Eng Division Head Municipal Property & Engineering Subject: Amendment of Stop Sign By-Law 2632/88 Duncannon Drive at Grafton Court Heska Road at Davidson Road Norfolk Square at Norfolk Square Sultana Square at Sultana Square Squires Beach Road at Clements Road Pine Grove Avenue at Hogarth Street / Valleyridge Crescent Windgrove Square at Windgrove Square - Theoden Court at Hollyhedge Drive Recommendation: 1. That Report OES 09-03 regarding a proposed amendment of the stop sign by-law #2632/88 be received; and 2. That the attached draft by-law be enacted to further amend By-law 2632/88 authorizing the erection of stop signs at various intersections within the City. Financial Implications: The manufacture and installation of regulatory stop signs costing approximately $1,000.00 can be accommodated within the Roads Current Budget account 2320-2409. Background: During the development stages of the Safer Streets Traffic Management Strategy, a moratorium was introduced to prevent the further installation of any technically unwarranted stop signs. While the restriction was in effect, however, staff continued to investigate intersection concerns that may require the future need for a higher level of regulatory control. The on-going investigations occasionally identified locations where safety was compromised and as a result the specific issues were dealt with through the immediate preparation of a report and amending by-law. As a means to improve the existing level of safety at the other remaining intersections that were investigated, it is now recommended that the attached amending by-law be passed to provide for the erection of stop signs. A description of the operating Report OES 09-03 Date: March 5, 2003 oa Subject: Stop Sign By-law Amendment Page 2 conditions and the recommendation for each specific intersection location is provided as follows: Duncannon Drive at Grafton Court The intersection of Duncannon Drive at Grafton Court is currently regulated with the right-of-way rule, however, poor visibility exists at this intersection due to the vertical alignment of the roadways. In order to reduce the risk of collision and to maintain a consistent level of intersection control, it is recommended that traffic on Grafton Court be required to stop at its intersection with Duncannon Drive. Heska Road at Davidson Road A stop sign is currently used to regulate eastbound traffic movements from Davidson Road onto Altona Road, however, Heska Road at Davidson Road, which is located just west of Altona Road, remains under the right-of-way rule. The installation of a two-way stop on Heska Road for northbound and southbound movements is recommended to increase efficiency, reduce conflicts and to improve the overall level of safety at this location. Norfolk Square. Norfolk Square at Norfolk Square The intersection of Norfolk Square at Norfolk Square currently operates under the right- of-way rule. In order to maintain a consistent level of movement control, similar to the other local intersections in the area, and also to improve the level of safety at this specific location the posting of a stop sign in the westbound direction is recommended. Sultana Square. Sultanta Square at Sultana Square The intersection of Sultana Square at Sultana Square also currently operates under the right-of-way rule. In order to maintain a consistent level of movement control, similar to the other local intersections in this area, and also to improve the level of safety at this specific location the posting of a stop sign in the eastbound direction is recommended. Squires Beach Road at Clements Road Studies presently confirm that the intersection of Squires Beach Road at Clements Road has satisfied the minimum warrant for a traffic control signal. These warrant values are based on both minimum vehicular volumes and also collision experience. Although the installation of a traffic signal is forecasted in the Development Charges for this intersection in 2005, it is recommended that an-way stop be installed as an interim improvement measure. The benefits should be improved intersection efficiency and a reduction in the frequency of collisions. 04 Report OES 09-03 Date: March 5, 2003 Subject: Stop Sign By-law Amendment Page 3 Pine Grove Avenue at Hoqarth Street / Vallevridqe Crescent The intersection of Pinegrove Avenue at Hogarth StreetNalley Ridge Crescent is presently controlled by stop signs in the eastbound and westbound directions. This existing arrangement causes significant confusion as the stops signs are currently regulating traffic flows along what is considered the major roadway being Hogarth Street and Valleyridge Crescent. Normal practice would be to provide stop control on the sidestreet approaches thereby allowing for free-flow conditions on the main street. In an effort to improve intersection safety and efficiency, it is recommended that an all- way stop be installed at the intersection on a trial basis. In the future, further studies would be completed to determine the appropriateness of removing the stop signs on the main street. Windqrove Square at Windqrove Square The intersection of Wingrove Square at Windgrove Square is currently controlled by the right-of-way rule. In order to maintain a consistent level of control that is similar to other intersections in the neighbourhood and also to improve the level of safety at the intersection a stop sign in the eastbound direction is recommended. Theoden Court at Hollvhedqe Drive The intersection of Theoden Court at Hollyhedge Drive is currently controlled by the right-of-way rule. In order to maintain a consistent level of control that is similar to other intersections in the neighbourhood and also to improve the level of safety at the intersection a stop sign in the southbound direction is recommended. It should be noted that in accordance with the new Municipal Act, all new traffic movement by-laws are not required to be submitted to the Regional Municipality of Durham for approval. Being a by-law to amend by-law 2632/88 WHEREAS, pursuant to section 27(1) of the Municipal Act, 2001, S.O. 2001, c.25 as amended, the Council of The Corporation of the City of Pickering may by by-law provide for the erection of stop signs at the intersections on highways under its jurisdiction. NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE CITY OF PICKERING HEREBY ENACTS AS FOllOWS: 1. Stop signs shall be erected at the intersection of highways set out in Column I of Schedule A attached hereto, facing the traffic bound in the directions set out in Column II of the Schedule. 2.
