Recommendation:
That the refusal of the Sign Permit Application #03,016 submitted by Shoeless Joe's
respecting property at 1725 Kingston Road be upheld.
That Application #03-016 for a Sign Permit submitted by Shoeless Joe's respecting
property at 1725 Kingston Road be approved.
Executive Summary:
The Manager of Shoeless Joe's that is located at 1725 Kingston Road has appealed
the decision of the Municipal Law Enforcement Officer to refuse the issuance of a Sign
Permit..Such an appeal is allowed under Section 6(3) of By-law 2439/87 (Sign By-law).
Financial Implications: Not applicable
Background:
Please be advised that a representative of Shoeless Joe's Restaurant and Pub, which
is located in the plaza at 1725 Kingston Road, applied for a Sign Permit to locate an
additional sign above the established sign band for the building contrary to the
approved Site Plan. A copy of a rendition of the requested sign is attached hereto for
your information.

Pursuant to Section 6(1) of By-law 2439/87 (Sign By-law), the application was
circulated to the Fire Chief, Chief Building Official and Director, Planning &
Development to determine if there were any deficiencies in the application. The Fire
Chief and Chief Building Official responded that there were no deficiencies within their
areas of jurisdiction, however, the Director, Planning & Development reported that the
proposed sign would be in contravention of the approved Site Plan for this plaza. A
copy of the report of the Director, Planning & Development is attached hereto for
information.
Based on the report of the Director, Planning & Development, the application for the
Sign Permit was refused.
Pursuant to Section 6(3) of the Sign By-law, an applicant may appeal to Council a
refusal of a Sign Permit Application. In a letter dated March 6, 2003, a copy of which is
attached hereto, the Manager of Shoeless Joe's has submitted an appeal.
Section 6(3) merely states "that Council shall hear any representations from the
applicant and make a determination."

This letter is to formally apply for a sign by -law variance,
The application for a sign permit for Shoeless Joe's at 1725 Kingston Road, Unit #14,
Pickering, Ontario L1V 4L9 was refused and now' I need to appeal to City Council for a
sign permit approval.
The grounds for appeal, is based on the site line limitations at the plaza location.
I hope to be able to appeal the decision at the next meeting scheduled for early April '03.

The sign permit for Shoeless Joe's restaurant at the Brockington Plaza
(permit no. 03-016) was refused, by the Planning & Development Department, under
the Director's delegated Site Plan Approval authority. The applicant proposed to locate
an additional sign above the established sign band for the building contrary to the
approved site plan. Shoeless Joe's restaurant is presently identified by a sign within
the existing sign band and additional signage within a pylon sign on the Kingston'Road
frontage. The proposed additional sign is considered excessive, unattractive and
unwarranted.
Section 13.15(b)of the Pickering Official Plan indicates, "City Council shall, encourage
the use of an appropriate variety of signage types,...which complement building
designs rather than dominate them;". The applicant's proposal is not representative of
co-ordinated signage, would result in a disjointed, unbalanced design, and would
establish an unacceptable precedent. Approval of this sign permit would likely result in
a competition amongst tenants for signage exposure, with additional signage requests
being made to the City.
If the applicant feels that signage opportunities are inadequate for this building, the
Planning & Development Department recommends that the applicant discuss this issue
with the landowner to explore opportunities to improve the overall building fa(;ade so
that more attractive and effective signage can be achieved for all tenants.

Background:
Please find attached to this Report a letter from the President and CEO of the Rouge
Valley Health System recommending that Council make an application to the Ministry of
Health and Long Term Care to be declared "underserviced' with respect to the number
of family physicians in the municipality. Also attached is a "Briefing Note on the Need
for the Communities of Ajax and Pickering to be Declared 'Underserviced' for Family
Physician Services".
The minimum standard set by the Ministry of Health and Long Term Care for family
physicians in a community is one doctor for every 1,380 residents. The latest statistics
show that there is a ratio of one family doctor for every 2, 293 residents in the City of
Pickering.
The benefits of Council making an application to be declared "underserviced" are:
Access to the Ministry's recruitment incentives for physicians, which includes
listing on the List of Areas Designated as Underserviced
Listing of vacant positions on the Ontario Medical Association's Physician Job
Registry on the Internet
Participation in the Ministry's Annual Health Professionals Recruitment Tour
Access to the services of the Community Visit Program.
If the number of physicians needed in Pickering have not been recruited after one year,
an incentive grant may become available to a physician moving to the community.
Other incentives include grants to medical students who conclude their training in the
designated community and provide service in that community for four years after
graduation.

enhance medical services (physicians) to your municipality. As you well
know, the population of the City of Picketing is growing at a rapid rate. J

with population growth. The Ministry of Health and Long Term Care has
been using the ratio of one doctor to every 1,380 persons as s minimdm

meet the ongoing health needs cf this community. Communities are ei!gibie
to apply for the designation of "Underservlced" once the Ministry mini~num

Surgeons, at least !8 more family physicians are required to meet thei
minimum number to provide adequate family physician care to your ~

Services from family doctors are of primary importance in maintaining [the
ongoing health of local residents. Family doctors also become involv~d in
emergency and .other hospital services provided to the community in Which
they set up practices, Rouge Valley Health System provides serv~ceslto
about 57% of the community of Picketing. Currently our organization Is
concerned about the availability of family physician services to these ~
residents. There is an issue we believe needs to be addressed by th~ City of
Picketing as wail as by the Rouge Valley Health System to ensure that a
reasonable ~evel of medical service remains available in the local comtmunity,

Executive Summary:
At its meeting of February 19, 2003, the PAW Animal Services Committee received its
Treasurer's Report 2-03 regarding the PAW Animal Services 2002 Activity Report. The
Committee recommended that this Report be forwarded to the participating Councils for
their information.

Background:
At its meeting of February 19, 2003, the PAW Animal Services Committee received its
Treasurer's Report 2-03 regarding the PAW Animal Services 2002 Activity Report. The
Committee recommended that this Report be forwarded to the participating Councils for
their information.
It is important to note that in 2002, no adoptable pets had to be euthanised. This was
achieved with the assistance of the general public and the local animal rescue
organizations that the PAW staff are now working very closely with.

That the Pickering-Ajax-Whitby (PAW) Animal Services 2002 Activity
Report be received as information;
That the PAW Committee commend the efforts of the public and the
local animal rescue organizations in assisting the animal services staff
achieve a "no kill" status in 2002; and,
That a copy of Treasurer's Report, Item 2-03, be forwarded to the
Councils of Ajax, Pickering and Whitby for their information.
Oriqin:
As the attached activity report indicates, PAW can boast that for the very first,
time no adoptable pets had to be euthanised last year. With the assistance
of the general public and the local animal'rescue organizations PAW was
successful in finding a home for every, adoptable pet taken in at the Animal
Services Centre in 2002.
Analysis:
The adoption success of PAW is in no small measure attributable to a number
of initiatives introduced by the PAW Committee last year to,
promote and develop responsible pet ownership; and;
adopt out as many homeless animals as possible.
The initiatives included,
customer service training and development for the animal services
staff to equip them with the skills required to provide quality animal
services;
the development of an animal services website to better promote and
publicize animal services available to the citizens of the three
communities;
an advertising program to promote the importance, of responsible pet
ownership, publicize the plight of homeless pets, find good, loving
homes for unwanted pets and seek the public's assistance in
combatting pet overpopulation;
exploring new ways and means of improving communication and
working relationships with local pet fanciers such as veterinarians, pet
store owners, animal shelter operators, rescue groups, etc., to find
good, loving homes for homeless pets and to promote responsible pet
ownership; and,
establishing a pet foster program to increase the chances that animals
at the Animal Services Centre find good homes.

These initiatives have resulted in PAW achieving a "no kill" status for the
entire 2002 calender year. With the invaluable help and assistance of the
general public and local animal rescue groups, PAW was able to find a
home for every home[ess, adoptable pet taken in last year.

Being a by-law to appoint By-law Enforcement Officers for certain
purposes (Parking Regulation -1203 to 1257 Bayly St., 575 Steeple
Hill, 1792 Liverpool Road and 1330 Altona Road.)
WHEREAS pursuant to section 15(I) of the Police Services Act, R.S.O. 1990, c.P.15, as
amended, a municipal council may appoint persons to enforce the byqaws of the
municipality; and
WHEREAS pursuant to section 15(2) of the said Act, municipal by-]aw enforcement
officers are peace officers for the purpose of enforcing municipal by-laws;
NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE CITY OF
PICKERING HEREBY ENACTS AS FOLLOWS:
That the following persons be hereby appointed as municipal law enforcement
officers in and for the City of Picketing in order to ascertain whether the
provisions of By-law 2359187 are obeyed and to enforce or carry into effect the
said By-law and are hereby authorized to enter at all reasonable times upon
