HomeMy WebLinkAboutDecember 3, 1998 STATUTORY PUBLIC INFORMATION MEETING MINUTES A Statutory Public Information Meeting was held on Thursday, December 3, 1998 at 7:00 p.m. in the Council Chambers. PRESENT: Councillor D. Pickles - Chair ALSO PRESENT: L. Taylor - Manager, Current Operations Division A. Smith -Planner 2 D. Kearns - Committee Coordinator The Manager, Current Operations Division, provided an overview of the requirements of the Planning Act and the Ontario Municipal Board respecting this meeting and matters under consideration thereat. (I) ZONING BY-LAW AMENDMENT APPLICATION A 21/98 JADE SEA PROPERTIES AND 761750 ONTARIO INC. PART OF LOTS 17 & 18, CONCESSION 1 (HOME AND LEISURE CENTRE) • 1. Adrian Smith, Planner 2, provided an explanation of the application, as outlined in Information Report#32/98. 2. Dave Moore, speaking on behalf of Autopac, explained the proposed development. He commented on the expanded parking to the north of the present facility, the proposed landscaping to include decorative fencing and a double rows of trees being placed along Pickering Parkway. He advised that a concern had been raised regarding lighting and that to address this concern the lights along the north side of the development will be tipped towards the lot and lower lighting will be installed on the lot itself. A raised display podium will be located on the south-west corner of the development which will hold three to four cars. A canopy is being placed over the main entrance for pick-up and drop- off comfort. The service facility will handle light maintenance only. 3. Terry White, 547 Marshcourt Drive, President of Brock East Community Association and a Director of the Board for PACT, commented on three concerns; a proper trafffic study should be undertaken, landscaping to block the inventory parking and an increase in the minimum setback for improved landscaping should be in place, and the Town should, comment on their vision for Notion Road. He also stated that they are in support of the zoning by-law amendment. 4. Troy Braithwaite, member of Autopac Group, and Glen Broll of Glen Schnarr & Associates, advised that this use in isolation will not have a significant impact on traffic. The landscaping has been adjusted to address the concerns raised. They also support and echo the concerns voiced by Mr. White concerning Notion Road, wishing this road to become resident, traffic and consumer friendly. 5. Terry White, 547 Marshcourf Drive, advised that Autopac will have an impact on the traffic density in the area. 2 6. Adrian Smith, Planner 2, advised that a broader review of traffic in the area is underway to include Pickering Parkway, Brock Road and the Brock Road/Kingston Road intersection.
