ORIGIN: Director, Corporate Services & Treasurer AUTHORITY: - The Municipal Act, R.S.O. 1990, as amended and Regulations Thereunder FINANCIAL IMPLICATIONS: Not applicable. EXECUTIVE SUMMARY: Not applicable. BACKGROUND: As indicated by the Committee at its meeting of June 18, 2001 attaached re the Minutes of Council dealing with: the establishment of the Millennium Committee (Resolution # 12/98 passed Juanuary 19, 1998); establishing the initial funding ($30,000) and authorizing the Chair as authority to dispense payments (Resolution # 132/98 passed on June 29, 1998); authbority for certain events (Resolution # 215/99 passed on November 15, 1999); authority to extend the mandate of the Committee from March 1, 2000 to July 1, 2000 (Resolution # 38/00 passed on March 6, 2000) and direction at to the disposition of surplus funds (Resolution # 68/01 passed on May 7,2001). - Report to Council CS 29-01 Date: September 20, 2001 - Subject: Establishment of the Millennium Committee Page 2 ATTACHMENTS: 1. Resolution #12/98 Passed on January 19. 1998 Moved by Councillor Dickerson Seconded by Councillor Holland WHEREAS the celebration of important dates and holidays embellishes a sense of community, instills pride amongst residents for the community in which they live and can be an important creator of tourism and positive image-building for the Corporation of the Town of Pickering; and WHEREAS the new millennium is fast approaching and represents a symbolic passing into the future; and WHEREAS the celebration of Christmas and the holiday season is widely enjoyed and presents an opportunity to draw the community of Pickering closer together; and WHEREAS preparation and fundraising for events take considerable time and organization; NOW THEREFORE the Council of the Corporation of the Town of Pickering hereby creates the following committees: The Millennium Committee and The Festival of Lights Committee; and - THAT the Millennium Committee shall have as its objective fundraising for and planning and preparation of celebrations to usher in the year 2000 in the Town of Pickering and that it shall be chaired by Councillor Dickerson with two other councillors to be chosen by Council upon this motion being passed; and THAT the Festival of Lights Committee shall have as its objective fundraising for and planning and preparation of a Festival of Lights for the Town of Pickering and other events to celebrate the holiday season and that it shall be chaired by Councillor Holland with two other councillors to be chosen by council upon this motion being passed; and THAT the Millennium Committee and the Festival of Lights Committee shall report to Council for approval to implement ideas or projects; and THAT the Chairs of the Millennium Committee and the Festival of Lights Committee shall be ex- officio members of the committee which they do not chair to facilitate communication and co- ordination of events; and THAT public involvement and participation in the committees may be determined by the committees; and THAT the Millennium Committee will cease to exist as of March 1, 2000 and the Festival of Lights Committee will have new appointments made at the beginning of every new term of office with its composition and purpose staying in tact. CARRIED - - ":\TTACHMENT#~ TO REPORT # C$" 41'01 Resolution #132/98 Passed on June 29. 1998 Moved by Councillor Dickerson Seconded by Councillor Holland That the Council of the Town of Pickering receives the First Report of the Millennium Committee for information and grants the Committee's funding request in the amount of $30,000.00; and That the Director of Finance be instructed to set up a separate Millennium Committee account to receive monies raised in connection with the Millennium celebrations and to dispense payments upon the written authorization of the Chair of the Millennium Committee as established by Council resolution. Passed on November 15. 1999 Moved by Councillor Dickerson Seconded by Councillor Pickles That Report to Council CR 05-99 regarding Millennium Celebration Events be received and that: 1. The Culture and Recreation Division be authorized to proceed with the planning and operation of the two Youth/Teen Events (Beach Bash and Dance for ages 12-15 and Teen Dance, for ages 16-18) scheduled for December 31, 1999. 2. The additional expenditures be funded from the Millennium Account (4246) for $10,000 and the residual balance of $28,000 be charged to the Contingency Account (2900). . - 3. A special one time only predetermined sum of money be established by the Chief Administrative Officer for staff working the Millennium Celebration Events scheduled for December 31, 1999 - January 1, 2000. This payment shall have no relationship or bearing to the provision of the C.D.P.E. Collective Agreement. 4. The appropriate officials of the Town of Pickering be given authority to give effect thereto. CARRIED - ATTACHMENT#~ TO REPORT # cs J'i~()1 - Resolution #38/00 Passed on March 6. 2000 Moved by Councillor Dickerson Seconded by Councillor Pickles WHEREAS by Resolution #12/98 passed on January 19, 1998, Council established the Millennium Committee which had as its objective fundraising for and planning and preparation of celebrations to usher in the year 2000; and WHEREAS the said Resolution provided for the Millennium Committee to cease to exist as of March 1,2000; and WHEREAS the Millennium Committee is preparing events for the Frenchman's Bay Festival and the Canada Day event; NOW THEREFORE the Council of the Corporation of the City of Pickering hereby amends Resolution #12/98 to provide for the Millennium Committee to cease on July 1, 2000; and - That all administrative and accounting functions of this Committee revert to staff after July 1,2000. CARRIED - TTACHt1ENT#~ TO REPORT # ('S ~1 "01 - Resolution #68/01 Passed on Mav 7. 2001 Moved by Councillor Johnson Seconded by Councillor Brenner WHEREAS the Ajax-Pickering Women's Centre is a registered non-profit charitable organization; and WHEREAS the Centre is trying to raise funds for a much needed Women's Shelter in Durham west; and WHEREAS the Pickering 2000 Millennium Fund is being closed and there may be a surplus in that account; NOW THEREFORE the Council of the City of Pickering hereby directs that any surplus funds in the Pickering 2000 Millennium Fund be donated to the Ajax-Pickering Women's Centre.
