Kearns - Committee Coordinator (I) MINUTES Regular Meeting of September 25, 2000 (H) PRESENTATION 1. Tom Flood, Co-Chair, Ontario Summer Games 2000, presented a plaque to Council in appreciation for jointly hosting the Games. He advised that over 1,600 volunteers registered and of those 300 were Pickering residents. He thanked Council and staff for their support especially Stephen Reynolds and Sharon Milton. PROCLAMATIONS Approved See Recommendation #10 (IV) OTHER BUSINESS 1. Councillor Brenner commented on the `Municipal Performance Measurement Audit' being requested by the Province of Ontario. • 2. Councillor Johnson questioned the Director, Operations & Emergency Services about the procedures usually followed in the temporary closing of roads for construction purposes, commenting on the closure of Sideline 24 between Whitevale Road and Hwy. 7. 3. Councillor Johnson advised of a letter received from The Hon. David Turnbull, Minister of Transportation concerning Council's request for funding of the Hwy. 407 East extension. He advised that Council's request was forwarded to Mr. David Lindsay, C.E.O. &President of the SuperBuild Agency. 4. Mayor Arthurs clarified comments he made at the October 211d Council Meeting concerning fire compliment and the salary, benefits and equipment expense. He clarified that a 4th Class Fire Fighter makes just under$38,000. - - 4 - - (V) ADJOURNMENT The meeting adjourned at 9:10 p.m. DATED IV b V , 2- 1 6717-2) CLERK v APPENDIX#1 CITY OF PICKERING That the Executive Committee of the City of Pickering having met on October 10th, 2000, presents its sixteenth report to Council and recommends: 1. MAYOR'S REPORT#03-00 "MADE-IN-DURHAM" GOVERNANCE STUDY BERKELEY CONSULTING GROUP—OPTIONS PAPER 1. That Report to Council MO-03-00 concerning the "Made-in-Durham" Governance Study be received; and 2. That Council endorse in principle the Options Paper dated July 24, 2000, prepared by The Berkeley Consulting Group, and advise the City of Oshawa that the City of Pickering is prepared to contribute towards the cost of the Berkeley study, subject to the participation and funding of the Region of Durham and subject to an extension of the timeline to at least February, 2001; and 3. That a copy of this Report be forwarded to the City of Oshawa, the Region of Durham and The Berkeley Consulting Group. 2. CHIEF ADMINISTRATIVE OFFICER REPORT#16-00 REVIEW OF THE GREATER TORONTO SERVICES BOARD STAFF COMMENTS —DELOITTE CONSULTING PHASE I REPORT 1. That Council receive Report to Council CAO 16-00 concerning the report prepared by Deloitte Consulting's entitled "Review of the GTSB — Phase I Report, Addressing GTA —Wide Challenges. "; and 2. That Council recognizes the opportunity for service coordination by the GTSB but expresses it's opposition to the GTSB becoming another level of government; and 3. That Council endorse Attachment No. 1 to Report to Council CAO 16-00 as the City of Pickering's comments on Deloitte Consulting's Phase I Report; save and except where it may be interpreted to support the creation of another level of government; and 4. That Report to Council CAO 16-00, including Attachment No. 1, be forwarded to the.Greater Toronto Services Board as input to Phase 2 of the GTSB review. 3. CHIEF ADMINISTRATIVE OFFICER REPORT#15-00 GTSB DRAFT COUNTRYSIDE STRATEGY CITY OF PICKERING COMMENTS 1. That Council receive Report to Council CAO 15-00 concerning the GTSB Draft Countryside Strategy. 2. That Council endorse Report to Council CAO 15-00, and forward it to the GTSB as the City of Pickering's comments on the Draft Countryside Strategy. - - 2 - - 4. CHIEF ADMINISTRATIVE OFFICER REPORT#13-00 TENDER APPROVAL BY THE CHIEF ADMINISTRATIVE OFFICER 2000 SUMMER COUNCIL RECESS 1. That Report to Council CAO 13-00 concerning Tender Approval by the Chief Administrative Officer be received; and 2. That Council pass a resolution ratifying the approval of certain Tenders by the Chief Administrative Officer during Council's summer 2000 recess. 5. OPERATIONS &EMERGENCY SERVICES REPORT#19-00 PICKERING RECREATION COMPLEX CONSTRUCTION &LEASE OF SPACE FOR WELLNESS CENTRE That Report OES 19-00 concerning the Pickering Recreation Complex, Construction and Lease of Space for Wellness Centre, be received by Council; and 1. That the proposal in reply to RFP-5-00, submitted by North Ajax Rehab & Integrated Rehab Professionals, for the construction and lease of space for a Wellness Centre at the Pickering Recreation Complex, be accepted; and 2. That staff be authorized to negotiate an arrangement with North Ajax Rehab & Integrated Rehab Professionals for the construction and lease of space for a Wellness Centre at the Pickering Recreation Complex; and 3. That a by-law be enacted to authorize the execution of a License Agreement pursuant to which North Ajax Rehab & Integrated Rehab Professionals will be permitted to construct and lease, for a five year term, a Wellness Centre at the Pickering Recreation Complex. 6. CORPORATE SERVICES REPORT#20-00 EMPLOYEE GROUP BENEFIT INSURANCE—2000 RENEWALS That Corporate Services Report CS #20-00 concerning Employee Group Benefit Insurance—2000 Renewals, be received by Council; and 1. That Council confirm the renewal by the firm Mosey & Mosey, Benefit Consultants, of the Group Health & Dental Plans for the City of Pickering with the present carrier, Liberty Health, at a renewal premium of$812,052.00 plus 8 percent Provincial Retail Sales Tax of approximately $64,964.00, for the period January 1, 2000 to December 31, 2000. Other terms and conditions to remain unchanged; and 2. That Council confirm the renewal by the firm Mosey & Mosey, Benefit Consultants, of the coverages with Maritime Life for Group Life/Long Term Disability at a renewal premium of $424,080.00 plus 8 percent Provincial Retail Sales Tax of approximately $33,926.00 for the period April 1, 2000 to March 31, 2001 and UNUM Canada for Group Accidental Death and Disability at a renewal premium of$8,748.00, plus 8 percent Provincial Retail Sales Tax of approximately$700.00; and 3. That the Chief Administrative Officer in conjunction with the Director, Corporate Services & Treasurer and the Division Head, Human Resources, be authorized to renew the above mentioned coverages each year, hereafter at the same or similar terms and conditions; and - - 3 - - 4. That the appropriate staff of the City of Pickering be given authority to give effect thereto. 7. CORPORATE SERVICES REPORT#22-00 REPLACEMENT OF THE CITY'S.TELEPHONE SYSTEM That Report #CS22-00 concerning Replacement of the City's Telephone Systems, be received by Council; and 1. That staff of the Corporate Services Department be authorized to proceed with the issuance of a Request for Proposal (RFP) for the replacement of the four current telephone systems located within the Civic Complex, Recreation Complex, Works Centre and Library; and 2. That due to the urgency of the situation and due to the recess of Council for the Municipal Elections the Chief Administrative Officer and the Director of • Corporate Services be authorized to award the contract for the replacement of the telephone systems described in this report; and 3. That the appropriate staff be given authority to give effect thereto. 8. CORPORATE SERVICES REPORT#23-00 RE-ASSESSMENT OF PROPERTY FOR THE 2001-2002 TAXATION YEARS That Report CS 23-00 of the Director, Corporate Services & Treasurer, concerning Re-Assessment of Property for the 2001-2002 Taxation Years be received by Council for information. 9.• HERITAGE PICKERING REPORT#01-00 DILLINGHAM-LAMORIE HOUSE DESIGNATION 1636 ARATHORN COURT, CONCESSION 2, LOT 19 AND CLEEVE HORNE HOUSE DESIGNATION 1940 8TH CONCESSION RD., CONCESSION 8, SOUTH HALF OF LOT 16 1. That Report HP 01-00 regarding the designation of the Dillingham-Lamorie House, 1636 Arathorn Court, and the Cleeve Horne House, 1940 Eighth Concession Road, be received; and 2.
