It applies to recognized organizations associated with The Corporation of the City of Pickering (the “City”) and not to individuals. Proclamations provide a vehicle to encourage public awareness or provide recognition for events, achievements and activities that are significant to the City of Pickering. Proclamations are issued to acknowledge the effort and commitment of an organization and should not be interpreted as an endorsement by Council or the City of Pickering. Index 01 Definitions 02 Procedures 01 Definitions 01.01 Proclamation – A ceremonial document designating a period (special day, week or month) given to reward the efforts and commitments of recognized organizations, or events that enhance our community and for a reason that is significant to City of Pickering residents. 02 Procedures 02.01 Requests for Proclamations which primarily serve to benefit one or more of the following causes are generally accepted: a)arts and cultural celebrations; b)charitable fundraising campaigns; c) civic promotions; and d) public awareness campaigns. 02.02 Requests for Proclamations which fall into any one of the following groups will not be approved: a) matters of political controversy, ideological or religious beliefs or individual conviction; b) promotion of business or commercial enterprise; c) if the intent is contrary to Corporate policies or municipal By-laws; d) if the intent is to defame the integrity of the City, Member of Council, or staff person; or e) if the event or organization has no direct relationship to the City of Pickering. 02.03 Requests for Proclamations must be submitted to the Council Office through the online application on the City of Pickering website at least three weeks in advance of designated period for review. 02.04 Requests must provide background information about the cause or event being proclaimed. 02.05 Repeat requests must be submitted on an annual basis. An organization may request one Proclamation per year. 02.06 Organizations do not have exclusive rights to the day, week or month being proclaimed. 02.07 Proclamations of a similar topic will be issued on a first come, first served basis. 02.08 All Proclamation requests will be reviewed on a case-by-case basis. 02.09 The Mayor is the signing authority for Proclamations on behalf of Members of Council and the City of Pickering. 02.10 Media notification and advertising is the responsibility of the applicant. 02.11 Proclamations will be posted on the City’s website to generate public awareness.
