ROUGE PARK NEIGHBOURHOOD STUDY: REQUEST FOR PROPOSALS FOR ROUGE PARK NEIGHBOURHOOD ENVIRONMENT AL MASTER SERVICING PLAN FILE NUMBER - B 1000 -. In Planning Report #9-99, it is recommended that staff be authorized to commence with the Detailed Review of the Rouge Park Neighbourhood, as required by section 11.16(b) of the Pickering Official Plan and to initiate a Request for Proposals with respect to the "Terms of Reference - Rouge Park Neighbourhood Environmental Master Servicing Plan" Aporoved as amended See Recommendation #1 32 2. MINOR VARIANCE APPLICATION PICA 82/98 BYGLENNBOURROWSHA~S FILE NUMBER - A 2130 In Planning Report #5-99, it is recommended that Council consider and determine whether the request for a refund of the application fee to Mr. Glenn Bourrows Hayes should be approved. Request Refused See Recommendation #2 3. PICKERING PARKS BY-LAW FILE NUMBER - F 3220 In the Director of Parks an Facilities' Report PF 05-99, it is recommended that a draft by-law to regulate, protect and control all public parks, be forwarded to Council for enactment. Approved a recommendation that the Police Services Board be requested to appoint the Town's Municipal Law Enforcement Officers as Special Constables See Recommendation #3 4. TENDER FOR STORM SEWER IMPROVEMENT AND ROAD RECONSTRUCTION FILE NUMBER - C 4300 - In Public Works Report PW 08-99, it is recommended that Tender No. T -2-99 submitted by 616183 Ontario Inc., OIA Hollingworth Construction Co., for storm sewer improvements and road reconstruction on Dixie Road be accepted. Approved See Recommendation #4 5. APPOINTMENT OF BY-LAW ENFORCEMENT OFFICERS TO ENFORCE THE PARKING BY-LAW AT 963-979 BROCK ROAD AND 1735 BAYLY STREET - BROCK COMMERCIAL CENTRE FILE NUMBER -A 2111 In Clerk's Report CL 23-99, it is recommended that a draft by-law to appoint one person to enforce the Parking By-law at 963 - 979 Brock Road and 1735 Bayly Street - Brock Commercial Centre, be forwarded to Council for enactment. By-law forwarded to Council 6. "HEMOCHROMATOSIS AWARENESS WEEK - MAY 25 - 31,1999 "WATER SAFETY WEEK" - MAY 30 - JUNE 6, 1999 "LEUKEMIA AWARENESS MONTH" - JUNE, 1999 "ST. JOHN WEEK" - JULY 12 - 18, 1999 FILE NUMBER - A 2111 ...... That Mayor Arthurs be authorized to make various proclamations. Approved See Recommendation #5 33 (no OTHER BUSINESS 1. Councillor Brenner stated that he was copied on a newspaper article about amalgamations and stated that candidates in the Provincial election should be questioned on their position on this issue. 2. Councillor Brenner stated that the Durham District Catholic School Board is in breach of the Site Plan Agreement respecting St. Mary School because of the number of portables on the site and the reduction of parking. 3. Mayor Arthurs reported that the Town has received a cheque in the amount of $60,000 to off-set the cost of the Project Coordinator. 4. Councillor Ryan reported that the Fourth Annual Race Relations Forum will be held on May 12th in the Council Chambers. ROUGE PARK NEIGHBOURHOOD STUDY: REQUEST FOR PROPOSALS FOR ROUGE PARK NEIGHBOURHOOD ENVIRONMENTAL MASTER SERVICING PLAN FILE NUMBER - B 1000 1. That Town Council authorize staff to commence with the Detailed Review of the Rouge Park Neighbourhood, as required by section 11.16(b) of the Pickering Official Plan; and That Mayor Arthurs be included as a member of the Advisory Committee for the Detailed Review of the Rouge Park Neighbourhood. 2. That Town Council authorize staff to initiate a Request for Proposals with respect to the "Terms of Reference - Rouge Park Neighbourhood Environmental Master Servicing Plan" (Appendix I to Planning Report No. 9-99). 2. MINOR VARIANCE APPLICATION PICA 82/98 BY GLENN BOURROWS HA ~S FILE NUMBER - A 2130 That the request of Mr. Glenn Bourrows Hayes for a refund of the application fee respecting Committee of Adjustment application PICA 82/98 be refused. - 3. PICKERING PARKS BY-LAW FILE NUMBER - F 3220 That the Durham Region Police Services Board be requested to appoint the Municipal Law Enforcement Officers of the Town of Pickering as Special Constables. 4. TENDER FOR STORM SEWER IMPROVEMENT AND ROAD RECONSTRUCTION FILE NUMBER - C 4300 That. Tender No. T-2-99 submitted by 616183 Ontario Inc., OIA Hollingworth Construction Co., for storm sewer improvements and road reconstruction on Dixie Road in the amount of$219,461.01, including 7% G.S.T. be accepted; and That a project cost of $258,344.84 including the tender amount and other associated costs, be approved; and That funding in the amount up to $258,500.00 be approved. .- 2 5.
