Kearns - Committee Coordinator The Manager, Development Review, provided an overview of the requirements of the Planning Act and the Ontario Municipal Board respecting this meeting and matters under consideration there at. (I) PROPOSED REVISION 1 TO MODIFICATION 1 TO THE PICKERING OFFICIAL PLAN CITY INITIATED: DUFFIN HEIGHTS NEIGHBOURHOOD OF THE EAST DUFFIN AREA DUFFIN HEIGHTS NEIGHBOURHOOD DEVELOPMENT GUIDELINES PART OF LOTS 15 TO 24. CONCESSION 3 1. Grant McGregor, Principal Planner - Policy, provided an explanation of the application, as outlined in Information Report #08-03. 2. Richard Wright, 2660 Brock Rd. N., questioned if the Seaton Golf Club is included in the medium density designation and how close to Brock Road is the woodlot. 3. Kathy Gaudi, 1792 Taunton Rd., stated her concern with the area in which her property is located being zoning low density housing. DRAFT PLAN OF SUBDIVISION APPLICATION SP-2002-06 ZONING BY-LAW AMENDMENT APPLICATION A 27/02 EDWARD WILLIAMSON EAST OF AL TONA ROAD AND SOUTH OF STROUD'S LANE PART OF LOT 32. CONCESSION 1 Lynda Taylor, Manager, Development Review, provided an explanation of the application, as outlined in Information Report #07-03. Kevin Tunney, representing applicant, thanked staff for their report and advised of their desire to work with staff and to bring this application before Council in a timely manner. George Karakokkinos, representing Rondev Homes, stated the need for a completed Functional Servicing Report and his concerns with respect to land access, storm sewer development and storm water facilities. Kevin Tunney, representing applicant, stated their willingness to work with abutting owner to resolve issues. ZONING BY-LAW AMENDMENT APPLICATION A 01/03 1174245 ONTARIO LIMITED (OZ SKATE PARK) 830 BROCK ROAD LOT 1. PLAN 40M-1347 Geoff Romanowski, Planning Technician, provided an explanation of the application, as outlined in Information Report #01-03. ZONING BY-LAW AMENDMENT APPLICATION A 26/02 MARSHALL HOMES LOTS FRONTING ONTO THE FUTURE SOUTHERN EXTENSION ON GOLDENRIDGE ROAD, EAST OF FAIRPORT ROAD (LOTS 54. 55. 56. 58. ~N 1051) Carla Pierini, Planning Technician, provided an explanation of the application, as outlined in Information Report #03-03. (VI) Ian McCullough, representing applicant, thanked staff for the report and advised that he and Craig Marshall were present to answer any questions. DRAFT PLAN OF SUBDIVISION SP 2003-01 PICKERING HARBOUR COMPANY (MARSHALL HOMES) 1295-1299 WHARF STREET PART OF LOT 23, RANGE 3 LOT 26. PLAN M-89 Carla Pierini, Planning Technician, provided an explanation of the application, as outlined in Information Report #06-03. Ian McCullough, representing applicant, stated that he and Craig Marshall were present to answer any questions. David Steele, 966 Timmins Gardens, questioned what storm water management has been planned, how will the runoff from homes and garages be dealt with and what is being done with the sewer line from the restaurant. Sylvain Trepanier, Monica Cook Place, questioned what the changes are from the original to this plan, where the condominium road will end and when will the site plan come forward for approval. He further questioned what the builders intention is for the gas metres expressing his belief that the metres should be placed on the rear of the homes especially the homes facing Liverpool Road. Ian McCullough, stated that the metres on the homes facing Liverpool Road wiJI be placed on the rear of the home. DRAFT PLAN OF SUBDIVISION SP 2002-04 ZONING BY-LAW AMENDMENT APPLICATION A 23/02 ANTHONY DEBRUIN ET AL WEST SIDE OF FAIRPORT ROAD, NORTH OF WELRUS STREET (PART OF LOTS 5, 6 AND 10, LOTS 7, 8 AND 9, PLAN 820) PART OF LOT 49 PLAN 1041 PART 4 40R17802 1. Perry Korouyenis, Planning Technician, provided an explanation of the application, as outlined in Information Report #04-03. 11. Statutory Public Information Meeting Thursday, February 20,2003 7:00 P.M. 2. Bob Martindale, representing applicant, advised that he was present to answer any questions. 3. Judy Stapleton, 1834 Shadybrook Dr, questioned the total number of homes within the two Marshall Homes applications. She was advised that 56 homes were planned. 4. Joe Calata, 1775 Spruce Hill Road, questioned what the plans are for the north east corner of Welrus Street and Spruce Hill Road. The applicant advised that it is doubtful that a house can be built on that corner. 5. Robert Hopkins, 1803 Spruce Hill Road, questioned the grading plans and the placement of the sidewalk on Welrus Street. He stated his concern that Spruce Hill Road would be used as another alternate for traffic. 6. Mel D'Mello, 1794 Fairport Road, stated his concern with the dead-end street advising that the Dunbarton Guidelines state that there shall be no dead-end streets. He questioned the rights of the residents and suggested a review of the wetlands. 7. Barry Hayward, 1792 Spruce Hill Road, advised that he concurs with previous comments and suggested that Council consider the overall package not one parcel at a time. 8. Glen Groff, 1751 Spruce Hill Road, questioned if the future road is to service future development or the present application only. 9. Heidi Groff, 1751 Spruce Hill Road, stated that the traffic on Fairport Road is already heavy and the planned developments will add to congestion. She stated that she believes the neighbourhood is being compromised and that the development should have 50' lots. She questioned why developers are allowed to patchwork Fairport Road after it is newly paved and are not responsible to leave it as found. She further questioned if more lights are planned to deal with increased traffic. 10. Lynda Taylor, Manager, Development Review, advised that a Traffic Study has been requested. Greg McMaster, 1807 Spruce Hill Road, stated his concern with increased traffic, density, safety due to no sidewalks, and drainage due to steep grade of Welrus Street. Carol Kaake, 1746 Ada Crt., stated her concern with drainage. She questioned if the environmental aspects have been considered and if Council have a say in the size of lots. Catherine Allen, 1794 Fairport Road, questioned the responsibility of the developer if damage occurs to their property and what recourse they have. She stated her concern with the construction work and lack of fencing, the speed of traffic and possible increase of speed limit. Lynda Taylor, Manager, Development Review, advised that the developer is responsible for one year after assumption but that assumption may not occur for a number of years. Councillor Brenner advised of the slim chance of the speed on Fairport Road being increased. Muriel Arbuckle, 1724 Ada Crt., stated her love of the area and concern with increased traffic. Bob Martindale, representing applicant, advised that he will do his best to resolve issues with staff and also that everything will be done to save the trees. Councillor Brenner, suggested an informal working group be arranged and directed staff to call a community meeting with applicant and staff to deal with concerns. Lynda Taylor, Manager, Development Review, will organize a meeting to deal with concerns. VII ADJOURNMENT The meeting adjourned at 8:52 p.m.
