Technician - Committee Coordinator The Manager, Development Review, provided an overview of the requirements of the Planning Act and the Ontario Municipal Board respecting this meeting and matters under consideration there at. (I) OFFICIAL PLAN AMENDMENT APPLICTION OP A 02-001/P CITY INITIATED: ROUGE PARK NEIGHBOURHOOD 1. Steve Gaunt, Planner II, provided an explanation of the application, as outlined in Information Report #21-02. 2. Gary Daniel, 1979 Woodview Ave., advised that he is not in opposition to the OPA proposal but is concerned with the development line which cuts through the frontage of his property which would hinder his plans to build on the south portion of his lands on Woodview Ave. He requested that a minor adjustment be considered. 3. Jocelyn Barber, 450 Finch Ave., questioned the origin of proposed policy amendment 10.17(e) and advised that a number of land owners have right-of-ways in the hydro corridor and felt that the City did not have the legal right to take this away from these individuals. 4 Clay Warner, 1555 Oakburn St., representing the Altona West Community Association, questioned when this item would appear before Council. (II) ZONING BY-LAW AMENDMENT APPLICATION A 05/02 RUNNYMEDE DEVELOPMENT CORPORATION BLOCK 1, PLAN 40M-1591 1900 DIXIE ROAD (GLENDALE MARKET PLACE) 1. Perry Korouyenis, Planning Technician, provided an explanation of the application, as outlined in Information Report # 18-02. 2. Harry Froussios, of Zelinka Priamo Ltd., agent for the applicant, advised that they went through minor variance and received approval. They concur with staff recommendation that a zoning amendment be submitted in order that they do not have to apply every year for minor variance. ZONING BY-LAW AMENDMENT APPLICATION A 06/02 MERRITON PROPERTIES INc. PART OF LOT 26, BROKEN FRONT CONCESSION, RANGE 3 940, 922 AND 910 OLD KINGSTON ROAD NORTHEAST CORNER OF FAIRPORT ROAD AND KINGSTON ROAD 1. Edward Belsey, Planner II, provided an explanation of the application, as outlined in Information Report #20-02. Paul Rycroft, agent for the applicant, advised that he was present to answer any questions. ZONING BY-LAW AMENDMENT APPLICATION A 07/02 ONTARIO REALTY CORPORATION (WHITEVALE GOLF CLUB) SOUTH PART OF LOTS 29 AND 30, CONCESSION 4 PARTS 6 -10 AND 12, PLAN 40R18997 (EAST SIDE OF GOLF CLUB ROAD: SOUTH OF CONCESSION 5) 1. Perry Korouyenis, Planning Technician, provided an explanation of the application, as outlined in Information Report # 19-02. Marion Thomas, Whitevale, stated her concern with the map and suggested that Parts 6, 9, 10 and 12 not be included in rezoning. She questioned that since the Region has already approved the road where is the hold up. ZONING BY-LAW AMENDMENT APPLICATION A 08/02 D. & J. MACKERACHER PLAN 418, PART BLOCKK (PART 2, PLAN 40R-12933) 501 ROSEBANK ROAD SOUTH 1. GeoffRomanowski, Planning Technician, provided an explanation of the application, as outlined in Information Report # 17 -02. Don MacKeracher, applicant, advised that he wishes to build a basement apartment for his in- laws to reside in. James Chaikaws, 719 Cowan Circle, stated his concern with the second unit due to the increase in parking. He understands that a parking pad will be built in the back yard of the property but he enjoys the greenspace between the two homes and does not wish to see this happen. He is also concerned with a precedent being set if this application is allowed. Pat Kelly, 713 Cowan Circle, stated her concern for the safety of the children and the potential for increased parking on the street which is already a problem. Dave Breckan, 711 Cowan Circle, stated his concern with the prospect of this home being sold in the future, being rented out and absentee landlords who aren't concerned with the condition of the property. He also advised that he does not want a precedent set for the undeveloped land. Bill Trapper, 491 Rosebank Road, questioned if this would lead to precedent setting for basement apartments. Don MacKeracher, applicant, advised that access to his property is off Rosebank Road and that he is considering adding a parking pad in his back yard. 8. Nadene Trapper, 491 Rosebank Road, stated her concern with parking in the back yard and the potential for neighbours to make the same request. She questioned if this home could become a duplex if the MacKerachers moved. 9. Leon Sowa, 487 Rosebank Road, stated that if this application is approved there is a possibility of double population, increase in taxes, traffic, law enforcement officers, landlord and tenant disputes, noise, larger schools and crime. (VI) ZONING BY-LAW AMENDMENT APPLICATION A 09/02 PINE RIDGE MANAGEMENT INc. PART OF LOT 20, CONCESSION 1 PART 1, PLAN 40R-12401 (1525 PICKERING P ARKW A Y) 1. Carla Pierini, Planning Technician, provided an explanation of the application, as outlined in Information Report #16-02. (VII) ADJOURNMENT The meeting adjourned at 8:05 p.m.
