(II) DELEGA TIONS 1. Brad Ashmore, 2534 Parkdale Street addressed the Committee concerning installing a set of lights at Rosefield Road and Finch Avenue. He stated that crossing protection is required at this intersection. Increasing lanes from two to four on Finch Ave. will only increase the traffic problem. He questioned whether or not the lights at Valley Farm Road and Finch Avenue and Liverpool Road and Finch Avenue could be programmed to slow down the traffic flow. 5 (III) MATTERS FOR CONSIDERATION 1. DRAFT PLAN OF SUBDIVISION 18T-98005 ZONING BY-LAW AMENDMENT APPLICATION A 10/98 BRODER DEVCO INC. PART OF LOTS 127 AND 128, PLAN 350 (NORTH SIDE OF TOYNEV ALE ROAD, EAST OF ROUGEMOUNT DRIVE) FILE NUMBER - B 2310 In Planning Recommendation Report #1-99, it is recommended that Council recommend to the Region of Durham, that Draft Plan of Subdivision 18T -98005 submitted by Broder Devo Inc., on lands known as Part of Lots 127 and 128, Plan 350, be APPROVED AS REVISED and that Zoning By-law Amendment Application A 10/98, to implement Draft Plan of Subdivision 18T -98005 as revised, be APPROVED. DEFER TO THE MARCH 8TH EXECUTIVE COMMITTEE MEETING WITH DIRECTION THAT PRIOR TO THIS MEETING, A WORKING GROUP MEETING BE HELD WITH THE COMMUNITY AND STAFF Les Steemson, 661 Rougemount Drive stated that this application is premature. The developer has not kept in touch with the residents and not answered numerous questions raised. The development has mixed housing, which lots have which type of house. - Mina Walker, 412 Toynevale Road, advised that two meetings were held and a number of issues were not addressed. Drainage reports and tree studies were not done. Have traffic studies been carried out in the area and, if so, when and where? There are a number of empty homes in other developments, why is another development required? Parks in the area are overcrowded, more are needed. She also asked if the bridge on Rosebank Road is safe for vehicular traffic. A representative of Broder Devco Inc. advised that it was the intention of this developer to provide lots allowed in the by-law, but some modifications were requested. They have attempted to address the concerns outlined by the residents. They concur with staff recommendations. 2. LAND SEVERANCE APPLICATION LD 266/98 MARGARETE OTTO PART OF LOT 18, CONCESSION 2 (1774 FINCH AVENUE) FILE NUMBER - B 2310 In Planning Report #1-99, it is recommended that the request of Margarete Otto to permit the division of the subject property, being Part of Lot 18, Concession 2 (1774 Finch Avenue), into two lots through Land Severance rather than by draft plan of subdivision, be APPROVED. Approved See Recommendation #1 3 REGIONAL MUNICIPALITY OF DURHAM'S 1997 COLLISION SUMMARY FILE NUMBER - E 4000 - In Public Works Report PW 01-99, it is recommended that this report, discussing the statistics of the Regional Municipality of Durham's 1997 Collision Summary be received. Approved See Recommendation #2 6 4. CONSTRUCTION PRIORITIES FOR REGIONAL ROADS WITHIN THE TOWN OF PICKERING FILE NUMBER - E 4000 In Public Works Report PW 02-99, it is recommended that this report, recommending Regional Road construction priorities within the Town of Pickering, be received, adopted and forwarded to the Regional Municipality of Durham requesting that its recommendations be considered in the 1999 Budget process Approved See Recommendation #3 5. SUBDIVISION COMPLETION AND RELEASE JOHN BODDY DEVELOPMENTS LTD. LOTS 1-61 INCLUSIVE, AND BLOCKS 62-73 INCLUSIVE PLAN 40M-1415 LOTS 1-70 INCLUSIVE, AND BLOCKS 71-74 INCLUSIVE PLAN 40M-1416 FILE NUMBER - B 4100 In Legal Services Report L 112/98, it is recommended that draft by-laws to assume Town roads in Plan 40M-1415 and 40M-1416 and Town services installed in the development of Plan 40M-1415 and 40M-1416, and to amend By-law 1416/82 (Places of Amusement) to recognize the completion of the project comprising Plan 40M-1415 and 40M-1416, be forwarded to Council for enactment. By-law forwarded to Council ,- 6. SUBDIVISION COMPLETION AND RELEASE JOHN BODDY DEVELOPMENTS LTD. LOTS 1-101 INCLUSIVE, AND BLOCKS 102-109 INCLUSIVE PLAN 40M-1390 LOTS 1-31 INCLUSIVE, PLAN 40M-1391 FILE NUMBER - B 4100 In Legal Services Report L 113/98, it is recommended that draft by-laws to assume Town roads in Plan 40M-1390 and 40M-1391 and Town services installed in the development of Plan 40M-1390 and 40M-1391, and to amend By-law 2632/88 (Stop Signs), and to amend By-law 1416/82 (Places of Amusement) to recognize the completion of the project comprising Plan 40M-1390 and 40M- 1391, be forwarded to Council for enactment Bv-Iaw forwarded to Council 7. LOTS 1-97 INCLUSIVE, PLAN 40M-1652 FILE NUMBER - B 4100 ,- In Legal Services Report L 114/98, it is recommended that draft by-laws to assume Town roads in Plan 40M-1652 and Town services installed in the development of Plan 40M-1652, and to amend By-law 2632/88 (Stop Signs), and to amend By-law 1416/82 (Places of Amusement) to recognize the completion of the project comprising Plan 40M-1652, be forwarded to Council for enactment. EXEMPTION OF BLOCKS 16, 17, 18 AND 19, PLAN 40M-1887 BALLANTRY HOMES FROM PART LOT CONTROL FILE NUMBER - B 2310 In Legal Services Report L 002-00, it is recommended that a draft by-law to exempt Blocks 16, 17, 18 and 19, Plan 40M-1887, ITom part lot control, be forwarded to Council for enactment. By-law forwarded to Council 9. INDEPENDENT CONSULTANT TO MONITOR ONT ARlO HYDRO ECONOMIC IMPACT STUDY FILE NUMBER - F 2710.01 In Clerk's Report CL 6-99, it is recommended that the proposal submitted by Jack Gartley Consulting dated January 18, 1999 to act as the Independent Consultant for the Town to monitor the Economic Impact Study of the Pickering and Darlington Nuclear Generating Stations by Ontario Hydro be accepted. Approved See Recommendation #4 10. APPOINTMENT OF BY-LAW ENFORCEMENT OFFICERS TO ENFORCE PARKING BY-LAW AT DCC#145, 1635 PICKERING PARKWAY FILE NUMBER - A 1900 In Clerk's Report CL 05-99, it is recommended that a draft by-law to appoint sixteen persons to enforce the Parking By-law at DCC #145, 1635 Pickering Parkway, be forwarded to Council for enactment. By-law forwarded to Council (IV) OTHER BUSINESS 1. Councillor Pickles congratulated Councillor Johnson on his re-election as Chair of the Central Lake Ontario Conservation Authority. 2. Councillor Holland also congratulated Councillor Johnson. 3. Councillor Holland congratulated Sandy Cameron, C.E.O. of the Library, on receiving Librarian of the Year Award. 4. Councillor Dickerson echoed Councillor Hollands comments and on behalf of the Library Board also congratulated Sandy Cameron. 5. Councillor Dickerson requested a report in three weeks ITom the Director of Public Works on snow blowers for use in Pickering, in particular the Mennonite 60 hp. snowblower/skidderlbucket unit. '...... 6. Mayor Arthurs congratulated Councillor Johnson. 8 7. The following matters were discussed prior to the regular meeting: a. The c.A.O. distributed and commented on a letter signed by himself and the c.A.O. of Ajax concerning 'Shared Services Between the Towns of Ajax and Pickering'. He also distributed and commented on a letter to Grant Yeo, Director of Education for the Durham District School Board concerning Woodlands Centennial Elementary School. b. The Director of Planning advised that an application has been received rrom Miller Waste to amend the Certificate of Approval. c. The Director of Public Works advised that the pedestrian/bicycle bridge has been replaced over the Vistula Ravine. d. Mayor Arthurs commented on the commentary made by D. Smythe concerning the Town of Pickering. e. Mayor Arthurs advised that the $10,000 grant received rrom the Ontario Film Development Corporation will be divided between the Brougham Youth Centre and the Food Bank. LAND SEVERANCE APPLICATION LD 266/98 MARGARETE OTTO PART OF LOT 18, CONCESSION 2 (1774 FINCH AVENUE) FILE NUMBER - B 2310 1. That the request of Margarete Otto, to permit the division of the subject property, being Part of Lot 18, Concession 2 (also known as 1774 Finch Avenue), into two lots through Land Severance Application LD 266/98, rather than by draft plan of subdivision, be APPROVED. 2. That Town Council advise the Durham Land Division Committee and the owner of the subject property that no further severance's of the subject lands will be supported by the Town unless a detailed review of the future development potential of the area reveals that further severance's are appropriate. 2 REGIONAL MUNICIPALITY OF DURHAM'S 1997 COLLISION SUMMARY FILE NUMBER - E 4000 - That Town Council receive for information Report to Council PW 01-99 discussing the statistics of the Regional Municipality of Durham's 1997 Collision Summary; and That based on the statistics, Town Council request that the Region of Durham formally investigate the cause(s) of the high collision rates for the intersection of Kingston Road at Whites Road and for the mid-block location on Brock Road between Dillingham Road and Bayly Street, and report back to the Town. 3. CONSTRUCTION PRIORITIES FOR REGIONAL ROADS WITHIN THE TOWN OF PICKERING FILE NUMBER - E 4000 That report PW 02-99 recommending Regional Road construction priorities within the Town of Pickering be received, adopted and forwarded to the Regional Municipality of Durham requesting that its recommendations be considered in the 1999 Budget process. 4. INDEPENDENT CONSULTANT TO MONITOR ONT ARlO HYDRO ECONOMIC IMP ACT STUDY FILE NUMBER - F 2710.01 - That the proposal submitted by Jack Gartley Consulting dated January 18, 1999 to act as the Independent Consultant for the Town to monitor the Economic Impact Study of the Pickering and Darlington Nuclear Generating Stations by Ontario Hydro be accepted subject to confirmation that Ontario Hydro will pay the costs of the Independent Consultant as set out in the proposal.
