A Statutory Public Information Meeting was held by the Pickering Town Council on Monday, November 9, 1992 at 7:30 p.m. PRESENT: Mayor Wayne Arthurs COUNCILLORS: M. Brenner E. Higdon R. Johnson E. Kearns Town Clerk Town Manager Director of Planning Deputy Director of Planning Manager, Policy Division Manager, Current Operations Division Administrative-Assistant (1) ZONING BY-IAW AMENDMENT APPLICATION A 12/92 GARTHWOOD HOMES LIMITED LOTS 1-9 AND BLOCKS 38-40, PLAN 40M-1700 AND PART OF LOT 33. CONCESSION 1 1. An explanation of the Information Report No. Rodrigues, Senior Planner. application, as 19/92, was given outlined in by Valerie 2. Tim Politis, Engineer for the Developer was present for questioning. 3. There were no comments in favour of or opposed to the rezoning by-law amendment application. ........ (II) ZONING BY - IAW AMENDMENT APPLICATION A 7/92 J. AND G. KRZYNOWEK LOTS 121 AND 122. PLAN 283 1. An explanation of the application, as outlined in Information Report No. 20/92, was given by Heather Gardner, Planning Technician 1 (Information). 2. John Krzynowek was present to answer any questions. ~ - 2 - 3. Harold Webster, 510 Pine Ridge Road spoke in opposition of this application and stated that he has a petition signed by the residents who are also in opposition. He stated that back in the 60' s he was active in supporting the Zoning to a R- 3 Zone and does not wish to see this zoning changed to R-4. .,. 4. Dr. Weber, 528 Pine Ridge Road spoke in opposition to the zoning being changed from R-3 to R-4. He stated that this unique area would be destroyed and the property values would diminish with the approval of this application. 5. Elizabeth Weber, 528 Pine Ridge Road stated her agreement with the comments of the previous delegations. 6. Bert Wiebicke, 524 Pine Ridge Road spoke in opposition of this application. He stated that the zoning laws are in place to protect the people who live there and does not wish the zoning to be changed. 7. Alexis Holmes, 506 Rougemount Drive stated her opposition to this application. 8. Robert Holmes, 506 Rougemount Drive also stated his opposition to this application. .'-" 9. Carol Newman, 544 Rougemount Drive stated her opposition to this application, commenting that this is an environmentally significant area. 10. Bernice Ufnal, 540 Pine Ridge Road stated that when she had an application before Planning many years ago, she was told that this is a unique and distinctive area. 11. Steven Cutts, 542 Pine Ridge Road stated that he has a petition with 36 signatures of residents in the area stating their opposition to this application. 12. Raymond Worsley, 547 Pine Ridge Road spoke in opposition of this application stating the area is very unique with large lots and a rural atmosphere. 13. Jeannie Cutts, 542 Pine Ridge Road stated her opposition to this application. 14. James Sharman, 534 Pine Ridge Road stated his opposition to any increased impact on the area. ~ 15. William Kennedy, 516 Pineridge Road stated that he is in agreement with the previous delegations speaking in opposition to this application. 16. Ann Bridge, representing the Rosebank Ratepayers Association stated her agreement with the comments of the previous delegations. She stated that this is a distinct rural area and any application should not be considered unless to enhance the area. She is in strong opposition to this application. '-' - 3 - 17. Mr. Krzynowek responded to the concerns of the delegations. He stated that the lots in questions are not being reduced from 100' but from 60' to 50' and that the uniqueness will remain. He also stated that in his opinion the value of the properties would not diminish. ..... 18. Heather Gardner, Planning Technician I further explained that the back of the properties in question are a greenbelt area. (III) OFFICIAL PLAN AMENDMENT APPLICATION 92-003/P ZONING BY-IAW' AMENDMENT APPLICATION A 1/92 MET-STAR HOLDINGS LIMITED PART OF WTS 23 AND 24. CONCESSION 1 1. An explanation of the application was given by Brendan Avery. 2. Paul Noonan, 1769 Storrington Street stated that.
