Kearns - Chief Administrative Officer - City Clerk - Director, Planning & Development - Manager, Current Operations - Committee Coordinator (I) ADOPTION OF MINUTES Meeting of January 14, 2002 (II) MA TTERS FOR CONSIDERATION 1. CLERKS REPORT CL 01-02 PROCESSING DEVELOPMENT APPLICATIONS & PUBLIC NOTIFICATION Approved Part 1 Referred Part 2 concernin2 the improvements to the processin2 of development applications and public notification to staff to allow for discussion with community and to be brou2ht back to the April 8th Committee of the Whole Meetin2 See Recommendation #1 1. Phil McMullen, Pickering Village, advised that he was impressed with the report but not in agreement with the solicitors comments on radius. The statute does not state a maximum but a minimum of 120 metres. He requested Council maintain flexibility and not accept report thereby encasing 120 metres. 2. David Steele, 966 Timmins Gardens, stated that the comments made by the solicitor on radius are incorrect. He requested that Council defer this matter in order that a meeting could be held with Community Associations to review the report. He recommended that signs on development sites be update regularly and that notices be increased on Planning items. 3. Paul Kelland, Grenoble Blvd., stated that the radius is too small and should be doubled and that Council should have the option to increase circulation radius if they deem the application is of great importance to their ward. CLERKS REPORT CL 04-02 APPOINTMENT OF BY-LAW ENFORCEMENT OFFICERS By-law Forwarded To Council (III) OTHER BUSINESS 1. The following matters were discussed prior to the regular meeting: a) Mayor Arthurs distributed copies of correspondence from the Ontario Volunteer Emergency Response Team Inc. concerning a grant request. b) Councillor Holland commented on a request from the Social Development Council for a grant. c) Councillor Johnson advised of traffic concerns within the industrial area, specifically commenting on the need for a 4-way stop at Clements Road and Squires Beach Road, and traffic lights at Brock Road and Clements Road. (IV) ADJOURNMENT The meeting adjourned at 10:30 p.m. Appendix II Committee of the Whole Committee COW-2002-2 That the Committee of the Whole of the City of Pickering having met on January 14, 2002, presents its second report to Council and recommends: 1. CLERKS REPORT CL 01-02 PROCESSING DEVELOPMENT APPLICATIONS & PUBLIC NOTIFICATION 1. That Clerk's Report CL 01-02 regarding Processing Development Applications and Public Notification be received. 2. CLERKS REPORT CL 03-02 REGULATE SMOKING IN PUBLIC PLACES AND WORKPLACES 1. That the letter dated January 23, 2002 from the Clerk of the Regional Municipality of Durham regarding a resolution passed by the Council of the Region regarding the regulation of smoking in public places and workplaces be received. 2. That the Council of the Regional Municipality of Durham be advised that the Council of the City of Pickering approves of the Regional Council passing a Region-wide by-law regulating the smoking of tobacco in public places and workplaces.
