HomeMy WebLinkAboutBy-law 4565/95 T~ CORPORATION OF T~E TOWN OF PICKERING BY-LAW NUMBER 4565/95 Being a by-law to amend By-law Number 3665/91 to govern the proceedings of Council, any of its committees, the conduct of its Members, and the calling of meetings. WHEREAS pursuant to Section 55(2) of the Municipal Act, KS.O. 1990, c. M.45, as amende& every council and local board shall adopt a procedure by-law for governing the calling, place and proceedings of meetings; and WHEREAS by By-law Number 3665/91 enacted on February 18, 1991, the Council of the Corporation of the Town of Picketing established regulations to govern the proceedings of Council, any of its committees, the conduct of its Members, and the calling of meetings; and WHEREAS it is deemed expedient to amend By-law Number 3665/91 to provide for amended regulations to govern Notices of Motion; NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE TOWN OF PICKERING HEREBY ENACTS AS FOLLOWS: 1. Section 33 of By-law Number 3665/91 is hereby deleted and the following substituted therefor: 33(a) Notices of all new motions shall be read by the mover of the motion at the regular Council Meeting immediately preceding the Council Meeting at which the motion is to be considered. The motion, showing the mover and seconder of the motion, shall also be given in writing and delivered to the Clerk before 4:30 p.m of the Tuesday preceding the meeting of Council at which it is to be considered and shall be printed in full in the agenda and delivered to all Members for that meeting of Council and each succeeding meeting until it is considered or otherwise disposed o£ 33(b) Where the time between Council Meetings is greater than two weeks, a notice of motion, showing the mover and seconder of the motion, may be given in writing and delivered to the Clerk at leas~ two weeks preceding the meeting of Council at which it is to be considered and shall be printed in full in the agenda and delivered to all Members for that meet'mg of Council and each succeeding meeting unCfl it is considered or otherwise disposed of. 33(c) Where, due to the emergency nature of the motion, a Member is unable to give notice of a new motion at a regular Council Meeting preceding the Council Meeting at which it is to be considered, the motion, showing the mover and seconder of the motion, shah be given in writing and delivered to the Clerk before noon of the Friday preceding the meeting of Council and shall be delivered to all Members for that meeting of Council and each succeeding meeting until it is considered or otherwise disposed of. 33(d) Any Member of Council may agree to second a notice of motion if the seconder is absent from a meeting when the notice ofmotiun is called from the Chair. 33(e) If the mover of the notice of motion is absent fi.om the meeting at which it is to be considered, the notice of motion shall be referred to the next regular meeting of Council.
