HomeMy WebLinkAboutJanuary 20, 2000 STATUTORY PUBLIC INFORMATION MEETING MINUTES A Statutory Public Information Meeting was held on Thursday, January 20th, 2000 at 7:00 p.m. in the Council Chambers. PRESENT: Councillor M. Brenner, Chair ALSO PRESENT: • L. Taylor - Manager, Current Operations Division C. Rose -Manager, Policy Division V. Rodrigues - Senior Planner T. Barnett - Planner I D. Kearns - Committee Coordinator The Manager, Current Operations Division, provided an overview of the requirements of the Planning Act and the Ontario Municipal Board respecting this meeting and matters under consideration thereat. (I) ZONING BY-LAW AMENDMENT APPLICATION A 30/99 FRED CAMPITELLI IN TRUST BLOCK 11,PLAN 40M-1231 (SOUTH-EAST CORNER OF VALLEY FARM RD. & DIEFENBAKER CRT.) • THIS ITEM HAS BEEN POSTPONED UNTIL THE STATUTORY MEETING OF FEBRUARY 17TH,2000 (II) ZONING BY-LAW AMENDMENT APPLICATION A 32/99 INVAR BUILDING CORPORATION, ET AL PART OF LOT 18, RANGE 3,B.F.C. (SOUTH OF BAYLY STREET AND EAST OF BROCK ROAD) 1. Valerie Rodrigues, Senior Planner,provided an explanation of the application, as outlined in Information Report#03-00. 2. The applicant was present to answer any questions. (III) ZONING BY-LAW AMENDMENT APPLICATION A 34/99 ALFIN FINANCIAL CORPORATION PART OF LOT 1, PLAN 566 (SOUTH-EAST CORNER OF ALTONA RD. AND FINCH AVE.) 1. Tyler Barnett, Planner I, provided an explanation of the application, as outlined in Information Report#01-00. 2. Nick Skentos, Applicant, advised that he was present to answer any questions. - 2 - 3. Herbert Reeve, 1884 Altona Road, advised that two day cares presently exist on Altona Road and are adequate for the area. Another would take children away from those in operation. His wife is owner of the Angelica Nursery School & Day Care. 4. Jackie Sharpe, resident east of the Robin Hood Inn, stated that she is not adverse to this application and would much prefer to see a day care than another bar. 5. Nick Skentos,Applicant, doesn't feel that the opening of another day care would have an adverse affect on the Angelica Nursery School & Day Care. It would be a good business for the area,better than a bar open evenings and into the night. 6. Tyler Barnett, Planner I, advised that all comments would be considered by Planning Staff. (IV) ZONING BY-LAW AMENDMENT APPLICATION A 35/99 T. DUPNAK& W. MADDEN LOT 15,PLAN 40M-1306 (1038 RIVERVIEW CRESCENT) 1. Valerie Rodrigues, Senior Planner, provided an explanation of the application, as outlined in Information Report#02-00. 2. Wayne Madden,Applicant, introduced his wife and son and advised that he has lived in the area for approximately 16 years. He stated that this would be a good home business that would have no adverse affect on the community. Property values will not be affected, traffic would only be increased by a maximum of three cars and all cars for the Bed&Breakfast would park in the driveway and not on the street. • 3. Jerry Stewart, 1020 Riverview Cres., stated that if this application passes a dangerous precedent may be set and more commercial businesses may be introduced into the area. Parking, health& safety, property values, quality of life, traffic, noise, fire safety are all concerns. The applicant may have good intentions but if the property is sold in the future, the new owners may not follow the same standards. 4. Pam Paterson, 1066 Riverview Cres., stated her concerns to include: additional garbage,traffic increase, depreciation in property values and strangers in the area. She questioned how advertising will be done and if the applicant has had previous experience in running a Bed & Breakfast. 5. Mr. Biernat, 1018 Riverview Cres., stated his opposition to the application and concurred with the sentiments of Mr. Stewart. 6. Mark Shoniker, 1006 Rouge Valley Dr., stated that the area is a terrific place to live, single family residential, safe and secure. He concurred with the concerns already stated. He questioned what the benefits to the community would be and should the zoning by-laws be revisited. He stated his firm opposition to the application. 7. George Guarrasi, 200 Valley Gate, stated that there is no attraction in the area for a Bed & Breakfast. 8. George Roefs, 1036 Riverview Cres., stated his strong opposition to the application and advised that this business is not needed in the area. He stated his concern with safety and the depreciation in property values. - 3 - 9. Joan Gertsakis, 1050 Riverview Cres., stated that this is a quiet, beautiful, safe neighbourhood. She questioned what benefit this would be to the community, would there be a lot of delivery trucks in the area, would laundry be done outside, would liquor be offered in the home to the visitors. She stated her concerns to include traffic and parking. She stated her strong opposition to the application. 10. Mark Vella, 1052 Riverview Cres., advised that he has lived in this quiet area for one year. There is little traffic on the streets and he does not want to see this change. Safety is of great concern. 11. Joan Guarrasi, 200 Valley Gate, stated her opposition to the application. She stated her concern with strangers in the area. 12. Wayne Madden, Applicant, advised of the following: parking on the street will not occur from this Bed&Breakfast; four bags of garbage are all that are allowed;the size of sign allowed by home based business will be used;have never run a Bed&Breakfast but have thoroughly investigated over the past two years; no liquor will be served; 4 + 1 bedroom means there is a bedroom in the basement; the attractions in Pickering include: live theatre, shopping, museum, hiking and Metro Zoo. He stated that they would not have gone this far if they felt the application would be adverse to the neighbours. People registering for a Bed &Breakfast are all screened. 13. Valerie Rodrigues, Senior Planner, advised that all comments would be taken under consideration. 14. co Brenner, advised that concerns he received from area residents included fire safety—will sprinkler systems be required, and also the clarification of home based businesses being allowed and this application required rezoning.
