Pickering Public Library Ruvette Cuelho,Chair,Pickering Public Library Board,presented the annual report to Council for their information. In 2013 the Pickering Public Library experienced increased use and showed the community the value of a great Library. The Board challenged itself to think differently,to push the envelope to make the library service an even more remarkable service. The Pickering Public Library is an essential part of the 21st century learning community and they are committed to making sure all residents have access to the services and skills needed to participate. Rooftop Solar Energy System Council endorsed correspondence received from Wirsol Solar Canada,seeking Council support of their application for rooftop solar energy system installations. This is part of the FIT Program for renewable energy generation included in the Green Energy and Green Economy Act. 5th Annual Toys for Tickets/ Food for Fines Drive 2013 Council approved that parking tickets issued between December 1 to 13,2013,be eligible for the Toys for Tickets/ Food for Fines program and that it be implemented for December 12 and 13,2013. 2014 Base Budget Guideline Council endorsed the 2014 Base Budget Guideline. This will facilitate the budget development process. A budget increase of 3.9% represents a continuation of 2013 service levels without any significant increases or decreases and will place the City in a position of financial sustainability in 2015 and beyond. The proposed tax increase translates into an increase of 1.12%on a resident's total tax bill. The draft 2014 Capital Budget includes a provision for constructing the Operations Centre.
