PLANNING & DEVELOPMENT REPORT PD 33-03 ZONING BY-LAW AMENDMENT APPLICATION A 10/03 MARY SKENTS DEVELOPMENTS 1852 LIVERPOOL ROAD, PART OF lOT 26, PLAN 492 PARTS 13,14 AND 15, lOTS 28, 29 AND 30, PLAN 492 THE REAR PORTIONS OF 1841 1845 AND 1849-1851 GLENDALE DRIVE Approved See Recommendation #1 - 1 - Planning Committee Meeting Minutes Monday, September 8, 2003 7:30 pm Chair: Councillor Johnson 1. George Papadopoulos, Applicant, on behalf of Mary Skents Developments, stated their support of the staff recommendations. 2. PLANNING & DEVELOPMENT REPORT PD 32-03 DRAFT PLAN OF SUBDIVISION APPLICATION SP-2003-03 ZONING BY-LAW AMENDMENT APPLICATION A 4/03 WALDEMAR GRAWERT 1795 APPlEVIEW ROAD PART OF lOT 27, PLAN 1051 ~R-20758, EðBIJ) Approved As Amended With the Removal of the Walkway and Sidewalk See Recommendation #2 1. David Sim, 1000 Rambleberry Ave., questioned grading for the new development. He stated his support in the removal of the walkway and his concerns with respect to size of backyards and the discrepancy in the tree inventory. 2. Heather Rorrison, 1004 Rambleberry Ave., requested consideration with respect to the placement of the house backing onto her property. She advised that the proposed home has five sides and that it is being considered that her property line will be a side yard line rather than rear yard. This would allow the proposed house to be built closer to their home which would decrease their level of privacy as well as their property value. She further stated her concern with the proposed walkway and it's possible impact on her property and the removal of the present pool and structures. 3. John Howes, Solicitor for the applicant, stated their support in the removal of the walkway. He further advised that tree preservation is still supported in certain areas but various trees would not survive the construction. Information has been provided to the Planning & Development Department and should address some of Mr. Sims concerns at his meeting with the Planning staff. -2- Planning Committee Meeting Minutes Monday, September 8, 2003 7:30 pm Chair: Councillor Johnson 3. PLANNING & DEVELOPMENT REPORT PD 34-03 PROPOSED ACQUISITION OF LAND FROM JOHN WOITZIK PART OF lOT 33, CONCESSION 1 ~) Approved See Recommendation #3 4. PLANNING & DEVELOPMENT REPORT PD 35-03 PICKERING OFFICIAL PLAN NEW CONSOLIDATION (EDITION 3) INFORMATIONAL REVISION 11 HOUSEKEEPING MATTERS Approved See Recommendation #4 III CORRESPONDENCE 1. Councillor Brenner distributed and requested staff to review in detail correspondence concerning Superior Court of Justice Hearing regarding the Ontario Realty Corporation and the disposal of land in Markham without an Environmental Study. 2. Councillor Brenner advised that Bill 25 received first reading on May 7, 2003 and requested review by staff. IV ADJOURNMENT The meeting adjourned at 8:20 pm -3- Appendix I Planning Committee Report PC 2003-7 That the Planning Committee of the City of Pickering having met on September 8, 2003 presents its seventh report to Council: 1. PLANNING & DEVELOPMENT REPORT PD 33-03 ZONING BY-LAW AMENDMENT APPLICATION A 10/03 MARY SKENTS DEVELOPMENTS 1852 LIVERPOOL ROAD PART OF lOT 26, PLAN 492 PARTS 13,14 AND 15, lOTS 28,29 AND 30, PLAN 492 (THE REAR PORTIONS OF 1841, 1845 AND 1849-1851 DRIVE) GLENDALE 1. That Zoning By-law Amendment Application A 10/03, be APPROVED, to permit additional commercial uses within the existing one-storey building at 1852 Liverpool Road and the provision of additional parking to surrounding commercial properties, on lands being Part of lot 26, Plan 492, Parts 13, 14 and 15, lots 28, 29 and 30, Plan 492, City of Pickering, submitted by George Papadopoulos on behalf of Mary Skents Developments. 2. That the amending zoning by-law to implement Zoning By-law Amendment Application A 10/03, as set out in draft in Appendix I to Report Number PD 33-03, be FORWARDED to City Council for enactment. 2. PLANNING & DEVELOPMENT REPORT PD 32-03 DRAFT PLAN OF SUBDIVISION APPLICATION SP-2003-03 ZONING BY-LAW AMENDMENT APPLICATION A 4/03 WALDEMAR GRAWERT 1795 APPlEVIEW ROAD PART OF lOT 27, PLAN 1051 ~R-20758. E8BIJ) 1. That Draft Plan of Subdivision SP-2003-03 submitted by Waldemar Grawert, be APPROVED as set out in the conditions section attached as Appendix I as amended to delete any reference to Block 6 (pedestrian walkway) and sidewalks on Street "A' to Report PD 32-03, to permit the development of a plan of subdivision, on lands being Part of lot 27, Plan 1051 (40R-20758, Part 1), City of Pickering. -4- ~. That Zoning By-law Amendment Application A 4/03 submitted by Waldemar Grawert, be APPROVED subject to the conditions outlined in Appendix II to Report No. 32-03, to establish performance standards to allow the implementation of the draft plan of subdivision SP-2003-03, on lands being Part of lot 27, Plan 1051 (40R-20758 , Part 1), City of Pickering. 3. PLANNING & DEVELOPMENT REPORT PD 34-03 PROPOSED ACQUISITION OF LAND FROM JOHN WOITZIK PART OF lOT 33, CONCESSION 1 (PART 4. 40R-11904) That Council authorize the Director, Planning & Development, and the Solicitor for the City to make the necessary arrangements, and to prepare the necessary documentation to accept the conveyance of that part of lot 33, Concession 1, Pickering, designated as Part 4, Plan 40R-11904 from John Woitzik to be used for open space purposes in accordance with the City's Official Plan. 4. PLANNING & DEVELOPMENT REPORT PD 35-03 PICKERING OFFICIAL PLAN NEW CONSOLIDATION (EDITION 3) INFORMATIONAL REVISION 11 HOUSEKEEPING MATTERS 1. That Council RECEIVE for information Report PD 35-03 about Informational Revision 11 (Housekeeping Matters) for inclusion in Edition 3 of the Pickering Official Plan; and 2. That Council ADOPT Informational Revision 11, as set out on Appendix I to Report PD 35-03, for inclusion in Edition 3 of the Pickering Official Plan. -5-
