McCarthy - Town Manager - Town Clerk - Director of Planning - Deputy Director of Planning - Manager, Policy Division - Manager, Current Operations Division - Planner - Planner (I) OFFICIAL PLAN AMENDMENT APPLICATION 91-043/0 MINISTER'S ZONING ORDER AMENDMENT APPLICATION 18-Z0-0299106 REZONING BY-LAW AMENDMENT APPLICATION A 15/91 SUBMITTED BY 908127 ONTARIO INC. IN PART OF LOT 9, CONCESSION 6 1. An explanation of the application, as outlined in Information Report 11/92, was given by Jeanette Shultz, Pl anner. ~ 2. Brian Davies, representing the applicant, stated that he has received an acceptable flood plain study and has made arrangements with the Mi"i stry of Transportati on regardi ng the future Highway #407. He has the approval of the Regional Health Unit for a cemetery use and he will be required to submit approved engineering drawing to the Town. 3. Don Drake stated that he owns property to the east of the subject 1 ands and stated that the property is not well drained and may not be good for a cemetery use. The surrounding land is being actively farmed and may create odours from manure and compost which may be in conflict with a cemetery use. There is a landfill site on the subject property that contains material from the construction of Highway #7 and traffic is travell ing very fast where the proposed entrance is located. The Salem Cemetery was recently expanded and is adequate to serve the community. The cemetery has an entrance onto Sideline 8 of whi ch he and hi s nei ghbour have spent thousands on gravel and asked if the Town is planning on assuming this road. The proposed change in use from passive farmland to a very public use is too great. '- ....Continued Page 2 - - 2 - - -- 4. Fred Beer, representi ng the Pi ckeri ng Rural Associ ati on, stated that he objects to this proposal to permit a cemetery because the subject 1 ands are prime agri cul tural lands. 5. Allen Clark stated that he lives to the east of the subject lands and the drainage from the subject lands travels over his property. He stated that during a heavy storm, the cul vert cannot handl e the water from the subj ect 1 ands. This land has only been inactive since Mr. Davies clients purchased it and he asked why it is being offered for sale. 6. Brian Davies, representing the applicant, stated that the highway entrance has been studied by the Ministry of Transportation and will likely be moved further to the east. He is not aware of the status of Side1 ine 8 and noted that the property is not for sale and will be used only as a cemetery. An explanation of the application, as outlined in Information Report 10/92, was given by Jennifer McCarthy, P1 anner. 2. Robert Palmer, representing the applicant, stated that he wants to use only a part of his building for retail purposes.
