That Report PD 35-09 of the Director, Planning & Development regarding the proposed street name change of Deerhaven Lane to Summerpark Crescent be received; 2. That Council authorize staff to take the steps necessary to effect changing the name of Deerhaven Lane to Summerpark Crescent; 3. That Council authorize staff to send correspondence to all landowners residing west of Rosebank Road (Woodsmere Crescent, Wildflower Drive, Summerpark Crescent and Garland Crescent) advising of the City's intent to change the street named Deerhaven Lane to Summerpark Crescent; and 4. That Council authorize staff to bring forward the by-law required to effect the name change for enactment and registration. Executive Summary: Deerhaven Lane is located in the Amberlea neighbourhood between Rosebank Road and Wildflower Drive. No properties front Deerhaven Lane and no addresses are assigned to it. A letter was received from a resident indicating that residents of Summerpark Crescent are experiencing difficulty when giving directions to their homes due to the existence of Deerhaven Lane being an intervening street rather than Summerpark Crescent extending east to Rosebank Road. The resident also expressed concern that emergency vehicle response times may be compromised in case of an emergency. Correspondence was sent to Fire Services, Durham Regional Police, Ambulance and 911 seeking input with respect to changing the street named Deerhaven Lane to Summerpark Crescent. The requested name change is supported by all emergency responders. Report PD 35-09 December 7, 2009 Subject: Proposed Street Name Change Page 2 Deerhaven Lane to Summerpark Crescent As changing the name of Deerhaven Lane to Summerpark Crescent would appear to benefit residents in the neighbourhood and eliminate potential confusion for emergency responders, staff supports the street name change. Financial Implications: Postage costs to area residents (Account 2199-2121) $200.00 Registration of street name change by-law (Account 1416) $100.00 Signage replacement (Account 2320-2409) $500.00 (Approximately) Sustainability Implications: Renaming this portion of the City's road network will eliminate confusion for the traveling public and emergency services, addressing the social component of sustainability. Background: Deerhaven Lane is a connector road that was constructed as part of Plan of Subdivision 40M-1875 in 1997 and is located between Rosebank Road and Wildflower Drive in the Amberlea neighbourhood. It has no properties fronting it and no addresses assigned to it. A letter was received from Jim Wilson, a resident at 526 Summerpark Crescent indicating that residents of Summerpark Crescent are experiencing difficulty when giving directions to their homes due to the existence of Deerhaven Lane being an intervening street rather than Summerpark Crescent extending east to Rosebank Road. The resident also expressed concern that emergency vehicle response times may be compromised in case of an emergency. Accordingly, Jim Wilson is requesting that the City change the name of Deerhaven Lane to Summerpark Crescent. Correspondence was sent to Fire Services, Durham Regional Police, Ambulance and 911 seeking input with respect to changing the name of Deerhaven Lane to Summerpark Crescent and responses indicate that all emergency responders are in support of the change. As no properties front Deerhaven Lane and as changing the name of Deerhaven Lane to Summerpark Crescent would provide a benefit to the residents in the neighbourhood when giving directions to their residences, be it to friends, delivery people or emergency responders, staff supports changing the street name of Deerhaven Lane to Summerpark Crescent and is seeking authorization from Council to initiate the street name change process. i Report PD 35-09 December 7, 2009 Subject: Proposed Street Name Change Page 3 Deerhaven Lane to Summerpark Crescent Part of the standard street name change process includes sending letters to all residents fronting the street that is being renamed. In this case, no properties actually front Deerhaven Lane, however as a courtesy, staff recommends that letters be sent to each landowner residing west of Rosebank Road in this area (Woodsmere Crescent, Wildflower Drive, Summerpark Crescent and Garland Crescent - 355 homes) advising of the City's intent to change the street name. The letter will also indicate the date on which the matter will be considered by Council and advise of their opportunity to address Council respecting the name change should they wish. Notice of the street name change to the remainder of the community will be done via the Community Page in the News Advertiser and on the City's website for two consecutive weeks prior to bringing the by-law forward to Council for enactment. `Deerhaven' will remain reserved at the Region of Durham for use by the City as an available street name that could be used again in another development.
