Michael Jain, 1771 Fairport Road, stated his objection to the application as
eight homes will back onto his lot. He requested that Golden Ridge Road be
extended.
b) Grant Morris, representing the applicant, stated that he has no problem with
Golden Ridge Road going through the subject lands and advised that all
Provincial policies and other policies were examined. He further advised that
a meeting was held with Mr. Jain who indicated his desire to sell his property.

Councillor Ashe acknowledged the presence of former Councillor Enrico Pistritto
in the Chambers.
Councillor Brenner advised that the demolition of homes on Federal Lands has
been stopped until a meeting is held with the stakeholders on March 11th.

Councillor McLean inquired into the move of the heritage home from Balsam
Road to the Museum.
Councillor Pickles questioned if a demolition permit is required if applied for by
the Federal Government.
Mayor Ryan noted that the City cannot designate heritage properties on Federal
lands without the express consent of the Federal Government.

Recommendation:
1. It is recommended that Report CS 22-05 of the Director, Corporate Services &
Treasurer be received and that:
2. the write-offs of taxes as provided under Section 357/358 of the Municipal Act, 2001
be approved; and,
3. the appropriate officials of the City of Pickering be authorized to take the necessary
action to give effect hereto.
Executive Summary: Not Applicable
Financial Implications: If approved, the write-off of taxes as contained in this report
represents a gross cost of $1,743.07 with a net cost to the City of approximately
$450.52, the balance being charged back to the Region of Durham and the School
Boards. Pickering's share of the costs will be charged to the 2005 Current Budget
allocation under General Government - Provision for Uncollectable Taxes.
Background: The Municipal Act provides the Treasurer with various tax tools
regarding the administration and collection of property taxes. Under the provisions of
the new Municipal Act, 2001, as amended, Section 357 of the Act provides for the
reduction of taxes due to fire, demolition, exemption, assessment change or error and
the tax reduction is applicable to the current year only. Section 358 of the new
Municipal Actallows for the reduction of taxes due to assessment error and this section
can be applied to property taxes for the two preceding years (2003 & 2004).
Change in realty tax class can translate into lower property taxes if the property went
from industrial to commercial tax class or commercial to residential tax class.
Demolitions, and other physical changes to a property, such as removing or filling in a
swimming pool, or damage caused by fire result in a reduction in assessment and
taxes.

Executive Summary:
To respond to the letter from Totten Sims Hubicki Associates dated March 15, 2005
requesting Council to nominate a Pickering resident to represent the City on the 407
East Individual Environmental Assessment Community Advisory Committee.

Background:
Please find attached to this Report a letter from Totten, Sims, Hubicki Associates dated
March 15, 2005 advising that the Ministry of Transportation, in consultation with the
Region of Durharn~ has commenced and individual Environmental Assessment Study to
address transportation deficiencies in the Region of Durham.

The Project Team wishes to re-constitute the Community Advisory Committee that was
formed in 2002 to prepare the EA Terms of Reference. The Project Team will make
appointments to the Community Advisory Committee; however, the area municipalities
are being requested to nominate one member of the public to serve on this Committee.
As noted in the letter from Totten, Sims, Hubicki, Paul Kelland was nominated by
Council and subsequently appointed in 2002 to the Committee Advisory Committee for
the 407 EA Terms of Reference process. He was also nominated and appointed in
2000 to the Durham Region Transportation Master Plan Community Advisory
Committee that was the precursor to the 407 process.
Paul Kelland has indicated that he is willing to be nominated for appointment to the 407
East Individual Environmental Assessment Community Advisory Committee.

The Ontario Ministry of Transportation (MTO), in consultation with the Region of Durham, its
constituent and surrounding municipalities has commenced an Individual Environmental Assessment
(lEA) Study to address transportation deficiencies in the Region of Durham. This project will fulfil the
requirements of the Ontario Environmental Assessment Act (OEAA) as well as the Canadian
Environmental Assessment Act (CEAA).
The development of the lEA includes consultation with federal and provincial agencies, municipalities
and the public to ensure that the environmental assessment process followed provides appropriate
opportunities to address relevant issues.
As part of our consultation plan, we have chosen to re-constitute the Community Advisory Group (CAG)
from the EA Terms of Reference process. The CAG will be composed of approximately 18-25
individuals with balanced membership representing municipal, bnsiness, mobility, and environmental
interests. The CAG will meet a minimum of 10 times throughout the estimated tln:ce year project period
to provide advice to the Project Team on the Study.
The composition of the CAG is intended to be sufficiently diverse to represent the range of different
geographic and issue-based perspectives within the Region of Durham~ As you may recall, your
municipality previously identified Paul Kelland to serve on the CAG for the EA Terms of Reference.
We are requesting that each municipality either re-nominate their representative for the CAG or appoint a
new representative.
In considering your nomination, please bear in mind the following requirements:
Express an interest and commitment to the project;
Interest or experience in transpo~ation planning or the environment; and
Willing to attend a minimum of 10 meetings over tl~e next 3 >;ears.

BY-LAW NO.
Being a by-law to appoint By-taw Enforcement Officers for certain
Purposes (Parking Regulation - !310 Fieldlight Blvd., 1345 Altona Road,
1655 & 1665 Pickering Parkway, 1235 Radom Street, 905 Bayly Street
and 1915 Denmar Road.)
WHEREAS pursuant to section 15(I) of the Police Services Act, R.S.O. 1990, c.P.15, as
amended, a municipal council may appoint persons to enforce the by-laws of the
municipality; and
WHEREAS pursuant to section 15(2) of the said Act, municipal by-law enforcement
officers are peace officers for the purpose of enforcing municipal by-laws;
NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE CITY OF
PICKERING HEREBY ENACTS AS FOLLOWS:
That the following persons be hereby appointed as municipal law enforcement
officers in and for the City of Picketing in order to ascertain whether the
provisions of By-law 2359/87 are obeyed and to enforce or carry into effect the
said By-law and are hereby authorized to enter at all reasonable times upon
lands municipally known as 1310 Fieldlight Blvd., 1345 Altona Road, 1655 &
1665 Picketing Parkway, 1235 Radom Street, 905 Bayly Street and 1915
Denmar Road:

The authority granted in section 1 hereto is specifically limited to that set out in
section 1, and shall not be deemed, at any time, to exceed the authority set out in

As you may know, June is recognized as Seniors' Month in Ontario.

I am writing to ask that you consider officially proclaiming June as Seniors' Month in your community this
year. For your convenience, a sample proclamation is provided for your consideration.
Once again the'theme for this year's Seniors' Month is Act~'ve Living. The full slogan that has been chosen is
Active Living: It's For Life.
Seniors' Month is an excellent opportunity to pay tribute to men and women who continue to contribute so
much to our communities. On behalf of the Ontario government, I hope you will join us in recognizing seniors
in this province and plan events that recognize their contributions.
We would like to hear about any events that you are planning, so that information can be pOsted on the Ontario
Seniors' Secretariat Web site. An event form is also available on our Web site at
www.gov.on.ca/citizenship/seniors under the Seniors' Month 2005 link. We would also appreciate knowing if
your jurisdiction will proclaim June as Seniors' Month in your community.
To help with your planning, you may want to consider hosting an Ontario Seniors' Seminar. These
seminars were developed to provide seniors with valuable information on healthy aging and healthy
lifestyles, and are available province-wide. Topics include "Safe Medication Use," Protect Your
