HomeMy WebLinkAboutDecember 9, 2013 2/10/2015 City of Pickering oti PiCKERiNG ❑ Hide Left Content ❑ Hide Right Content Council Highlights December 9, 2013 Draft City of Pickering Protocol for Cell Tower Installation (Protocol for Radio Communication and Broadcasting Antenna Systems) • Council received the Draft City of Pickering Protocol for Cell Tower Installation and authorized staff to initiate circulation of the protocol to the public, industry representatives and other stakeholders to seek their comments and prepare a recommended protocol for Council's consideration at the February 2014 meeting.View the Draft Protocol as set out in Appendix 1 to Report PLN 27-13(pages 87 to 174)from the Joint Planning&Development and Executive Committee meeting for further details. Update on the Establishment of Rouge National Urban Park Pam Veinotte,Field Unit Superintendent,Rouge National Urban Park presented an update to Council on the establishment of the Rouge National Urban Park. New Park Development - Don Beer Memorial Park Council endorsed the development of the new Don Beer Memorial Park for a total net project cost of$1,169,002,to be funded by a contribution from the Ontario Ministry of Transportation in the amount of$996,132;the sum of$170,000 to be financed by an internal loan for a period not exceeding ten years and a sum of$2,870 to be funded from property tax. Refer to Report ENG 20-13 (pages 192 to 203)from the Joint Planning&Development and Executive Committee meeting for more information. Asset Management Plan for Roads and Bridges Council endorsed the Asset Management Plan for Roads and Bridges. Staff were directed to use the plan as a tool to guide the decision-making process for levels of service,annual operating and capital budget preparation,capital forecasting,and managing the asset inventory for roads and bridges. The plan will be reviewed, refined and updated on an ongoing basis,as improvements and expansions to the assets are realized and as the needs and priorities of the City's infrastructure change. Monthly Reporting of Council Expenses Councillor McLean introduced a motion stating that in the interest of accountability and transparency,Councillors' expense details should be reported monthly and easily accessible to all members of the public on the City's website. This matter was referred to staff for additional review,and to report back to Council in January. Refer to Notice of Motion (page 87)from Council Agenda for more information. Development Charges By-law & Background Study Council approved the Development Charges By-law No.7324/13,as amended and the Background Study prepared by Watson&Associates Economists Ltd.as required under Section 10(1)of the Development Charges Act, 1997(DC Act).
