Recommendations:
That Report OES 41-04 regarding a proposed amendment of the parking by-law
2359/87 be received; and

That the attached draft by-law be enacted to amend Schedule 'A' to by-law
2359/87 to provide for the regulating of parking, standing, and stopping on
highways or parts of highways under the jurisdiction of the Corporation of the City
of Pickering and on private and municipal property.
Executive Summary: In order to improve traffic flow and safety on Glengrove
Road fronting Glengrove Public School an amending by-law is being proposed, which
prohibits stopping along a specific section of Glengrove Road.
Financial Implications: The manufacture and installation of signs, costing
approximately $400 can be accommodated within the Roads current budget account
2320-2409.
Background: In Ontario, new initiatives are being used to address the various safety
problems that are typically associated with the large volume of parent vehicular traffic
accessing schools. The 'Kiss and Ride' program has been specially designed to
address the safety concerns associated with school and residential community traffic.
The 'Kiss and Ride' zone is an area allocated to drop-off and pick-up students in the
parking lot of the school. These zones facilitate the safe coordinated arrival and
departure of parent vehicle traffic on school property without creating traffic congestion
on municipal roadways.

In response to Chairperson, Glengrove Public School Community Council inquiries, staff
of the Operations & Emergency Services Department, Municipal Property & Engineering
Division recently investigated and evaluated traffic movement operations on Glengrove
Road adjacent to Glengrove Public School. Site visits confirm that there is a high level
of unsafe traffic and pedestrian crossing movements resulting from the high volumes of
parent vehicle traffic accessing the property during the morning and afternoon periods.
The school has addressed these problems to the City and Durham Regional Police, and
we suggested the 'Kiss and Ride' program to the school administration. Glengrove
Public School implemented the 'Kiss and Ride' program in September 2004.
To promote smooth, organized and efficient movement of vehicular traffic on and
around the school property and to improve visibility sightlines and turning radii for traffic
entering and exiting the school property and "Kiss and Ride" zone, the proposed by-law
amendment is required. The passing of the by-law will also eliminate the occurrences of
pedestrians walking between parked or stopped cars. The by-law amendment will
prohibit "stopping" along the south side of Glengrove Road from Glenview Road to 130
metres west of Glenview Road. The by-law amendment is to be in effect for Monday to
Friday, from 7:30 am to 9:00 am and from 3:00 pm to 4:30 pm.
A community outreach letter was sent to the six area residents informing them about the
proposed by-law amendment, the residents have raised no concerns. If approved, by-
law must receive regular enforcement to be effective.

THE CORPORATION OF THE CITY OF PICKERING
BY-LAW NO. /04
Being a By-law to amend By-law 2359/87
providing for the regulating of parking,
standing and stopping on highways or parts
of highways under the jurisdiction of the City
of Pickering and on private and municipal
property.
WHEREAS, By-law 2359/87, as amended, provides for the regulating of parking,
standing and stopping on highways or parts of highways under the jurisdiction of the
City of Pickering and on private and municipal property; and
WHEREAS, it is deemed expedient to amend By-law 2359/87 to establish "no stopping"
zones along a section of Glengrove Road.
NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE CITY OF PICKERING
HEREBY ENACTS AS FOLLOWS:
Schedule A to By-Law 2359/87, as amended, is hereby further amended by
adding the following item:
Highway Side Between/And Prohibited times
and days
Glengrove Road South
Glenview Road and
130 m west of
Glenview Road.
7:30 am to 9:00 am
and from 3:00 pm
to 4:30 pm
Monday to Friday.
BY-LAW read a first, second and third time and finally passed this
