Kearns - Committee Coordinator Councillor Johnson advised that, at the Ontario Good Roads Conference, Mr. V. Silgalis of the Region of Durham was recognized for his 39 years of service and Mr. R. Hedges, and Mr. M. Smith of the City of Pickering were also recognized for their 36 years of service. (I) ADOPTION OF MINUTES Regular Meeting of February 14, 2000. (II) DELEGATIONS • 1. Bill Sornberger, Canadian Progress Club, addressed the Committee with respect to the park at Commerce St. and Front St. He advised that there are nineteen active members in the Durham South Club and 95% of all money raised stays within Pickering. He advised that they have assisted with events such as Canadian Special Events, Canada Celebrations, baseball, track, etc. They wish to use this property to alleviate the problem experienced by many groups with the lack of meeting space. They also will be providing $75,000 over the next 3 years for accessible childrens playground equipment. - 2 - 2. Betsy Gummow, 121 Twyn Rivers Drive, addressed the Committee with respect to the proposal of the Pickering Baseball Association to construct an amenities building in Brockridge Park. She advised that she was in support of staff recommendations. 3. Susan Conte, 104 Twyn Rivers Drive, representing the Pickering/Ajax Italian Social Club, addressed the Committee concerning the Portable Building to be located in Centennial Park. She provided the history of the previous request for the portable building and advised that, due to lack of funds, they did not proceed. Another portable has been located and they would cover all costs of having this moved to the site. She requested that City expenses be waived. This facility will be mostly utilized by seniors and children. 4. Gary Peck, 1232 Bayview St., addressed the Committee respecting the Frenchman's Bay Study. He outlined the history of this study and requested that the process be tightened up so that the study is complete by the end of June, 2000. He further requested that the G. & A. Hilts application be approved in principle. • (II) MATTERS FOR CONSIDERATION 1. PLANNING&DEVELOPMENT REPORT#07/00 RECOMMENDED ENVIRONMENTAL MASTER SERVICING PLAN • AND NEIGHBOURHOOD DEVELOPMENT GUIDELINES Approved See Recommendation # 1 a) Dan Casselman, representing the Rouge River Restoration Committee outlined the need for preserving the Rouge-Duffin's Wildlife Corridor and requested that Council pass the following motions: 1) That all provincially owned lands (those deemed developable and non- developable) within the Rouge Park Neighbourhood are to remain publicly owned and be conveyed to the Rouge Park or other conservation body for incorporation into the Rouge-Duffin's Wildlife Corridor; 2) That • provincially owned lands deemed to be developable (28 acres), within the Rouge Park Neighbourhood be used for possible land swaps within the Rouge Park Neighbourhood in order to benefit the overall ecological function of the Rouge-Duffin's Wildlife Corridor; 3) That the Beare Estate property, directly adjacent to the Provincially Significant Amos Ponds, be acquired by whatever means possible for conservation purposes; and 4) That the proposed Rouge-Duffin's Wildlife Corridor Management Plan be completed and put in place prior to any future development occurring within the Rouge Park Neighbourhood. b) Glen deBaeremaker, Save The Rouge Valley, advised that he is not against the study. There is only one taxpayer and the taxpayers already own the land. A recommendation should be sent to Queen's Park stating that all lands remain undevelopable and that these Provincial lands be dedicated to either the City or TRCA. The City should investigate with other levels of government the purchase of the Beare Road Estate for public ownership. c) Pierre Boiron,Map Realty, stated that there are as many arguments against corridors as in favour. He stated his concern with the comments of the TRCA. He congratulated Cathy Rose and Jeff McKnight of the Planning Department for their work on the study. d) Pam Fulford, Rouge Park Alliance staff member, concurred with the statements made by Mr. Casselman and Mr. deBaeremaker. She advised that 630 hectares were recently given to the Rouge Park by the Provincial Government. She stated her concurrence with the comments of the TRCA and the Ministry of Natural Resources. - 3- e) Natalie Heferty, 160 Essex Ave., Richmond Hill, stated that creating a' corridor restricts animals to a certain portion of land. Corridors are used for linear movement of animals and habitat. f) Ian Glynwilliams, Save the Rouge Valley System, stated that a significant amount of people use Amos Pond. He requested that Executive adopt Mr. • Casselman's four recommendations and disregard Planning Staffs. g) Lynda Carscaden, 20 Gilder Dr., Scarborough, commented on Amos Pond and advised that some trees are over 200 years old. This is a natural storm water management pond and should be protected by bringing the Beare Road Estate lands into public ownership. She advised that she was in possession of a petition with over 1000 signatures in support of saving the Rouge Duffin's Wildlife Corridor. h) Joe Pessoa, 1852 Woodview Ave., requested Executive to send the report back to the Planning staff. i) George Jewel, 359 Rouge Hill Court, advised that the CP rail corridor has been sprayed with diesel and herbicide and neither it nor the Hydro Corridor would serve as wildlife corridors. j) Claire Thorpe, 1370 Fieldlight Blvd, presented and explained pictures of Amos Pond. k) Laurie Humphries, 2026 Altona Road, stated that putting development on Beare Road Estate would upset nature. 1) Agnus Rousha, 1950 Woodview Ave., speaking on" behalf of four neighbours, spoke in favour of the report. m) Iris Holmes, owner of ten acre's on Rosebank Road, spoke in favour of the report and advised that she would like to move but can't sell her house as it is frozen. n) Brian McLennan, 99 Finch Ave., requested the City of Pickering request the ORC to allow long-time tenants to purchase the property they live on. 2. PLANNING&DEVELOPMENT RECOMMENDATION REPORT#02/00 ZONING BY-LAW AMENDMENT APPLICATION A 19/99 A. BRANCATO PART OF LOT 25, PLAN 228 (1405 ROUGEMOUNT DRIVE,NORTH OF ROUGE HILL COURT) Approved See Recommendation #2 a) Shirley Holder, 1395 Rougemount Drive, requested Council to refuse this application. b) Bruce Schneller, Agent, stated his support of the recommendations. • - 4 - 3. PLANNING&DEVELOPMENT REPORT#08/00 DRAFT PLAN OF SUBDIVISION 18T-98007(R) F. & G. MOLINARO PART OF LOTS 4 & 5, PLAN 282 (BETWEEN WOODVIEW&PINE GROVE AVENUES, SOUTH OF ROCKWOOD DRIVE) Approved with an amendment See Recommendation #3 to Appendix I, by deleting 2.3.5(c) and increasing Lot Coverage from 33% to 38% a) Aurelio Felice, representing the Applicant, stated their support of the report but requested that Condition 2.3.5(c) on Appendix I be deleted and . further requested that the lot coverage be increased to 38%. 4. PLANNING&DEVELOPMENT REPORT #06/00 ZONING BY-LAW AMENDMENT APPLICATION A 7/99 R. GOSLING PART OF LOT 24 AND LOTS 25-27, PLAN 21 (WHITEVALE MILL, SOUTH SIDE OF WHITEVALE ROAD) Approved See Recommendation #4 • a) Jim Thompson, Churchwin St., representing the Whitevale Residents Association, stated their approval in principle but stated that the plans are still vague and final approval should not be given until proper site plan and use has been submitted. They are in support of the clean-up of the property but their concerns include: noise from the small engine repair; parking; and appearance and streetscape be maintained. He requested that parking be at the rear of the property. 5. PLANNING&DEVELOPMENT REPORT#09/00 DRAFT PLAN OF SUBDIVISION APPLICATION 18T-99016 ZONING BY-LAW AMENDMENT APPLICATION A 28/99 W. & G. NICHOLSON PART OF LOTS 168 TO 171 INCLUSIVE, PLAN 816 (EASTERLY EXTENSION OF ROUGE HILL COURT) Approved with Amendments See Recommendation # 5 to Appendix I and II - a) Craig Marshall, Applicant, stated that the properties in the existing neighbourhood would increase in value and that the proposed homes would be nicer than those in the area. He requested that the 6 metre garage setback apply to Lot 2 and that the porch protection not be considered part of the principle structure. b) Russ Dewar, 1387 Rougemount Dr, stated his strong opposition to the proposal, advising that it is not compatible with the existing neighbourhood. He requested that a permanent privacy fence be erected on the lot siding his property. c) Sherry Townsend, Rougemount Drive, stated her objection to the proposed draft plan, advising of its incompatibility with the present area. She stated that this development would greatly alter the character of the neighbourhood and there is no just cause for building ten homes rather than eight. She passed on to the Clerk a petition of signatures in opposition to this proposal. - 5 - d) George Jewel, 359 Rougemount Dr., stated his concerns to include: the proposal does not maintain the character of the street; there is strong opposition by the residents; and it does not meet the Official Plan. He requested that the porch not be allowed to encroach on the setback and also that the lots remain at 60'. e) Shirley Holder, 1395 Rougemount Dr., took exception to Mr. Marshall's comments that the houses would look better than those on the street. She stated her strong opposition to the application. f) Noreen Jewel, 359 Rougemount Dr., stated that her family moved to the area for the space, landscaping, and distinct neighbourhood. A crowded, denser area is inappropriate and the builder should fulfil his obligation with only eight homes. The present neighbourhood has 60' lots, 25' setbacks and 12' between the homes. g) Paul Glynn, 357 Rouge Hill Crt., stated his opposition to the application, advising that it does not fit with the character of the neighbourhood. He submitted a petition with 47 names in opposition. h) Bruno Palu, 354 Rouge Hill Crt., advised that he purchased in the area because the lots were 60' and he would like to see this maintained. The proposed setbacks and sideyards do not fit the character of the neighbourhood. He stated that he is confident that Executive will not allow 50' lots. i) Rosemary Cananzi, 353 Rouge Hill Crt., stated that the value of the present properties rests on the area around it. The character of the area would be destroyed. Parking, traffic, landscaping, increased noise and waste will all have an impact on the present owners. She requested refusal of the application. j) Wayne Nicholson, Rougemount Dr., advised that he chose Marshall Homes because they are a local developer. He stated his belief that they should stay with 50' lots. Setbacks and sideyards all vary along Rougemount Drive. 6. OPERATIONS &EMERGENCY SERVICES REPORT#05/00 PICKERING/AJAX ITALIAN SOCIAL CLUB REQUEST FOR PERMISSION TO LOCATE PORTABLE BUILDING IN CENTENNIAL PARK PART LOT 19, CONCESSION 2 (WEST SIDE BROCK ROAD, SOUTH OF ROSSLAND ROAD) • Approved See Recommendation #8 • - 6 - (III) OTHER BUSINESS 1. The following matters were discussed prior to the regular meeting: a) Mayor Arthurs advised that the Region of Durham approached staff inviting the City of Pickering's participation in the Durham 2000 Summer Tent Event. This invitation was declined due to the number of events the City is already involved in. b) Councillor Ryan gave notice that a motion would be brought forward at the March 6th, Council Meeting concerning the 2008 Olympics. PLANNING&DEVELOPMENT REPORT#07/00 RECOMMENDED ENVIRONMENTAL MASTER SERVICING PLAN AND NEIGHBOURHOOD DEVELOPMENT GUIDELINES 1. That Council receive as background information the "Rouge Park Neighbourhood — Phase I Report" and "Rouge Park Neighbourhood —Phase 2 Report", prepared by the Planning and Development Department, and the consulting firm of XCG Consultants Ltd. in conjunction with ESG International Inc. (the documents were previously distributed under separate cover); • 2. That Council adopt the "Rouge Park Neighbourhood Environmental Master Servicing Plan", prepared by XCG Consultants Ltd. in conjunction with ESG International Inc., attached as Appendix I to Report No. PD 07-00, as the City's strategy for natural resource conservation and stormwater management within the Rouge Park Neighbourhood; 3. That Council adopt the "Rouge Park Neighbourhood Development Guidelines", attached as Appendix II to Planning Report No. PD 07-00, as the City's strategy for urban design, major street layout, and public facility siting within the Rouge Park Neighbourhood; 4. That Council adopt "Informational Revision No. 7 to the Pickering Official Plan", attached as Appendix III to Report No. PD 07-00; 5. That Council direct staff to hold a Statutory Public Information Meeting to discuss potential amendments to the Pickering Official Plan required to implement the recommendations of the Rouge Park Neighbourhood Study, as generally set out in Appendix IV to Report No. PD 07-00; 6. That Council request the Region of Durham consider the redesignation of Finch Avenue west of Altona Road, and Townline Road south of Taunton Road, from Type `B'. Arterial Roads to Type `C' Arterial Roads, during preparation of the Region of Durham Transportation Masterplan Study; 7. That Council request the Ministry of Natural Resources and other appropriate agencies/partners, prepare a "Rouge-Duffns Wildlife Corridor Management Plan", and establish funding for the maintenance and restoration of the Corridor; 8. That Council request the Ontario Realty Corporation transfer all non-developable properties within the Rouge Park Neighbourhood to an appropriate public authority with a conservation mandate; and 9. That Council direct that the City Clerk forward a copy of Report No. PD 07-00 to the Canadian Pacific Railway, Durham Catholic District School Board, Durham District School Board, Interprovincial Pipeline, Ontario Hydro Services Company Inc., Ontario Realty Corporation, Ministry of Natural Resources, Region of Durham, Rouge Park Alliance, and the Toronto and Region Conservation Authority. - 2 - 2. PLANNING &DEVELOPMENT RECOMMENDATION REPORT#02/00 ZONING BY-LAW AMENDMENT APPLICATION A 19/99 A. BRANCATO PART OF LOT 25, PLAN 228 (1405 ROUGEMOUNT DRIVE, NORTH OF ROUGE HILL COURT) That Zoning By-law Amendment Application A 19/99, submitted by Adolfo Brancato for lands known as Part of Lot 24, Plan 228, City of Pickering, to change the zoning of the lands from "R3" to "R4" — Residential Detached Dwelling — Fourth Density Zone, in order to permit the property to be severed into two 15.0-metre lots, be APPROVED subject to the conditions outlined in Appendix I to Recommendation Report Number 02-00. 3. PLANNING &DEVELOPMENT REPORT#08/00 DRAFT PLAN OF SUBDIVISION 18T-98007(R) F. & G. MOLINARO PART OF LOTS 4 & 5, PLAN 282 (BETWEEN WOODVIEW&PINE GROVE AVENUES, SOUTH OF ROCKWOOD DRIVE) 1, That City Council recommend to the Region of Durham, that Draft Plan of Subdivision 18T-98007 submitted by F. & G. Molinaro on lands known as Part of Lots 4 & 5, Plan 282, City of Pickering, be APPROVED AS REVISED subject to the conditions outlined in Appendix I to Report PD 08-00, as revised by deleting 2.3.5(c). 2. That Zoning By-law Amendment Application A 12/98 to allow reduced front, side and rear yard setbacks for the subject lands, be APPROVED AS REVISED to implement Draft Plan of Subdivision 18T-98007(R), subject to the conditions outlined in Appendix II to Report PD 08-00, as revised by adding 1.(e) `That the maximum lot coverage be 38%.' 4. PLANNING&DEVELOPMENT REPORT#06/00 ZONING BY-LAW AMENDMENT APPLICATION A 7/99 R. GOSLING PART OF LOT 24 AND LOTS 25-27, PLAN 21 (WHITEVALE MILL, SOUTH SIDE OF WHITEVALE ROAD) That Zoning By-law Amendment Application A 7/99, submitted by R. Gosling, for Part of Lot 24 and Lots 25-27, Plan 21, to convert the existing Whitevale Mill to a detached residence and to permit the establishment of small business and retail uses on the property, be APPROVED, subject to the conditions outlined in Appendix I to Report No. PD 06-00. 5. That Zoning By-law Amendment Application A 28/99, to implement Draft Plan of Subdivision 18T-99016, on lands being Part of Lots 168 to 171 inclusive, Plan 816, City of Pickering, to permit ten lots with minimum frontages of 15 metres for the development of detached dwellings, be APPROVED, subject to the conditions outlined in Appendix II to Report Number PD 09-00, as revised by amending Section 1 by adding a paragraph 1(g) requiring a minimum west sideyard for Lot 1 of 2.5 metres. 6. OPERATIONS &EMERGENCY SERVICES REPORT#01/00 THE CANADIAN PROGRESS CLUB—DURHAM SOUTH MANAGEMENT AGREEMENT—FRONT STREET CENTRE That Council pass a by-law authorizing the execution of a Management Agreement with The Canadian Progress Club — Durham South to use the facility known as the Front Street Centre. 7. OPERATIONS &EMERGENCY SERVICES REPORT#04/00 PICKERING BASEBALL ASSOCIATION WASHROOM STORAGE, CONCESSION BUILDING BROCKRIDGE PARK 1. That Council approve the proposal of the Pickering Baseball Assoc. to construct an amenities building in Brockridge Park. 2. That funding for the project be provided entirely by the Pickering Baseball Association. 3. That staff be directed to assist in obtaining any approvals necessary to undertake and construct this project. 8. OPERATIONS &EMERGENCY SERVICES REPORT#05/00 PICKERING/AJAX ITALIAN SOCIAL CLUB REQUEST FOR PERMISSION TO LOCATE PORTABLE BUILDING IN CENTENNIAL PARK PART LOT 19, CONCESSION 2 (WEST SIDE BROCK ROAD, SOUTH OF ROSSLAND ROAD) 1. That the request of the Pickering/Ajax Italian Social Club for permission to introduce a portable building into Centennial Park for use in conjunction with Bocce recreational activities in the park and for the purpose of a meeting place for club members be APPROVED, only for their clubs recreational activities, subject to the condition that the Club enter into a licence agreement with the City, generally in the form outlined in Attachment No. 4 to Report to Council OES 05- 00. 2. That the City Solicitor be given authority to enter into an agreement with the Pickering/Ajax Italian Social Club on behalf of the City. 3. That Council has considered the request of the Pickering/Ajax Italian Social Club for relief to the City's review and waive fees associated with the proposal, to a maximum of$500, and advise staff accordingly.
