That Report PD 26-07 of the Director, Planning & Development be received; and 2. Further, that the process be initiated to change the name of (Old) Taunton Road to "William Jackson Drive" for those lands located east of Brock Road legally described as: a) Part Lots 17 and 18, Concession 3, as in Highway Plan 538 and Part Lot 17, Concession 3 as in C0212542 & C0213985, except Parts 1 and 2, Plan 40R-24188; b) Part Lot 16, Concession 3, Part Lot 16, Concession 4 and Part of the Road Allowance between Concessions 3 and 4, designated as Part 1, Plan 40R-23354; and c) Part Lot 16, Concession 3, being Parts 1 to 5, Plan 40R15548. Report PD 26-07 September 4, 2007 Subject: Street Name Change I 62 Page 2 Executive Summary: Two Taunton Roads now exist in the City as a result of the realignment of Taunton Road, east of Brock Road. To avoid confusion and to establish a street name for a collector road within the Duffin Heights neighbourhood, it is recommended that (Old) Taunton Road be renamed to "William Jackson Drive". The proposed street name holds historical significance to this area of the City and is supported by staff and Heritage Pickering. Staff is seeking authority to initiate the process to legally change the name of those portions of (Old) Taunton Road east of Brock Road, south of the CP Rail line. This process includes contacting the residents fronting (Old) Taunton Road to advise them of the City's intent to change the street name to "William Jackson Drive". Financial Implications: Financial implications will include out of pocket reimbursement to residents affected by the name change (i.e. driver's licence, change of address information at the Post Office, etc.) installation of new signage and legal costs. Staff will seek reimbursement, through a further report to Council, should Council give direction to proceed with formally and legally changing the street name. Sustainability Implications: Renaming this portion of the City's road network will eliminate confusion for the traveling public and emergency services and establish an appropriate name for the collector road that is planned to be constructed through the Duffin Heights Neighbourhood. Selecting a name with historical relevance will increase public awareness of the heritage of this neighbourhood. Background: When Taunton Road was realigned by the Region of Durham, east of Brock Road in the 1990's, a portion of the original road remained open linking the 'new' Taunton Road with Brock Road. This established the current condition where two roads exist in the City of Pickering bearing the same name. To avoid confusion for the traveling public, emergency vehicles and existing residents, and to establish an appropriate street name for a collector road in the Duffin Heights Neighbourhood, it is recommended that (Old) Taunton Road east of Brock Road be renamed "William Jackson Drive". Heritage Pickering recommended the 'Jackson' family name due to its heritage significance in this specific part of the City. Heritage Pickering preferred that the family name be used rather than that of an individual family member. Report PD 26-07 September 4, 2007 Subject: Street Name Change Page 3 63 The family name 'Jackson' could not be reserved with the Region of Durham for use in Pickering due to a duplication of the street name prefix elsewhere in the Region. Staff worked with the Region and was able to reserve "William Jackson Drive" for use in Pickering. Mr. John Sabean provided the City with the following information respecting the Jackson family history in Pickering. James Jackson (1805-1899) was an immigrant from Antrim, Ireland. He settled in the 1840's in Pickering at the intersection of Brock Road and Taunton Road. For many years he was a blacksmith in the community. His son, William Henry Jackson (1859-1933) took over the blacksmithing business from his father, becoming a prominent businessman in the township, expanding his business over the years to include a carriage-making business, a general store and a post office. Pete Jackson was born in 1905 in Pickering Township (Brock Road area). He celebrated his 100th birthday in 2005 and is now nearing his 102nd birthday. There are four residential dwelling units that will be affected by this name change. Should Council give authorization to initiate the process to rename (Old) Taunton Road to William Jackson Drive, letters will be sent to all residents affected by the name change advising them of the City's intent to change the street name and giving them the opportunity to comment. Staff are seeking authority to initiate the process to legally change the name of those portions of (Old) Taunton Road (east of Brock Road, south of the CP Rail line) which process includes contacting the residents fronting (Old) Taunton Road to advise them of the City's intent to change their street name to "William Jackson Drive". Once all comments have been received from the residents affected by this name change, staff will report back to Council and seek formal direction on whether or not to proceed with changing the name. It should be noted that, should the renaming of (Old) Taunton Road proceed through the formal process, there will be out of pocket expenses to the residents affected by the name change. Staff will also seek authority to have each resident affected by the street name change reimbursed an appropriate amount for out of pocket expenses. Attachments: 1. Location Map 2.
