Quinn Chief Administrative Officer DATE: May 3,2002 - REPORT NUMBER: CAO 04-02 SUBJECT: Authority for the Chief Administrative Officer to Approve Contracts During Recesses of Council File: CS 11 00 RECOMMENDATION: 1. That Report to Council CAO 04-02 seeking authorization by the Chief Administrative Officer to act in Council's approval capacity on behalf of Council during any recess, break or absence of City Council be received; and 2. That subject to the Council approved Purchasing Policy & Procedure, the Chief Administrative Officer be authorized to act in Council's approval capacity on behalf of Council during any recess, break or absence of City Council on the condition that: - (a) such actions are in compliance with the Purchasing Policy & Procedure as approved under Resolution 136/01; and (b) the costs thereof are within the budget previously approved by Council; and (c) a report respecting those approvals is subsequently submitted to Council. 3. That appropriate officials of the City of Pickering be authorized to give effect thereto. ORIGIN: Chief Administrative Officer AUTHORITY: Council Resolution 136/01; Purchasing By-law, Policy & Procedures; and Annual Current & Capital Budgets FINANCIAL IMPLICATIONS: As the above authority to approve is subject to the condition that the cost of each contract must be within the budget previously allocated therefore by Council, and must follow the Purchasing Policy & Procedure previously approved by Council, there will be no financial implications other than those already considered and approved by Council. EXECUTIVE SUMMARY: Not applicable. - BACKGROUND: During any recess of Council (i.e, summer, Christmas, New Year's, civic election) the Chief Administrative Officer may be required to approve certain contracts, if necessary, in order to conduct the day to day business of the corporation. It is therefore proposed that the Chief Administrative Officer be authorized to approve such contracts requiring Council approval during any recess of Council in accordance with the Council approved Purchasing Policy & Procedure, and the costs thereof are within the budget previously approved by Council. It is recommended that Report CS 35-01 of the Director, Corporate Services & Treasurer be adopted by Council; and 2. That the purchasing Policies and Procedures adopted by Council in March 1989 under Resolution #35/89 and any subsequent amendments, policies or procedures adopted by Council in this regard be repealed; and 3. The attached Purchasing By-law (Attachment # 1) be read three times and approved; and 4. That a copy of this Report and the attached By-law, Policy and Procedures be forwarded to the Pickering Public Library Board for their information and, if necessary, approval; and ,~ .' - 5.
