ADOPTION OF' MINUTES Moved by D. McLean, seconded by W. Biernacki that the minutes of the meeting of December 16th 1975, be adopted. CARRIED 2. ELECTION Mr. D. McLean was elected as Chairman of the Museum Board for the year 1976. 3. CORRESPONDENCE a) Canadian MuseumAssociatióh- Membership MOTION 139/76 Moved by J. Anderson, seconded by B. Davies that the Pickering Museum Board submit a membership fee in the Canadian Museum Association. CARRIED b) Canadian Museums Association - Registered Retirement Savings Service - for information c) Ontario Historical Society - Membership: $11.00 MOTION 140/76 Moved by W. Biernacki, seconded by Councillor Anderson that the Pickering Museum Board submit a membership fee to the Ontario Historical Society. CARRIED d) Letter - Mrs. I. Annis MOTION 141/76 Moved by B. Davies, seconded by Councillor Anderson that the letter from Mrs. Isobel Annis dated January 3, 1976 be received and filed. CARRIED - 2 - 1/76 3. CORRESPONDENCE (Continued) e) Black Creek Pioneer Village - Newspaper reports concerning its' financial' probl'ems. MOTION 142/76 Moved by B. Davies, seconded by D. McLean that; MIEREAS Black Creek Pioneer Village has preserved and reconstructed the buildings and way of life of a section of the history and heritage of the Province of Ontario; and WHEREAS Black Creek Pioneer Village is visited and supported to a great extent by visitors who come from beyond the -confines of the jurisdiction of M.T.R.C.A.; and WHEREAS Black Creek Pioneer Village has had difficulty in covering its operat~ng costs from admissións; BE IT HEREBY noted that the Pickering Museum Board hereby records its support of this worthwhile venture and respect- fully request the Ministry of Culture and Recreation to ' assist Black Creek Pioneer Village in meeting its financial obligations so that it may remain open for the benefit of the public. CARRIED f) Notice was received from Mr. Harry Cook that he is willing to sit on a Committee of the Pickering Museum Board. Similar notice was received from Mr. Harry Schenk, 762 Breezy Drive, Pickering, Ontario, 839-5601. Mr. Schenk is interested in the museum and he is also an handyman. It was suggested that these two names be put on the mailing list for Pickering Historical Society. g) Letter froJ;n Dorothy Duncan requesting the Use of a suplus stove. In the discussion it was indicated that articles should be loaned only if the museum has a duplicate. Direction was given that a letter be sent to Miss. D. Duncan requesting the type of stove that she would want. It was also mentioned that an accurate file of loans should be kept. 4 . REPORTS Mr. Lance Johnston gave a brief report on the cataloguing that is taking place at the museum dùring the winter. Mr. Lance Johnston and Miss Suzanne: Clark have inventoried 2,600 items to date. They expect to be finished in the schoolhouse in approximately two weeks time. It was indicated that a typewriter is needed at the museum and also a further supply of inventory forms. Mr. JohnrtDn indicated further that if the forms should be kept up-to-date and that the cataloguing of new items should be maintained. He indicated that when an item is received at the museum a temporary receipt should be given and that acquisitions or an accessioning committee should be established to decide on the exceptance of the item. He indicated further that an acquisition policy should be established by the Museum Board. The Chairman thanked Mr. Johnston and Miss Clark for their work. - 3 - 1/76 4. REPORTS (Continued) Mr. Wm. Clark reported that the artifacts belonging to the museum were moved out of Miss Wanstall's property which was formerly the Barclay property. He also indicated that Mr. R. Miller requested to purchase the sheets of stryrofoam that are at the museum and which are no longer needed by the museum. MOTION 143/76 Moved by Councillor Spratley, seconded by D. McLean that the styrofoam sheets which a~e no longer needed by the museum be donated to Mr. R. Miller. CARRIED It was indicated that Mr. Vic Sims is cutting oak during the winter. Oak timbers are needed to restore the engine at the museum and for various items such as tongues or equipment. MOTION 144/76 Moved by W. Biernacki, seconded by F. Conant that Mr. Wm. Clark be authorized to approach Mr. Vic Sims for the oak that is required for the museum. CARRIED It was indicated that logs are available at Concession 4 and the Whitby Townline. MOTION 145/76 Moved by Councillor Anderson, seconded by F. Conant that Mr. Wm. Clark be authorized to spend up to $100.00 in expenses for current operations. CARRIED 5. NEW BUSINESS a) Expropriation - Submission of a recommendation to Council MOTION 146/76 Moved by Councillor Anderson, seconded by Councillor Spratley that: WHEREAS Mr. A.W. Lamport, Project Manager, acting on behalf of the Federal Government expressed in his letters of April 4th 1974 and December 16th 1975 the terms under which the Federal Government would be prepared to finalize the acquisition of the Town of Pickering Museum Property within the Hamlet of Brougham; and WHEREAS the Town of Pickering Museum Board is of the opinion that it is in the best interests of the Board and the Municipality to finalize the sale of these lands to the Federal Authority under the best terms possible. BE IT THEREFORE RECOMMENDED TO COUNCIL that the terms outlined in Mr. Lamport's letter of December 16th 1975 be accepted by the Municipality subject to the following: I, - 4 - 1/76 5. NEW BUSINESS (Continued) a) Expropriation - Submission of a recommendation to Council (Cont.) MOTION 146/76 (Continued) The caŠ1 settlement should be increased by a) an additional 10% on Lots 12, 13, 14 and 15, Plan 10, under section 14 of the Expropriation Act in like manner as the expropriated museum property. b) consideration should be given by the Federal Authorities to increasing their cash offer, consistent with the later date of evaluation enjoyed by other property owners within the Airport Site. c) that the settlement be made on the land values only. d) that all legal fees be paid by the Department of Public Works on behalf of the Town of Pickering. AND FURTHER THAT Council direct that immediate action be taken to secure estimat2s on relocating the Museum Buildings to the Museum Site at Greenwoód. CARRIED 5 b) Properties to be demolished at the Airport Site Comments were made on a log garage that is available and some other buildings. MOTION 147/76 Moved by D. McLean, seconded by Councillor Anderson that the Museum Board send a letter to the Department of Public Works indicating to them that the Museum Board is not interested in the buildings for Museum purposes. CARRIED c) Green River Basket Factory Recommendation of the Technical Advisory Committee. Mr. K. Spratley spoke on behalf of this item. .MOTION 148/76 Moved by Councillor Spratley, seconded by B. Davies that the Pickering Museum Board express its interest in the structure of the Green River Basket Factory and that a letter be written to this effect to the North Pickering Project, and furthermore that the Building Committee inspect the structure and sUbmit a written report. CARRIED .' I" - 5 .- 1/76 5 NEW BUSINESS (Continued) d) Pickering Archaeological Sites Recommendations of the Technical Advisory Committee. MOTION 149/76 Moved by B. Davies, seconded by Councillor Anderson that the Pickering Museum Board write to the Museum of Man and to the Ministry of Culture and Recreation with the intention of obtaining material and information from the Pickering Archaeological sites for the Pickering Museum. CARRIED e) Pine - Stumps Recommendations of the Technical Advisory Committee. MOTION 150/76 Moved by D. McLean, seconded by Councillor Spratley that the Pickering Museum Board attempt to acquire fence rails and pine stumps in order to provide a realistic setting for the log cabin and log tarn, and that a letter be sent to the Department of Public ~';;)rks informing them that the Museum would appreciate any fence rails and pine stumps for Museum purposes. CARRIED f) Opening and closing dates for 1976 It was decided that the Museum open on May 8th 1976 :1 and that it close for the regular season on October 3rd 1976. g) Preliminary preparations for the 1976 Opening of the Museum It was indicated that the Administration. set-up of the Museum should be determined especially in view of the fact that the Recreation and Transportation Department are willing to assist the Museum Board in this regard. It was indicated that Mr. Wm. Clark could be a general superintenc;1entof the Museum. A training program should be set up in conjunction with the Recreation and Transportation Department and Mr. George Waters who has volunteered to give the Museum Board assistance in this domain. h) Rodent and Animal problem in the Museum Buildings The Museum Board was notified of some rodent and animal problems in some of the museum buildings. i) ACCOUNTS FOR APPROVAL Moved by Councillor MOTION 151/76 January 12, 1976 January 27, 1976 " 27, 1976 " 27,1976 " 27, 1976 Anderson, seconded by Councillor Spratley - Mr. - Mr. - Mr. - Mr. - Mr. R. Transportation of the Steam Engine from Toronto to the Museum NOTION 152/76 koveð 'by ~. uavies, seconded by Councillor Spratley: THAT WHEREAS the Pickering Museum Board accepted the donation of the engine from Dufferin Concrete Products Limited and agreed to pay for its removal by Motion 65/75. BE IT HEREBY approved that the payment of $100.00 be made to B & C. Equipment Sales for ther service of relocating the engine. CARRIED b. Technical Advisory Committee It was suggested that Mr. K. Spratley continue as Chairman of the Technical Advisory Committee. MOTION 153/76 Moved by D. McLean, seconded by W. Biernacki that Councillor K. Spratley continue as Chairman of the Technical Advisory Committee for the year 1976. CARRIED c. Proposed Museum Site Councillor K. Spratley indicated that there are some difficulties in acquiring the proposed museum site. He indicated that Mrs. Martin has not as yet signed the required papers because the survey indicated 17.5 acres while the original purchase was indicated for approximately 15 acres. Anmljustment may have to be made. It will be up to the respective Solicitors to discuss the matter. d. Pickering Historical Society - Pictorial History of Pickering MOTION 154/76 Moved by Councillor K. Spratley, seconded by B. Davies that the Pickering Historical Society be asked to assume the project of a Pictorial History of Pickering. CARRIED e. Old School Pictures Mrs. B. Davies informed the Board that an 87 year old photographer has 47 glass plates of pictures of schools in the area. These plates were given to the Principal of the Green River School. Mr. Kettle of the Board of Education will have prints made from these glass plates and the plates themselves will be offered to the Museum. It was suggested that this elderly gentleman be interviewed and the interview taped. - 7 .- 1/76 ~ 6. FURTHER BUSINESS (Continued) f. Coal for the Blacksmith's Shop MOTION 155/76 Moved by D. McLean, seconded by Councillor Spratley that a supply of smithy coal be acquired. CARRIED g. Letter from Laura Raymer Miss Raymer is interested in employment in the museum during the summer. It was indicated that an employment application form be sent to her. 7. NEXT MEETING The next meeting will be held on February 24th 1976 at 8:00 p.m. 8 . ADJOURNMENT Moved by D.
