HomeMy WebLinkAboutJune 18, 1998 STATUTORY PUBLIC INFORMATION MEETING MINUTES A Statutory Public Information Meeting was held on Thursday, June 18, 1998 at 7:00 p.m. in the. Council Chambers. PRESENT: Councillor Holland ALSO PRESENT: B. Taylor - Town Clerk C. Rose - Manager, Policy Division L. Taylor -Manager, Current Operations Division G. McKnight - Planner 1 The Manager, Policy Division,provided an overview of the requirements of the Planning Act and the Ontario Municipal Board respecting this meeting and matters under consideration thereat. (I) ZONING BY-LAW AMENDMENT APPLICATION A 11/98 672003 ONTARIO LIMITED PART OF LOTS 75, 76, 77 AND 78, PLAN 1051 (EAST SIDE OF Falconwood WAY) 1. Lynda Taylor, Manager, Current Operations Division, provided an explanation of the application, as outlined in Information Report#21/98. 2. Carl Reininger, representing the applicant, stated that this development is a continuation of the registered plan on the west side of Falconwood Way and the lot sizes are the same as those already approved. Much of the engineering work has been completed for the registered plan across the street. (II) DRAFT PLAN OF SUBDIVISION 18T-98007 ZONING BY-LAW AMENDMENT APPLICATION A 12/98 F. & G. MOLINARO PART OF LOT 4 AND 5, PLAN 282 (BETWEEN WOODVIEW AND PINEGROVE AVENUES, SOUTH OF ROCKWOOD DRIVE) 1. Lynda Taylor, Manager, Current Operations Division, provided an explanation of the application, as outlined in Information Report#22/98. 2. Aurelio Filice, representing the applicant, stated that he agrees with the facts set out in the Information Report and was present to answer questions. • 2 3. Jim Morrison, 1803 Woodview Avenue, stated that additional development in the area is increasing the amount of traffic on Woodview Avenue and thus creating a safety problem. Rockwood Drive should be extended to Hogarth Street in order to relieve traffic on Woodview Avenue. 4. Rocco Lamanna, 1811 Pinegrove Avenue, indicated that there was some confusion with respect to the maps that were sent to the public and those in the Information Report. The proposed twelve metre lots are not in character with the existing neighbourhood where the lots are a minimum fifteen metres. He agreed that Rockwood Drive should be extended southward to alleviate traffic on Pinegrove Avenue and Woodview Avenue. 5. Joy Whiteford-Herzog, representing her mother who owns property at 1836 Woodview Avenue, asked about the disposition of Blocks 13 and 14 and how these Blocks could be developed in the future. 6. Mary Jobe, 1859 Rockwood Drive, inquired into the future plans for Block 13 and noted that the natural habitat of foxes will be destroyed by this development. 7. Susan Poon, 1861 Rockwood Drive, stated that she is concerned that a high density development will be constructed on Block 13. 8. Wendy McCullough, 1800 Woodview Avenue, stated that there should be no road exiting onto Woodview Avenue because of the current level of traffic. The proposed twelve metre lots are not in character with the existing neighbourhood and she objects to this application. 9. Mike Caruso, 1805 Woodview Avenue, asked when the Official Plan was approved and asked why the area residents were not notified of changes to the Official Plan. Traffic on Woodview Avenue is already very heavy and it is not fair to add to it. 10. Jim Rowntree, 1820 Woodview Avenue, stated that he spent a lot of time dealing with the Meldrum Drive townhouse development and hoped that a similar process will not be duplicated here. The proposed twelve metre lots are not in character with the existing neighbourhood and he is concerned about future development on Blocks 13 and 14. He stated that another road going onto Woodview Avenue will create a dangerous traffic safety problem. He asked if there are any policies in the Official Plan governing lot sizes and the configuration of Rockwood Drive. He does not like the idea that lot sizes in the area are getting smaller and noted that there is not enough information to comment further on this application. He asked if the proposed road must exit onto Woodview Avenue. He noted that the applicant does construct a nice house. 11. Norm Stiner, 1801 Woodview Avenue, stated that traffic on Woodview Avenue is already very heavy and is causing safety problems. 12. Mary Jobe, 1859 Rockwood Drive, asked if the proposed road could be used to construct houses on and that Rockwood Drive be extended to provide access to all proposed lots. 13. Aurelio Filice, representing the applicant, stated that Blocks 13 and 14 are future development blocks and will provide for twelve metre lots. He noted that the Town requires that he submit a Tree Preservation Plan. He cannot control traffic on Woodview Avenue and noted o ed that the disposition of Rockwood Drive will depend on the abutting landowners. He noted that he spoke to some of the neighbours about twelve metre lots and they had no objection to that. Lots of this size are becoming common in the area. 3 14. Lynda Taylor, Manager, Current Operations Division, stated that the existing zoning is R4 and only permits fifteen metre lots, however this application is to amend the Zoning By-law to permit twelve metre lots. The Official Plan shows conceptually how Rockwood Drive connects to the south and states that Council will endeavour to provide a road connection between Woodview Avenue and Pinegrove Avenue. (III) ZONING BY-LAW AMENDMENT APPLICATION A 62/88 A. LENNOX PART OF LOT 20, CONCESSION 1 (SOUTH SIDE OF KINGSTON ROAD,EAST OF VALLEY FARM ROAD) 1. Geoff McKnight, Planner 1, provided an explanation of the application, as outlined in Information Report#25/98. 2. Christopher Williams, representing the applicant, stated that he has reviewed the Information Report and concurs with the observations set out therein. He is willing to ensure that the design objectives of the Official Plan are achieved and is willing to meet with the staff and representatives of Graywood Developments to ensure that there is a coordinated development. He noted that his client is appealing the application for a lower density development on the Graywood site. The existing food market will continue to operate pending the final approval of any development for this site. 3. Lindsay Dale-Harris, representing Graywood Developments, stated that she would welcome a meeting with the staff and Mr. Lennox to investigate a coordinated development. 4. Sylvia Spencer, 771 Sheppard Avenue, stated that some office space should be incorporated into this application and the proposed building should be moved closer to the road. She asked if there are any regulations on how close this building can be to the hydro lines. She further asked that if there is a coordinated development, how would this development proceed. She further asked about the difference in the definition of a pointed tower and a slab building. 5. Christopher Williams, representing the applicant, stated that he is not aware of any restrictions on the height of buildings that are located beside a hydro right-of-way. The location and orientation of the proposed building will be discussed further with staff. 6. Geoff McKnight, Planner 1, stated that Ontario Hydro was circulated and he is not aware of any height restriction on buildings that are located adjacent to hydro rights-of-way. The Ontario Municipal Board will consider having a consolidated hearing that will allow for both this and the Graywood property to be considered. (IV) OFFICIAL PLAN AMENDMENT APPLICATION 98-003/P TOWN INITIATED PICKERING RURAL STUDY IMPLEMENTATION 1. Geoff McKnight, Planner 1, provided an explanation of the application, as outlined in Information Report#24/98. 4 2. Geraldine Hollinger, 2300 Rosebank Road, stated that she now farms land shown as Open Space and therefore felt there was no use in designating this land as Open Space. 3. Catherine Rose, Manager, Policy Division, noted that the lands identified by Mrs. • Hollinger contain a small watercourse but the Ontario Realty Corporation will sell these types of lands with a conservation easement that will allow agricultural uses to continue. This application is expected to be presented to Council for consideration at its meeting of August 4th. (V) TOWN INITIATED: RESIDENTIAL STREETSCAPE REVIEW 1. Geoff McKnight, Planner 1, provided an explanation of the application, as outlined in Information Report#23/98. 2. Sylvia Spencer, 771 Sheppard Avenue, asked if home-based businesses were considered in developing streetscape policies. 3. Glen Brown, 1995 Bowler Drive, stated that he is pleased to see this study. He noted that there are some developments where garages are very prominent, they block the entrance to the house or they alienate neighbours. The Town should look at having garages at the rear of the house and examples of this can be seen in Markham, Windsor and Chicago. There is a perception that on-street parking is a problem but it allows for "street ownership". As families grow, so do the number of cars and people are forced to park these extra cars on front lawns instead of the street. This study will be instructive to developers.
