Van Huss welcomed everyone to the meeting. 2.0 Approval of Minutes Moved by R. lyer Seconded by W. Jamadar That the minutes of the November 13, 2014 meeting of the Heritage Pickering Advisory Committee be approved. Carried O 3usrness A►.rjsing from mutes T, 3.1) 2014 Work Plan updates Register Updates J. Van Huss advised members that M. Sawchuck was continuing his work on the register and would provide updates as well as training for the new members at a future meeting. E. Mason noted that if we included other Heritage Committees for future training sessions, we would require a larger venue. Celebre updated members on the City's plans to retain heritage consultants in order to conduct assessments of 10 heritage lots in the Seaton lands. She also referred to correspondence received from an environmental consultant retained by Infrastructure Ontario, gathering background information for the preparation of a Class B EA for the demolition of 15 properties in Seaton. Based on staff's preliminary review, 10 of these properties require a heritage assessment in order to determine their cultural heritage value. Out of these 10 properties, 4 would receive a full heritage assessment and 6 would have preliminary evaluations done. Discussion ensued with C. Celebre providing details and responding to questions raised with respect to procedures, timelines and land uses, noting she would continue to update Committee members. C. Celebre provided an update on Doors Open, which will be a one day event this year on October 3rd, 2015. She noted the theme will be "Sports & Heritage" with a focus on the hamlet of Claremont. New sites would be included this year, with the C. Celebre to south Pickering area such as Frenchman's Bay added. It was action intended to include 10— 15 sites this year. J. Van Huss noted that website improvements should be included in the 2015 work plan, noting the need to discuss with City staff what could be done to make the register user friendly. Discussion ensued with respect to the plaque program. C. C. Celebre to Celebre confirmed that this was not in the proposed 2015 action budget. It was noted that information pertaining to costs, distribution as well as administration would be required in order to include this in future budgets. It was suggested that this be placed on the 2015 work plan to pursue and to possibly create a sub-committee for this purpose. 4.0 New Business 4.1) Heritage Permit Application —565 Whitevale Road C. Celebre provided an overview of the heritage permit application previously forwarded to members for 565 Whitevale Road, noting that the property Y forms part of the Whitevale Heritage Conservation District. She noted Lindsay Reid, E.R.A. Architects Inc., had prepared a very thorough analysis and stated the plans would be compatible with the district. She had noted some concerns with respect to the window material, and stated Page 2 Item / Details & Discussion & Conclusion Action Items / Ref# (summary of discussion) Status (include deadline as appropriate) that the owners had updated their plans in order to comply with the recommended use of wood windows. Discussion ensued with questions raised regarding follow up procedures during the course of the renovations in order to determine compliance. It was suggested that the owner be requested to take photos during the renovation process and C. Celebre to forward them onto the City to track the progress and bring to the action Committee to review. It was suggested that this be included in the City's procedures. C. Celebre explained what members should look at when considering recommendations, such as the impact on the neighbouring community. It was the consensus of the Committee to support the recommendations as outlined in the report. 4.2) Draft Heritage Pickering 2015 Budget C. Celebre provided an overview of the proposed 2015 budget for Heritage Pickering. She noted that money was allocated to the 2015 Doors Open program. 4.3) Infrastructure Ontario C. Celebre had forwarded a copy of her memo regarding Infrastructure Ontario's proposed demolition of 15 properties within the Seaton Urban Area. Discussion on this took place during the work plan updates. 4.4) Wall Signage —425 Whtievale Road C. Celebre provided members with copies of the proposed wall signage for 425 Whitevale Road for information purposes. E. Mason advised that this was her application and explained the application to the Committee. C. Celebre explained general policies regarding commercial signage and noted that Whitevale Conservation District Guide does not speak to commercial signage. 4.5) 2014 Civic Awards C. Celebre provided an overview of the City's Civic Awards, questioning whether the Committee would like to nominate Mattamy Homes as a result of their efforts in working with the Page 3 Item / Details & Discussion & Conclusion Action Items / Ref# (summary of discussion) Status (include deadline as appropriate) City during the dismantling of properties. She noted the deadline for submissions was February 5th, 2015. 5.0 Other Business 5.1) CHO News C. Celebre provided members with the Winter edition of CHO News for information purposes. 5.2) J. Van Huss noted that Ontario Heritage Week was taking place from February 16-20. She questioned whether this was something the Committee could become involved in to help promote Doors Open as well as the Committee's mandate. It was suggested this be placed on the 2015 work plan for future consideration, possibly creating a sub-committee . It was C. Celebre to recommended that work would need to begin in the Fall in order action to participate in 2016. 5.3) E. Mason noted that this year would be the 200th anniversary of the Whitevale Road. 6.0 Next Meeting/Adjournment Next Meeting: February 25, 2015 • The meeting adjourned at 8:40 pm.
