ZONING BY-LAW AMENDMENT APPLICATION A 1/95 COMMERCIAL DEVCO INC. (pREVIOUSLY STANDARD TRUST AND LONDON TRUST LOTS 8,9 AND 10, PLAN 489 (NORTHEAST CORNER OF KINGSTON ROAD AND WALNUT LANE) FILE NUMBER - B 2310 - A 1/95 In Planning Recommendation Report 1/96, it is recommended that Zoning By-law Amendment Application A 1/95, submitted by Standard Trust and London Trust, and revised by Commercial Devco Inc. be APPROVED AS REVISED, to permit the development of 41 condominium townhouses on lands being Lots 8, 9 and 10, Plan 489. '-" Annroved See Recommendation #1 2 1. Larry Brien, representing the Liverpool West Community Association advised of the Associations support of the plan as it has been submitted, providing there are no alterations without consultation with the association. The communities comments have been positive and they appreciate being notified of this matter. 2. Ian McCullough, Agent for the Applicant was available to answer any questions. '-" 2. ZONING BY-LAW AMENDMENT APPLICATION A 4/93 DEPENDABLE INCORPORATORS PART OF LOT 32, CONCESSION I (EAST SIDE OF ALTONA ROAD, NORTH OF SHEPPARD AVENUE) FILE NUMBER - B 2310 - A 4/93, 18T-89106 In Planning Recommendation Report 2/96, it is recommended that Draft Plan of Subdivision 18T-89106 (Revision 2) submitted b Dependable Incorporators on lands being Part of Lot 32, Concession 1, be APPROVED AS REVISED and that Zoning By-law Amendment Application A 4/93, be APPROVED to implement development as proposed by Draft Plan of Subdivision 18T-89106 (Revision 2). Referred to staff for three months to address noise rebound setbacks from the too of bank and other enviornmentallv sensitive matters. 3. REVISIONS TO ZONING BY-LAW 4655/95 TO ADDRESS AN ONTARIO MUNICIPAL BOARD APPEAL RELATED TO ZONING BY-LAW AMENDMENT APPLICATION A 4/95 (STEELE VALLEY DEVELOPMENTS); ON LANDS KNOWN AS BLOCK 22, PLAN 40M-1365 (SOUTH EAST CORNER OF FINCH AVENUE AND DIXIE ROAD). FILE NUMBER - B 1000 ...... In Planning Report 1/96, it is recommended that Council request that the Ontario Municipal Board delete "medical dispensary" and amend the retail store definition in Zoning By-law 4655/95 to clearly prohibit a medical dispensary and drug store use as a retail store. REPORT ON THE TRAFFIC STUDY OF THE BROOKRIDGE GATE/DALEWOOD DRIVE AND ROUGEMOUNT DRIVE NEIGHBOURHOODS FILE NUMBER - E 4000 In Public Works Report PW 11/95, it is recommended that the report as prepared by Read, Voorhees & Associates Ltd. dated October, 1995 be received for information and that the recommended actions as outlined in Section 6.3 of the report be adopted. '-" Referred To The Durham Re~ion Works Deoartment For Resoonse By March 1st. 1996 3 1. Dan Cherepacha, representing the consulting firm Read, Voorhees & Associates Limited gave a brief summary of the results of the study carried out by his firm. A high percentage of traffic uses Dalewood Drive and Rougemount Drive. The following recommendations were outlined: 1) widen Altona Rd. to four lanes; 2) Region should be requested to review signal timing at Kingston! Altona intersection and RougemountlKingston intersection; 3) introduce turn prohibitions; 4) add temporary sidewalk on the east side of Rouge mount; 5) enforce speed limit on Rougemount Dr. ...... 2. Anne White, representing the Rouge Valley Community Association advised of the Associations support of all recommendations but 3(a). The widening of Altona Road would discourage crossing to Dalewood Dr. She requested Executive approval of recommendation #'s 1,2,4 and 5. 3. Enzo Girardi, representing the Dalebrook Neighbourhood Assoc., stated that road closure and traffic study were previously requested. Road patterns are questionable, residents are not stopping at the stop sign and the volume of cars is unacceptable. The Association are in support of recommendations 1, 2,4& 5 and 3(b) - through traffic restriction. 4. Alan May, Acting-Chair of Dalebrook Neighbourhood Assoc., advised that the original request was for a cul-de-sac. He outlined the various accidents and incidents which have occurred at the intersection which have not been reported to the police. He requested that only left or right hand turns onto Altona Road be allowed from Brookridge or Valley Gate, no through traffic. 5. Ryan May, 1023 Dalewood Drive advised that most cars to not stop at the stop sign. ~ 6. Marc Charette, Rougemount Drive Ratepayers Association pointed out that no recommendations are outlined in the report to reduce the traffic situation on Rougemount Drive. Narrowing Rougemount has been suggested and he questioned why the sidewalk would not be placed between the ditch and the road rather than between the ditch and the properties. He requested restricting left hand turns from Altona onto Rougemount and right hand turns from Rougemount onto Altona. 5. EXPROPRIATION OF TOWN LANDS ROUGEMOUNT PUBLIC LIDRARY SITE (PART) PARTS OF LOTS 1,2 AND 18, PLAN 350 (pART 1, PLAN D443329 AND PART 1, PLAN D443340) FILE NUMBER - D 3310 In Legal Services Report L 01/96, it is recommended that a draft by-law to authorize the execution of an Agreement as to Compensation and Possession for Land required by the Minister of Transportation respecting the Town's lands which were recently expropriated by the Minister of Transportation, be forwarded to Council for enactment. TO FIX THE SALARIES OF THE COMMISSIONERS OF THE PICKERING HYDRO-ELECTRIC COMMISSION FOR THE PERIOD COMMENCING DECEMBER 1, 1995 AND EXPIRING ON NOVEMBER 30, 1996 FILE NUMBER - F 2710/02 '-' In Clerk's Report CL 46/95, it is recommended that the draft by-law to fix the salaries of the Commissioners of the Pickering Hydro-Electric Commission for the period commencing December 1, 1995 and expiring on November 30, 1996 be forwarded to Council for enactment. ROUGE PARK ALLIANCE FILE NUMBER - A 1900 In Clerk's Report CL 44/95, it is recommended that Councillor Brenner be appointed to represent the Council of the Town of Pickering on the Rouge Park Alliance. Approved See Recommendation #3 1. Ron Christie, Chairman, Rouge Park Alliance, addressed the Committee with respect to the Town's participation on the Rouge Park Alliance. He outlined the participants and advised that funding comes from the Province and the municipalities. 8. PICKERING CITIZENS' ADVISORY COMMITTEE TO STUDY GT A REFORM FILE NUMBER - A 2310.26 ~ In Clerk's Report CL 47/95, it is recommended that the Report of the Town Clerk dated December 15, 1996 regarding appointments to the Pickering Citizens' Advisory Committee to Study GT A Reform and the first meeting of that Committee be received. Councillor Brenner advised that Public Information Centre NO.3 will be holding a Public Information Meeting Open House on January 31, 1996 and 6 p. m. at the Chief Dan George Public School in Scarborough. 2. Councillor Brenner advised that the Ministry of Municipal Affairs and Housing Report has been received and he questioned the timing of the response concerning the Planning Act. 3. Councillor Brenner questioned if a submission would be made by staff concerning the Omnipus Bill. 4. Mayor Arthurs advised of the procedures which will take place concerning the vacant Ward 2 Regional seat. 5. Councillor Pistritto requested a report from the Town Manager explaining why an election was held to fill the Regional Ward 3 seat when a previous Councillor became M.P.P. 6. Councillor Pistritto questioned whether the Municipal Act would state whether an appointment may be made to the Region for an interim with an election to follow. 7. The following matters were discussed prior to the regular meeting: ...... a. The Town Manager distributed a memorandum concerning the requests made by Council with respect to the 1996 Budget. b. The Town Manager advised that the Durham Region Bureau of Excellence Annual General Meeting will be held on January 29th, 1996, Guest Speaker to be Art Eggelton. c. The Town Manager commented on Resolution 238/95 concerning the retention of an Environmental Consultant to study Gandatsetiagon Creek.
