Kearns - Committee Coordinator Councillor Johnson advised that the tumor removed from his son's back was benign. (I) MINUTES Regular Meeting of May 23, 2000 (ID DELEGATIONS 1. A representative of the Canadian Women's Progress Club, presented a cheque in the amount of$5,000 to the Food Bank. 2. Fraser Copeland, President, CUPE Local 129, addressed Council to report that the membership of CUPE Local 129 is collecting monetary donation to aid the families in Walkerton and he requested that Council match whatever funds are collected. • • - - 2 - - 3. Christine Vigilante, representing the Take Back The Night Committee, addressed the Committee with respect to the Year 2000 Take Back The Night event. Councillor Brenner requested that the CAO's Report concerning the Atomic Energy Control Boards report on Performance of the Pickering Nuclear Generating Plant be placed on an upcoming agenda. 2. Councillor Brenner requested a copy of the Draft Report relating to the CAO's report regarding `Public Alert of Nuclear Disasters'. 3. Councillor Brenner gave notice of a motion coming forward concerning a Fire/Ambulance joint facility possibly within the location of Taunton Road/Brock Road. 4. ' Councillor Holland remarked on the very successful Frenchman's Bay Festival held June 9-11. - - 4 - - 5. Councillor Holland extended an invitation to the Ground Breaking Ceremonies for the Millennium Trail/Square taking place, at the Alex Robertson Park on June 17t. 6. Councillor Dickerson advised that the Frenchman's Bay Festival was well attended and he extended congratulations to the West Rouge Canoe Club. 7. Councillor Johnson advised that he attended the 50th Anniversary of the Ontario Traffic Conference and he commented on their traffic calming initiatives which include road watch, speed bumps/humps, radar devices and chicanes. 8. Councillor Johnson advised that the Abused Womens Centre will be holding their Teddy Bear. Millennium Picnic on June 24th 9. The following matters were discussed prior to the regular meeting: a) Councillor Pickles commented on correspondence received concerning a monetary assistance request for the Walkerton water emergency and the Provincial Governments offer of assistance. b) The Chief Administrative Officer distributed correspondence concerning the Pickering Baseball Association Funding Advance Request—Brockridge Park Clubhouse. c) The Chief Administrative Officer advised that correspondence will be forwarded to Council next week concerning Pickering Aerials. d) The Chief Administrative Officer advised that Woodlands Public School may be used as an overflow school for Dunbarton_High School. CULTURE &RECREATION REPORT#06-00 TENDER FOR ROOF REPLACEMENT PICKERING RECREATION COMPLEX That Report to Council CR #06/00 regarding Roof Replacement at the Pickering Recreation Complex be received; and That Tender No. T-10/2000 submitted by Nortex Roofing Ltd. For Roof Replacement at the Pickering Recreation Complex in the amount of$232,883, including net G.S.T., be approved; and That the total project cost of$267,491 including the tender amount and other associated costs be approved; and That the appropriate officials at the City of Pickering be given authority to give effect thereto. 2. That Council approve the award of Tender T-9/2000 (revised) to the low bidder Miwel Construction Limited in the amount of$2,339,592.00. 2. Approve the overall project cost of$2,761,600.96. 3. Approve the over expenditure of$161,600.96. 4. That Tender T-3-2000 submitted by D. Crupi & Sons Ltd. to complete road improvements in the amount of$219,019.00 including 7% G.S.T. be accepted, and 2. That road works on Cecylia Court be approved as a year 2000 project at a cost of$30,704.30, be awarded as part of this Tender, and be funded from account number 2320-6181. 3. MUNICIPAL PROPERTY&ENGINEERING REPORT#19/00 PICKERING PARKWAY REALIGNMENT TENDER T 4-2000 ROAD IMPROVEMENTS That Tender No. T-4-2000 submitted by Ron Robinson Limited to complete the realignment of Pickering Parkway in the amount of $1,128,179.88 including 7% G.S.T., be accepted; and That a project cost of $889,643.65 including the project cost and other associated costs be approved; and That funding in the amount of$890,000.00 be approved. 5. MUNICIPAL PROPERTY&ENGINEERING REPORT#14/00 SALEM ROAD TENDER T 8-2000 ROAD IMPROVEMENTS That Tender No. T-8-2000 submitted by Miller Paving Limited to complete road improvements on Salem Road in the amount of$65,618.82 including 7% G.S.T. be accepted; and That a project cost of $78,615.93 including the Tender amount and other associated costs be approved; and That funding in the amount of$79,000.00 be approved. 6. MUNICIPAL PROPERTY&ENGINEERING REPORT#18/00 RFP 10/2000 REQUEST FOR PROPOSAL PLAYGROUND STRUCTURES 1. That the recommendation by the Supervisor, Parks & Property as outlined on the memo from Supply and Services dated May 19, 2000, for the supply and installation of various Playground Structures be accepted; and 2. That a project cost of$285,783.36 be approved; and 3. That funding in the amount of$286,000.00 be approved. APPENDIX#2 CITY OF PICKERING That the Executive Committee of the City of Pickering having met on June 12th, 2000, presents its twelfth report to Council and recommends: 1. PLANNING&DEVELOPMENT REPORT 25-00 STEELE VALLEY DEVELOPMENTS LIMITED PART BLOCKS A&B, PLAN M-998 (NORTHEAST CORNER OF KINGSTON&LIVERPOOL RD.) That Zoning By-law Amendment Application A 4/00, submitted by Steele Valley Developments Limited, on lands being Part of Blocks A & B, Plan M-998, at the north-east corner of Kingston and Liverpool Roads in the City of Pickering, to permit construction of an addition to the existing retail building (Hub Plaza) and a new single-storey retail building with two-storey massing, containing a restaurant with a drive-thru facility be APPROVED, subject to conditions as outlined in Appendix Ito Report Number PD 25-00. . 2. PLANNING&DEVELOPMENT REPORT 24-00 DRAFT PLAN OF CONDOMINIUM CP-2000-01 CARRERA HOMES (PARKLAND MEWS) INC. PART OF BLOCK 56, PLAN 40M-1480 That Pickering City Council recommend to Regional Council that Draft Plan of Condominium CO-2000-01, submitted by Carrera Homes (Parkland Mews) Inc., for the establishment of condominium tenure on 40 townhouse units, on the lands being Part of Block 56, Plan 40M-1480, City of Pickering, be APPROVED AS REVISED, subject to the conditions listed in Appendix I to Report Number PD 24-00. 3. MUNICIPAL PROPERTY&ENGINEERING REPORT#16/00 • HIGHWAY#7 REHABILITATION PROJECT FROM SIDELINE 16, PICKERING TO HIGHWAY 12, WHITBY ILLUMINATION STANDARDS 1. That Report MPE 16-00 be received for information; and 2. That Council approves.an expenditure of up to $20,000 for the upgrading to municipal standards, illumination at intersections with the project limits; and 3. That an overexpenditure for this purpose in the 2000 Capital Budget, Account #2325-6181 be approved; and 4. That the Director, Operations & Emergency Services be given the authority to execute the necessary encroachment agreements required by the Ministry of Transportation; and 5. The appropriate officials of the City of Pickering be authorized to give effect thereto. 4. MAYOR'S REPORT MO 1-00 GOVERNANCE 1. That Report to Council MO-01-00 concerning various governance and service delivery recommendations endorsed by Regional Council in January 2000 be received. - 2 - 2. That with respect to the governance recommendations, Pickering Council advise Regional Council that it: a. Supports a modified 2-tier system, with a "slimmed down" Region acting . a an agent of the lower tier. b. Supports potential municipal amalgamations or governance reform processes. c. Supports a review of a reduction of the number of politicians in Durham. 3. That with respect to the "service delivery" recommendations, Pickering Council advise Regional Council that it has no additional comments at this time. 4. That Pickering Council: a. Invite the Minister of Municipal Affairs and Housing to make an order under the Municipal Elections Act, 1996, requesting the City Clerk to submit a question to Pickering electors asking if they are in favour of reducing through amalgamations, the total number of municipal governments in Durham from the current nine (including the Region) to a smaller number. b. Encourage all other area municipalities in Durham Region to make a similar request to the Minister of Municipal Affairs and Housing. 5. That a copy of this Report be forwarded to Regional Council and all other area municipalities in Durham Region. 5. CORPORATE SERVICES &TREASURER REPORT#14/00 VERIDIAN CORPORATION That Report CS 14/00 of the Director, Corporate Services & Treasurer be received and that: 1. The Adjustment Agreement between the Corporation of the City of Pickering, the Town of Ajax, the Municipality of Clarington and Veridian Corporation, Veridian Connections Inc. Veridian Energy Inc. in a form as attached hereto, as may be amended to the satisfaction of the Director of Corporate Services, be approved; 2. The Clerk and the Mayor be authorized to execute this agreement; and 3. The appropriate officials of the City of Pickering be given authority to give effect thereto. 6. PROCLAMATION "NATIONAL ABORIGINAL DAY, JUNE 21ST That Mayor Arthurs be authorized to make the following proclamation: "National Aboriginal Day"—June 20, 2000
