RECOMMENDATION:
That Report #CL 44/99 regarding the appointment of By-law Enforcement Officers be received; and
That the draft by-law to appoint twenty-two persons to enforce the Parking By-law at DCC#1, 1210 Radom St.; DCC#31, 1360 Glenanna Rd.; DCC#51, 1958 Rosefield; DCC#52, 580 Eyer Dr.; DCC#58,
1975 Rosefield Rd.; DCC#93/106,1880/1890 Valley Farm Rd.; DCC#107, 1655 Pickering Parkway; DCC#136, 1525/35 Diefenbaker and 1530/40 Pickering Parkway; DCC#139, 1400 The Esplanade, Casitas;
DCC#145, 1635 Pickering Parkway; DCC#152, 1625 Pickering Parkway; OCC#2, 925 Bayly St.; OCC#11, 1235 Radom St.; 1822 White’s Road, Amberlea Plaza, be forwarded to Council for enactment.

BACKGROUND:
A number of requests have recently been received from Group 4 C.P.S. Limited for the appointment of By-law Enforcement Officers and the addition of various locations throughout Pickering.
In an attempt to organize Group 4 C.P.S. Limited officers and locations, one list was requested from them summarizing this information so that one by-law could be prepared pertaining
to Group 4 C.P.S. Limited. This by-law will replace all previously approved by-laws and will be amended as necessary.
A letter dated October 21st, 1999 summarizes the request received from Group 4 C.P.S. Limited for the appointment of By-law Enforcement Officers for the purpose of enforcing the Parking
By-law at DCC#1, 1210 Radom St.; DCC#31, 1360 Glenanna Rd.; DCC#51, 1958 Rosefield; DCC#52, 580 Eyer Dr.; DCC#58, 1975 Rosefield Rd.; DCC#93/106,1880/1890 Valley Farm Rd.; DCC#107, 1655

BY-LAW NO.
Being a by-law to appoint By-law Enforcement Officers
for certain purposes (Parking Regulation - DCC#1, 1210 Radom St.; DCC#31, 1360 Glenanna Rd.; DCC#51, 1958 Rosefield; DCC#52, 580 Eyer Dr.; DCC#58, 1975 Rosefield Rd.; DCC#93/106, 1880/1890
Valley Farm Rd.; DCC#107, 1655 Pickering Parkway; DCC#136, 1525/35 Diefenbaker and 1530/40 Pickering Parkway; DCC#139, 1400 The Esplanade, Casitas; DCC#145, 1635 Pickering Parkway; DCC#152,
1625 Pickering Parkway; OCC#2, 925 Bayly St.; OCC#11, 1235 Radom St.; 1822 White’s Road, Amberlea Plaza).
WHEREAS pursuant to section 15(I) of the Police Services Act., R.S.O. 1990, c.P. 15, as amended, a municipal council may appoint persons to enforce the by-laws of the municipality; and
WHEREAS pursuant to section 15(2) of the said Act, municipal by-law enforcement officers are peace officers for the purpose of enforcing municipal by-laws;
NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE TOWN OF PICKERING HEREBY ENACTS AS FOLLOWS:
1. The following persons be hereby appointed as municipal law enforcement officers in and for the Town of Pickering in order to ascertain whether the provisions of By-law 2359/87 are
obeyed and to enforce or carry into effect the said By-law and is hereby authorized to enter at all reasonable times upon lands municipally known as DCC#1, 1210 Radom St.; DCC#31, 1360
Glenanna Rd.; DCC#51, 1958 Rosefield; DCC#52, 580 Eyer Dr.; DCC#58, 1975 Rosefield Rd.; DCC#93/106, 1880/1890 Valley Farm Rd.; DCC#107, 1655 Pickering Parkway; DCC#136, 1525/35 Diefenbaker
and 1530/40 Pickering Parkway; DCC#139, 1400 The Esplanade, Casitas; DCC#145, 1635 Pickering Parkway; DCC#152, 1625 Pickering Parkway; OCC#2, 925 Bayly St.; OCC#11, 1235 Radom St.; 1822

2. The authority granted in section 1 hereto is specifically limited to that set out in section 1, and shall not be deemed, at any time, to exceed the authority set out in section 1.

3. These appointments shall expire upon the persons listed in section 1 hereof ceasing to be employees of Group 4 C.P.S. Limited or upon Group 4 C.P.S. Limited ceasing to be an agent
of DCC#1, 1210 Radom St.; DCC#31, 1360 Glenanna Rd.; DCC#51, 1958 Rosefield; DCC#52, 580 Eyer Dr.; DCC#58, 1975 Rosefield Rd.; DCC#93/106, 1880/1890 Valley Farm Rd.; DCC#107, 1655 Pickering
Parkway; DCC#136, 1525/35 Diefenbaker and 1530/40 Pickering Parkway; DCC#139, 1400 The Esplanade, Casitas; DCC#145, 1635 Pickering Parkway; DCC#152, 1625 Pickering Parkway; OCC#2, 925
Bayly St.; OCC#11, 1235 Radom St.; 1822 White’s Road, Amberlea Plaza, or whichever shall occur first.
4. By-law #5555/99 is hereby amended by deleting all reference to Group 4 C.P.S. Limited.
BY-LAW read a first, second and third time and finally passed this 15th day of November, 1999.
