SUBJECT: Appointment of By-law Enforcement Officers to enforce the Parking By-law at DCC #147 & DCC #155, 1345 Altona Road, and the removal of By-law Enforcement Officers from 905 Bayly
St., 1915 Denmar Rd., 1310 Fieldlight Blvd. and 1345 Altona Road, in Pickering.

RECOMMENDATION:
That Report #CL 39/99 regarding the appointment and removal of By-law Enforcement Officers be received; and
That the draft by-law to appoint eight persons to enforce the Parking By-law at DCC #147 & DCC #155, 1345 Altona Road, and the removal of two persons from enforcing the Parking By-law
at 905 Bayly St., 1915 Denmar Rd., 1310 Fieldlight Blvd. and 1345 Altona Road, be forwarded to Council for enactment.

BACKGROUND:
Correspondence has been received from Authorized Parking Only Ltd. requesting the appointment of By-law Enforcement Officers for the purpose of enforcing the Parking By-law at DCC #147
& DCC #155, 1345 Altona Road, and the removal of two persons from enforcing the Parking By-law at 905 Bayly St., 1915 Denmar Rd., 1310 Fieldlight Blvd. and 1345 Altona Road, in Pickering.

THE CORPORATION OF THE TOWN OF PICKERING
BY-LAW NO.
Being a by-law to appoint By-law Enforcement Officers
for certain purposes (Parking Regulation - DCC #147 & DCC #155, 1345 Altona Road).
WHEREAS pursuant to section 15(I) of the Police Services Act., R.S.O. 1990, c.P. 15, as amended, a municipal council may appoint persons to enforce the by-laws of the municipality; and
WHEREAS pursuant to section 15(2) of the said Act, municipal by-law enforcement officers are peace officers for the purpose of enforcing municipal by-laws;
NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE TOWN OF PICKERING HEREBY ENACTS AS FOLLOWS:
1. The following persons be hereby appointed as municipal law enforcement officers in and for the Town of Pickering in order to ascertain whether the provisions of By-law 2359/87 are
obeyed and to enforce or carry into effect the said By-law and is hereby authorized to enter at all reasonable times upon lands municipally known as DCC #147, DCC #155, 1345 Altona Road:
Robert James Mitchell Joanne Mann
Darryl John Gordon Neil James Sugars
Ronald James Rae Oneal Recardo Jerman
David Ross Hart Lancelott Mervin Hermanstyne
2. The authority granted in section 1 hereto is specifically limited to that set out in section 1, and shall not be deemed, at any time, to exceed the authority set out in section 1.
3. These appointments shall expire upon the persons listed in section 1 hereof ceasing to be employees of Authorized Parking Only Ltd. or upon Authorized Parking Only Ltd. ceasing to
be an agent of DCC #147, DCC #155, 1345 Altona Road, or whichever shall occur first.
4. By-law #5321/98 is amended by deleting Ivars Indriksons and Shaun Mullen.
BY-LAW read a first, second and third time and finally passed this 1st day of November, 1999.
