The finar�cial statement has been prepared by the candidate based on the financial reporting provisions ofi the Municipal Elections Act, 1996. IWanagement's F2�sponsibiliiy for the Financial �t�terner�ts The chief financial officer of the canc�idate is responsible for fi�e prepara#ion and fair presentation of the financia! stater�ent ir� accordance w�th the financial reparting provisions of the N�unicipal Elections Act, 1996 and guidelines issued by Minastry of N�unicipal A�fairs and Housing and for such internal controls as ti�e chief financiai of�icer determi�res is necessary to enable the preparation of financial statements that are free firom material misstatement, whether due to fraud or error. Audiior's Responsibility Our responsibility is fo express an opinion on the Form 4 financial statements based on our a�dit. We conducted our audit in accordance with Canadian generaliy accepted auditing standards. Those standards require that we comply with efihical requirements and plan and perform the audit to obtain reasonable assurance about whether the financial statem�nts are free from mafierial misstatement. An audit involves p�rforming procedures to obtain audit evider�ce about the amounts and disclosures in the financial statements. Th�e procedures selected depend on the auditor's judgement, including the assessment o� the risks of material misstatement of the financial statements, whether due to fraud or error. In making those risk assessments, the auditor considers internal cor�tro6s reievant to the entity's preparation and fair presentation of the financial statement in order to design audit procedures ihat are appr�opriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of �he er�tity's internal controls. An audit also includes evaluating the appropriatenes� of accounting policies used and the reasonableness of accounting estimates made by management, as well as evaluating the overall presentation ofi the financial �tatements. We believe that the audit evidence we have obtained is sufficient an� appropriate to �rovide a basis for our qualified audit opinion. Basis for Qualifieci Op�nion Due to the inherent natur� of the transactions of organizations of fhis type, the completeness of the various categories of �ncome and ex�enses is not susce�fible to satisfactory auait verificati�n.
