Recommendation:
That Report CS 40-05 regarding the appointment of Debi A. Bentley as the Clerk
for The Corporation of the City of Pickering be received.
That the draft by-law to appoint Debi A. Bentley as the Clerk of The Corporation
of the City of Pickering effective May 30, 2005 be enacted.
That the appropriate officials of the City of Pickering be authorized to take the
necessary actions to give effect thereto.
Executive Summary:
The purpose of this Report is to provide Council with a by-law to appoint Debi A. Bentley
as the City Clerk effective May 30, 2005.
Financial Implications: Not applicable
Background:
As a result of the retirement of the present City Clerk, Bruce Taylor, on June 30, 2005,
the City has recruited Ms. Debi Ao Bentley to assume the duties of City Clerk effective
May 30, 2005.
In order to properly effect this appointment, a draft by-law is attached that provides for
the following:
The appointment of Debi A. Bentley as the City Clerk effective May 30, 2005.

· The appointment of Bruce Taylor as a Deputy Clerk effective May 30, 2005 for a
term to expire on June 30, 2005.
· The repeal of By-law 715/77 effective May 30, 2005 which is the by-law to
appoint Bruce Taylor as Clerk.
· The repeal of By-law 5639~00 which was the by-law that appointed Anne
Greentree as a Deputy Clerk.
By enacting this by-law, Ms. Bentley will be allowed to assume her position as City Clerk
on May 30, 2005 which is her first day of employment. Bruce Taylor will assume the
position of Deputy Clerk on May 30th and remain in that position until his retirement on
June 30th. This will allow for a smooth transition of duties while at the same time
allowing both Debi Bentley and Bruce Taylor the appropriate signing authority.

THE CORPOFL~TION OF THE OITY OF PICKERING
BY-LAW NO.
Being a by-law to appoint Debi A. Bentley as
the Clerk of The Co .rporation of the City of
Pickering.
WHEREAS pursuant to Section 228(1) of the Municipal Act, 2001, S.O. 2001, c. 25, as
amended, a municipality shall appoint a clerk whose duty it is,
(a) to record, without note or comment, all resolutions, decisions and other
proceedings of the council/
(b) if required by any member present at a vote, to record the name and vote of
every member voting on any matter or question;
(c) to keep the originals or copies of all by-laws and of all minutes of the
proceedings of the council;
(d) to perform the other duties required under this Act or under any other Act; and
(e) to perform such other duties as are assigned by the municipality; and
WHEREAS pursuant to Section 228(2) of the said Act, a municipality may appoint
deputy clerks who have all the powers and duties of the clerk under this and any other
Act;
NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE CiTY OF
PICKERING HEREBY ENACTS AS FOLLOWS:
1. That Debi A. Bentley is hereby appointed Clerk of The Corporation of the City of
Pickering effective May 30, 2005.
That Bruce Taylor is hereby appointed Deputy Clerk of The Corporation of the
City of Pickering effective May 30, 2005 for a term to expire on June 30, 2005.
By-law Number 715/77 is hereby repealed effective May 30, 2005.
4. By-law Number 5639/00 is hereby repealed.
BY-LAW read a first, second and third time and finally passed this 17th day of May,
2005.
