SUBJECT: Application for a Certificate of Approval by P.G.R. Septic Services Inc.
RECOMMENDATION:
That the letter from the Ministry of Environment dated May 22, 1998 advising that is has received an application from P.G.R. Septic Services Inc. for the issuance of a Provisional Certificate
of Approval to operate a Waste Disposal Site (Processing/Transfer) at 1070 Toy Avenue, Part Lot 18, Concession 1 be received; and
That the Ministry be advised that the Council of the Town of Pickering has no objection to the subject lands being used for a waste storage and transfer facility as set out in the application;
and
That the Ministry be further advised that the use of the subject lands as a waste storage and transfer facility conforms with current zoning and official plan provisions; and
That approval be subject to the owner receiving revised site plan approval to specifically address the location and design of limited outdoor storage proposed for the site.

EXECUTIVE SUMMARY:
A recommendation is being made that Council approve conditionally the application from P.G.R. Septic Services Inc. for the issuance of a Provisional Certificate of Approval to operate
a Waste Disposal Site (Processing/Transfer) at 1070 Toy Avenue, Part Lot 18, Concession 1.
BACKGROUND:
Please find attached to this Report a letter from the Ministry of the Environment advising that they have received an application for a Provisional Certificate of Approval from P.G.R.
Septic Services Inc. to operate a waste storage and transfer facility to 1070 Toy Avenue, Part Lot 18, Concession 1.
Copies of comments from the Director of Planning are enclosed, advising that this proposal conforms with current zoning and official plan provisions, but recommends that the owner receive
revised site plan approval and that consideration be given to utilizing the services of an environmental consultant.
Also, enclosed are comments from the Fire Prevention Officer requesting a report prepared by a Professional Engineer or Architect with respect to how requirements of Part 4 of the Fire
Code Ontario Regulation 388/97 ‘Flammable and Combustible Liquids” are provided for.
Attached for your information are the details of the application.
