Kearns - Manager, Development Review - Manager, Policy - Planner II - Committee Coordinator The Manager, Development Review, provided an overview of the requirements of the Planning Act and the Ontario Municipal Board respecting this meeting and matters under consideration there at. (I) DRAFT PLAN OF SUBDIVISION SP-2002-02 ZONING BY-LAW AMENDMENT APPLICATION A 09/99(R) NICOU INc. SOUTH PART OF LOT 34, CONCESSION 2 PART 1, 40R-11934 (100 FINCH AVENUE; NORTH SIDE OF FINCH AVENUE, OPPOSITE WOODVIEW AVENUE) 1. Steve Gaunt, Planner II, provided an explanation of the application, as outlined in Information Report #15-02. 2. Brice Jordan, Planning Consultant, speaking on behalf of the applicant, advised that the east side of the road is open for future development and that the lots backing onto the woodlot provide a one metre setback 3. Ottis Stock, 1960 Woodview Ave., questioned if the services will be brought up Woodview Ave. or along Finch Ave. 4. Norman Collier, 2825 York-Durham Line, stated his concern with respect to how this development will affect Amos Pond. He questioned if the proposed homes will have basements and if so will sump pumps be required, will this development cause too much congestion and will hockey still be allowed on the pond. He stated that this development will influence whether the present wildlife remain in the woodlot. 5. Wendy McCullough, 1800 Woodview Ave., stated that since development has occurred in the area there are no more deer tracks. She also stated that 30' and 40' lots have appeared where 50' lots should have been. She stated her objection to this development and any development around Amos Pond. 6. Bonnie Littley, 1499 Sandhurst Cres. advised that this land should not be development and she concurs with the comments of the previous speaker. 7. Brice Jordan, Planning Consultant, speaking on behalf of the applicant, advised that the storm and sanitary sewers will be coming up Woodview Ave. The final Environmental Impacts and Impact Study were submitted today and the Environmental Consultant stated that the wildlife corridor runs east to west and is also the frog corridor. This area drains away from Amos Pond and is above the water level. Statutory Public Information Meeting Minutes Pursuant to the Planning Act Thursday, May 16,2002 7:00 P.M. (II) ZONING BY-LAW AMENDMENT APPLICATION A 04/02 JOHN TAYLOR TRUCK SALES INc. 3356 BALSAM ROAD (SOUTH PART OF LOT 5. CONCESSION 5) 1. Lynda Taylor, Manager, Development Review, on behalf of Ross Pym, Principal Planner, Development Review, provided an explanation of the application, as outlined in Information Report #14-02. 2. Barry Kaufman, applicant, advised that he was present to answer any questions. 3. Margaret Williamson, 3360 Balsam Road, stated her anger at the applicants lack of respect for her parents, that trucks are dropping off vehicles throughout the night and that the fence has blown down and no one is sure who is responsible for its repair. She added that the new structure is huge and nothing like what was planned. She stated that this is a residential area and this operation affects the quality of life. She questioned how the residents are going to be helped. 4. Richard Lloyd, 3330 Balsam Road, stated that the applicant has a great lack of respect for the neighbours. He stated his concern with the outside storage, removal of fencing on back of the property, racking and storage on the south side of the building. He advised that no notification was received concerning the removal of the fence. 5. Ted Malar, 3510 Audley Road, stated his concern with respect to water quality and stress on his pond due to development. He spoke in favour of the creek being restored but against the creation of 3 5 new wells which will further put stress on the area. 6. Nancy Listro, 3545 Balsam Road, advised that the applicant's drivers dump in their field and no notification was received concerning the events taking place. 7. Laura Orlandi, 3270 Hwy. #7, stated her concern with the amount of traffic in the area advising that this adds to the horrid things taking place. 8. Mr. Kauffman, applicant, advised that since moving to this property their operation carried on in the existing building which should have been condemned. The Committee of Adjustment granted them the ability to build a 20,000 sq. ft. structure for dismantling vehicles inside. This facility offers more storage area but they have only been in operation for three months and have not had enough time to do everything. They are trying to make the property aesthetically attractive but cannot do anything until the old structure comes down, the fence will be addressed when this happens. The fence on the south side was damaged and the damaged portion was replaced. The lights on the outside of the building were put there for protection of building and what's in it. (III) ZONING BY-LAW AMENDMENT APPLICATION A 06/01 GLENDA WINTERSTEIN SOUTH PART OF LOT 18, CONCESSION 9 PART OF LOT 2, PLAN 12 (5015 BROCK ROAD) 1. Lynda Taylor, Manager, Development Review, on behalf of Tyler Barnett, Planner II, provided an explanation of the application, as outlined in Information Report #13-02. Danny Pettit, Box 5137, Claremont, speaking on behalf of the applicant, stated that they have solutions to some of the issues. (IV) ADJOURNMENT The meeting adjourned at 8:09 p.m.
