RECOMMENDATION: That the draft by-law to appoint one person to enforce the Parking By-law at 1355 Kingston Road, Pickering Town Centre, be forwarded to Council for approval. Arsenault From: Pickering Town Centre Security Department Date: 06/14/2002 Re: Amendment to Officers on site By-law enforcement Dear Mrs. Kearns, Please accept this letter as a formal request for the amendment to the on site Security officers, who hold the status of By-law enforcement, for the property known as Pickering Town Centre. - As per my previous memorandum, the site was issued five extra officers able to issue By-law infractions on the property. Due to attrition at the site, we have currently lost one of those officers, S\o Aaron Smith. We would like to request that their names be stricken and be filled with Candace Chicoine, as the on site status of By-law enforcement officer. A ",.. WHEREAS pursuant to section 15(2) of the said Act, municipal by-law enforcement officers are peace officers for the purpose of enforcing municipal by-laws; NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE CITY OF PICKERING HEREBY ENACTS AS FOLLOWS: 1. That Candace Chicoine be hereby appointed as municipal law enforcement officer in and for the City of Pickering in order to ascertain whether the provisions of By-law 2359/87 are obeyed and to enforce or carry into effect the said By-law and are hereby authorized to enter at all reasonable times upon lands municipally known as 1355 Kingston Road, Pickering Town Centre. 2. The authority granted in section 1 hereto is specwcally limited to that set out in section 1, and shall not be deemed, at any time, to exceed the authority set out in section 1. ~ 3. This appointment shall expire upon the person listed in section 1 ceasing to be an employee of Pickering Town Centre. 4. That By-law 5973/02 be amended by deleting Aaron Smith as By-law Enforcement Officer. ,'" .~ BY-LAW read a first, second and third time and finally passed this 24th day of June, 2002.
