New Business 5.1 Equity, Diversity & Inclusion - City Events and Initiatives D. Machado-Yew Woon, Community Engagement Coordinator, Equity, Diversity & Inclusion appeared before the Committee via electronic connection to speak to the City of Pickering's Equity, Diversity and Inclusion (EDI) events and initiatives. With the aid of a PowerPoint presentation, D. Machado-Yew Woon provided an overview of the City's 10-year EDI Strategy nothing that the Strategy focuses on five priority areas: education/awareness, structure/resources, community consultation, policies/programs, and measurement/accountability. Notable upcoming engagement opportunities included the Multi-Year Accessibility Plan renewal and the Anti-Black Racism Action Plan community survey. A brief question and answer period ensued between Committee Members and D. Machado-Yew Woon regarding: • clarification on the distinction between short, medium, and long-term goals within the 10-year strategy; • where to locate the Accessibility and Anti-Black Racism surveys for public feedback; and, • whether there were opportunities to receive future updates from the EDI team and align efforts and stay informed on each other's progress. 5.2 Pickering Museum Village - May Update V. Karakian, Supervisor, Museum Services, Pickering Museum Village, appeared before the Committee and advised that the Pickering Museum Village officially opened for the season on the weekend of May 16-17, 2026 and was now located at the new Dorsay Community & Heritage Centre (DCHC). V. Karakian highlighted the Summer Programming which included the new Duffins Creek Festival, Parent and - 4 - Cultural Advisory Committee Meeting Minutes May 19, 2026 3 Tot programs, and skill based Adult Programs. 5.3 Cultural Strategic Plan Presentation P. Huntsman, Culture & Communication Consultant appeared before the Committee via electronic connection to speak to the Cultural Strategic Plan and presented the draft 10-year Cultural Strategic Plan on screen. P. Huntsman advised that the Plan emphasized safety and sustainability and served as a high-level guiding document that integrated with other City strategies, such as the EDI Plan and the Arts and Public Places Plan. P. Huntsman encouraged the public and the Committee to provide feedback through various consultation channels. A question and answer period ensued between the Committee Members and P. Huntsman regarding: • how the City plans to collect and analyze "positive feedback" as a quantitative performance indicator; • how climate change, sustainability, and and urban design were integrated into the broader cultural plan; and, • what methods of feedback collection were being used, and whether the Committee's feedback should be directed to staff. 5.4 Pickering Arts Culture Engagement (PACE) Subcommittee - Update It was noted that PACE would participate in the upcoming Cultural Fusion event, either to represent the Cultural Advisory Committee, showcase the mosaic project, or to help engage with residents. 5.5 Cultural Advisory Committee Meeting Schedule - Update J. St. Amant, Coordinator, Cultural Services provided that there are three public art projects to be reviewed by the Cultural Advisory Committee before the end of the current Council Term, and that an additional meeting should be scheduled in September. Roberts advised that a showcase event would be held at the Dorsay Community and Heritage Centre to highlight the facility as an event venue, including for weddings. • S. Groundwater Festival The new H2Woah! Groundwater Festival is an exciting new addition to Durham Region opportunities for experiential environmental education. This education festival is a full day field trip opportunity that includes various activity stations and community partner booths focused on land stewardship and watersheds. Groundwater festivals, or Children’s Water Festivals, are well-established environmental education festivals, typically delivered by conservation authorities. In the GTA, existing festivals include the following: - September Oshawa Central Lake Ontario Conservation Authority - May Waterloo Waterloo Region - Spring Newmarket York region - May Hamilton City of Hamilton Within this established landscape, the new Groundwater Festival at Pickering Museum Village on May 29, 2026, stands out as a high-quality, locally tailored program that aligns with Groundwater Festival expectations while offering a uniquely integrated museum-based experience. The Museum site borders Toronto and Region Conservation Authority (TRCA) land, with Duffins Creek flowing through the entire property, and is situated in Greenwood within Ontario’s Greenbelt. The first run of this program welcomed three schools, some coming as far away as Lakefield, Ontario. Programming included the following: - A First Nations opening and closing led by Valerie Byers (Pickering Public Library), grounding participants in place, honouring Indigenous peoples’ deep connection to the land, and reinforcing the shared responsibility to care for and protect the earth. - 29 - June 16, 2026 Page 2 of 2 Pickering Museum Village – Museum Update - Rain to River: demonstrating watershed dynamics, runoff, and pollution pathways through a visually impactful model. - Creekside Investigators: authentic field science experience, combining observation, testing, and ecological interpretation. - Water Through Time: connecting historical context with physical activity, making the evolution of water access relatable and memorable. - The Incredible Journey: introducing the water cycle through movement and play, reinforcing systems thinking. - Water Works Lab: encouraging engineering thinking and experimentation, emphasizing problem-solving and iteration. - Community partner activity stations including Child & Nature Alliance of Canada, Ontario Turtle Conservation Centre, Central Lake Ontario Conservation Authority, and Toronto Region Conservation Authority. Pickering Museum Village offered some of these activities at the public Duffins Creek Festival the following day, Saturday, May 30. VK:dg - 30 - Memo To: Cultural Advisory Committee June 16, 2026 From: Ellen Tayles-Armstrong Curator, Public Art Copy: Director, Community Services Manager, Cultural Services Supervisor, Cultural Services Subject: Public Art Commission – Dorsay Community & Heritage Centre – West Garden - For Endorsement Background: The Call to Artists –- Expression of Interest (EOI) Public Art Commission: Dorsay Community & Heritage Centre – West Garden, was issued on March 9, 2026. Cultural Services received a total of 32 submissions from artists and artist collectives worldwide. The Call was open from March 9 to March 27, 2026. As specified in the Call to Artists, this project seeks a permanent outdoor public artwork to be installed in the West Garden, adjacent to the Dorsay Community & Heritage Centre in Pickering. Submissions were evaluated based on eligibility, adherence to submission guidelines, and demonstrated experience in creating permanent public art. The Public Art Jury met on April 9, 2026, to review the 32 submissions. After deliberation, the jury shortlisted three artists to move forward with the development of an art concept. Final design proposals from the three shortlisted artists were due on June 5, 2026. Short-listed artists were paid a fee of $1,500 (including HST if applicable) for their submission of a complete conceptual design proposal. The Public Art Jury met again on June 10, 2026, to select the final artist for the commission of this project. As a result of that meeting, the Public Art Jury is recommending that the commission of this public art project be awarded to (TBC) (Attachment 1). Funding: There is $125,000 including HST available for this opportunity from the 502520.10207.9710 Program & Event Supps – Public Art Program. - 31 - June 16, 2026 Page 2 of 2 Public Art Commission – Dorsay Community & Heritage Centre – West Garden Next steps: The selected artists will be notified and subsequently, the City will enter into an agreement with the awarded artists for the Public Art Commission of the Dorsay Community & Heritage Centre – West Garden project. Discussion: Currently, Community Services is seeking endorsement to award the Public Art Commission of the Dorsay Community & Heritage Centre – West Garden project to artists: (TBD) ET:dg Attachment 1: Artist Proposal - TBD - 32 - Memo To: Cultural Advisory Committee June 16, 2026 From: Jesse St. Amant Coordinator, Cultural Services Copy: Director, Community Services Manager, Cultural Services Supervisor, Cultural Services Subject: Community Banner Series – Shortlist (TOP 5) - For Endorsement File: S-1000-013 Public Art Background: The Community Banner Series call for expression of interest (EOI) invite artists starting on April 24, 2026, to identify their intent to design street banners that will animate and transform the streetscape into welcoming and engaging spaces. Artists were asked to include a resume/CV, references, a brief artist statement outlining interest in project, showing relevant experience, ability, and general artistic approach, and a maximum of 10 images of past work. Design proposals were not included at this stage. The City invited artists to respond to this call by May 29, 2026, and received 47 applications. Of those EOI’s received, 30 were selected for review by the Public Art Jury who were called upon to review the submissions and identified a top 5 shortlist. The Public Art Jury reviewed the 30 EOI’s the week of June 1, 2026, and have identified a top 5 shortlist based on artistic excellence and demonstrated or perceived ability to create and execute an innovative, engaging public artwork that is complementary to the overall design scheme and community context. A copy of each selected artist EOI has been included. The artists selected by the Jury to proceed to stage 1 include: Nicole Bachan (Attachment 1), Bau & Cos Studio (Attachment 2), Ryan Smeeton (Attachment 3), Jason Zante (Attachment 4), Meegan Lim (Attachment 5). Next Steps: The top 5 short-list selected artists as determined by the Public Art Jury will be invited to participate in stage 1. As part of stage 1, the shortlisted artists will be notified on June 17, 2026, and are invited to submit a conceptual design proposal for the series of seven (7) banners. Shortlisted artists will be paid a fee of $1,500 (+HST) for their submission of the conceptual design banner series by August 14, 2026. - 33 - June 16, 2026 Page 2 of 2 Community Banner Series The top 3 artists selected at the end of stage 1 by the Public Art Jury will proceed to stage 2 where they will complete their final designs for fabricated and installed on Kingston Road and Valley Farm Road in December 2026. Decisions of the Public Art Jury are reviewed by the Cultural Advisory Committee and are final, pending approval of the Director, Community Services as per the Community Banner Policy CUL 140. My illustration practice centers on themes of food, culture, and community care, brought to life through bold colour, detailed design, and inclusive visual storytelling. I approach every public art project with a commitment to research, cultural sensitivity, and thoughtful representation. For this banner series, I will take special care to research and understand the local subject matter I depict, ensuring that my designs meaningfully reflect the spirit and diversity of Pickering’s communities. I bring professional experience working directly with the City of Pickering, as well as private clients throughout Durham Region. My background includes developing site-specific public artworks that are reproduced via large-scale print, including vinyl murals, street banners, and other fabricated displays. I am well-versed in the technical requirements of outdoor installations, from preparing scalable digital files to ensuring artwork readability at a distance, and designing with public safety, inclusivity, and durability in mind. Past projects include collaborations with STEPS Public Art, Community Care Durham, and Canadian Heritage, where I’ve led the creation of public-facing artworks that centre community identity and accessibility. I believe that public art should be welcoming, joyful, and rooted in place and that it should reflect and celebrate the people who live there. The City of Pickering’s commitment to repurposing retired banners and engaging local identity aligns closely with my own values as a sustainability-conscious and community-oriented artist. Regards, Meegan Lim Artist Statement - 36 - Project 1: Mapping Memories - My Neighbourhood, Brampton, ON Year: 2023 Scope: Interior & exterior vinyl mural installed on windows (digitally rendered) Budget: $7,700.00 for artist fee (full budget not managed by artist) Description: Commissioned by the City of Brampton, “Mapping Memories” aimed to engage local youth in local recreation and community centers across the City. A series of community-engaged workshops informed the creative direction of a vinyl mural showcasing memories associated with the surrounding neighborhood. The mural is installed by the Centre’s pool area both in the interior and exterior windows. - 37 - Project 2: Apple A Day Banner Exhibition, Brampton, ON Year: 2024-2025 Scope: Exterior banners installed on windows (mixed-media & digitally rendered) Budget: Full budget not managed by artist Description: Working with the Peel Art Gallery, Museum + Archives (PAMA), Lim’s “Apple A Day” illustrations were displayed on the institution’s exterior banners. The work discussed the topical issue of food insecurity and sovereignty in an approachable way for viewers of all ages and walks of life to engage with the social issue so many Canadian experience. In addition to the exhibit, the artist worked with local organizations to develop programming such as youth-centered arts workshops and panel talks with professionals working in the field. The exhibit gained media attention from CBC Metro Morning and was featured in their holiday special fundraising for food insecurity. - 38 - Project 3: Chasing Fire Through Time, Brampton, ON Year: 2025 Scope: Digital artwork as vinyl mural installed on garage doors Budget: $7,500.00 for artist fee (full budget not managed by artist) Description: Commissioned by the City of Brampton, this mural follows Brampton Fire across the past, present and future with their uniforms, tools and equipment evolving as they work together to fight fire. This mural celebrates the service’s history, diversity, and long-standing commitment to protecting the community. - 39 - Project 4: Reflections of Riverstone, Brampton, ON Year: 2025 Scope: Exterior acrylic paint on ACM board Budget: $7,500.00 (full-budget not managed by artist) Description: Across the street from Fire Station #213, lives this animated sign adorned with a multi-layered mural on ACM representing the natural and communal spirit of the surrounding neighbourhood. - 40 - Project 5: Roots of Care Mural, Whitby, ON Year: 2025 Scope: Acrylic Latex on Drywall, 11’x10’ Budget: $7,800.00 Description: Commissioned by Community Care Durham-Whitby, this mural was inspired by the organizations foundational values, illustrated through a vibrant community garden that celebrates collective care and mutual support. Scattered throughout the mural are nods to gardening activities, meaningful flowers, and key services offered by CCD. All working together to reflect the shared effort it takes to nurture a healthy, connected community. - 41 - Project 6: Celestial Tapestry, Brampton, ON Year: 2024 Scope: Exterior acrylic latex and aerosols on a multi-surface building, approx. 1,800 sq.ft Budget: Full budget not managed by artist. Description: Commissioned by the City of Brampton and managed by Mural Routes, “Celestial Tapestry” is the final accumulation of a 2-week professional development program for mural artists guided by Fatspatrol and Rob Matejka. The concept for this mural revolves around the idea of transition and transformation. Interested in the metamorphosis of the space, being next to a transit hub, and the impermanence of the building itself, the artists featured a transition of day into night. Considering the existing Move With Love mural by Bareket Kezwer, the artists intentionally carried the waves of colors and organic motion from the connecting design. - 42 - Project 7: Daniels Block 2 Mural, Brampton, ON Year: 2024 Scope: Painted exterior mural Budget: $41,000.00 (accounts for artist fees and materials, admin budget with STEPS is not included) Description: Commissioned by Daniels Corporation and STEPS Public Art, Fuelled by Coffee Collective (Meegan Lim, Christine Kilfoil, Mackenzie Coleman, and Tenzin Tsering) was selected to create a contemporary and welcoming mural on the exterior of their Uniti condo building in Brampton, Ontario. The collective collaborated with the client to create a design that reflects the Mount Pleasant neighborhood of Brampton, as well as, the building’s interior and marketing design. - 43 - Project 8: The Anne and Maud Murals, Pickering, ON Year: 2022 Scope: Exterior panel mural (digitally rendered) Budget: $16,000.00 for artist fee (full budget not managed by artist) Description: Working with the City of Pickering’s Culture and Community Programming Team in collaboration with Pickering Public Library, two original murals were developed to celebrate the Anne and Maud Tourism experience which marks the partnership between the City of Pickering with the Township of Uxbridge, home of Lucy Maud. The murals highlight Pickering Library activations centered around the novels. Also commemorates the Pickering Museum Village as the filming location for many movies and television shows about the Anne of Green Gables books. - 44 - Project 9: Beyond the Plate Storefront Exhibit, Brampton, ON Year: 2021 Scope: Exterior vinyl mural installed on exterior storefronts (digitally rendered) Budget: $5,000.00 for artist fee (full budget not managed by artist) Description: Commissioned by the City of Brampton and STEPS Public Art, this vinyl mural exhibition by Meegan Lim was created to activate vacant storefronts along the city’s downtown Main Street. The project is a celebration of the prominent cuisines and food practices found in Brampton, such as Filipino, Portuguese, and Bengali cuisines. - 45 - Project 10: Fins to Feathers at Corktown Footbridge, Ottawa, ON Year: 2024 Scope: Exterior vinyl mural installed on stair risers Budget: $5,000.00 for artist fee (full budget not managed by artist) Description: This year, Canadian Heritage sought dynamic, impactful images that convey the theme of “Call and Response” to be installed on exterior stairs in Ottawa. Fins to Feathers was chosen as the artwork as it considered the conversation between the artist and location and the viewer of the artwork. This particular pair of illustrations work harmoniously together as a diptych that considers the public art activation site of the Corktown Bridge Steps. While walking or driving, people look down at their devices or dashboard as they pass through these street light poles. These pedestrians and drivers are the regular commuters of Pickering, who have used these infrastructure and roads multiple times for years. When environments become extremely familiar, we start to pay less attention to the ordinary details in the background. We see opportunities to break the monotonous cycle by creating an artistic intervention. What is unique about city planning and infrastructure is that the paths of circulation give the commuters a choice of going in multiple directions; these routes form deep portal points of entry and exit. Being able to only see their bus stop or trying to beat the green light as quickly as possible sets up a design challenge of how to create a moment of pause. How can we break the “tunnel vision” through an art form which can perhaps lead to the manipulation of space? We aim to use our experience and design abilities to create a narrative-specific art work series for the City of Pickering. We believe that the concepts of movement and pauses can create a syntax in which commuters will be able to visually guide themselves via the series of artwork banners. Whether it is an uncanny or extravagant piece, our goal would be to capture the commuter’s attention for more than a few seconds, enough for them to think of Pickering differently or question its intent. A relevant experience that reflects our ongoing interest in transitional space is our Living Root Bridge project for City of Mississauga. The city is promoting their native wildlife and plant species around Lake Aquitaine Park and trails to the public, as there have been encounters with wildlife. With Councillor Pat Saito’s influence, we illustrated a living-root-bridge for Derry Road in Meadowvale. The panels serve as a reminder to residents to be welcoming. As Mississauga continues to educate the public on preventing encounters with such animals, our illustrations promote a symbiotic relation between wildlife and citizens. At first from afar, the animals do not appear on the panels, but they are in fact camouflaged and will always be present in Mississauga. Our ongoing interest in transitional spaces, narrative driven design, and human scale installations can fortify our ideas for a driven artwork within the infrastructure of Pickering. The intervention is to be deliberate, thoughtful, and to create a sense of wonder, pause and reflection. It can sneak up on the pedestrian and inform them in a way that it cannot be missed. Our artistic process includes research-based design as a starting point, to influence the manipulation of space, material, light, and shadow. With a background in interior design, I approach art through the lens of atmosphere and human experience, creating work that transforms environments into visually engaging and emotionally resonant experiences. My practice spans painting, digital illustration, installation work, and spatial experimentation, often investigating perception, memory, materiality, and narrative. I am drawn to creating work that feels immersive and visually impactful while remaining accessible to a broad audience. Art has always been my primary form of communication and storytelling. I am interested in how imagery, colour, composition, and spatial relationships can evoke emotion, curiosity, and connection. I enjoy creating pieces that encourage viewers to slow down, observe closely, and engage with their surroundings in a different way. Whether through physical installations, painted work, or digital media, I aim to create experiences that are memorable, thoughtful, and visually striking. Public art is especially meaningful to me because of its ability to exist within everyday life. Together, these elements create a piece that feels both recognizable and interpretive, capturing the rhythm and energy of the city. The map would feature locations where people regularly gather, such as parks, cultural sites, waterfront areas, and civic landmarks, all highlighted. Around the banner, illustrated scenes and motifs of these environments would appear in greater detail. These drawings would focus on the surrounding landscapes and interactions that make each place recognizable and memorable. Through this layered approach, viewers would be able to see both the broader geography of the city and the moments that occur within it. The goal of the piece is to celebrate Mississauga as a city shaped by its people and the places they gather. By highlighting familiar locations and depicting moments of community life, the artwork invites viewers to reflect on their own experiences within the city. I hope the banner encourages a sense of pride, belonging, and connection, reminding residents that these shared spaces are part of a larger collective story. Even if residents haven’t experienced these places, I hope the banners motivate them to visit these shared spaces. March 2026 | Concept Banner Project Digital Illustration City of Mississauga Size: 28" x 72" PORT CREDIT KARIYA PARK PEARSON AIRPORT - 70 - QUIET CITY, LIVING SKY The “Quiet City, Living Sky” presents a tranquil night view of the Toronto skyline as seen from Vaughan's streets. Birds rest along telephone lines above the streets, framing the skyline below with the CN Tower glowing in the background. A familiar symbol of resilience and Canadian unity is the Blue Jay flying in the city. Resilience reflects the Blue Jay's adaptation to Canadian weather, as it stays with us year- round. The piece features the Northern Lights, a phenomenon that visited once before, a moment that brought beauty into our night. The UrbanWILDERNESS theme allowed me to explore and think about how nature and the urban environment coexist in harmony. I was inspired by everyday views I experience in the GTA, the quiet encounters while in parks and crossing the streets. The digitally illustrated composition emphasizes balance, perspective and symbolism in the details. Concept for Service Box - City of Vaughan Digital Illustration Size: 74" x 98" - 71 - CANADA DAY T-SHIRTS Professional Commission - Pickering Organization T-Shirt Design The Pickering Reading Circle is a non-profit community tutoring program dedicated to supporting students and families through accessible education. Each Canada Day, the organization celebrates its work and community impact through commemorative t-shirts that reflect its values and milestones. Over three years, I designed a series of t-shirts and promotional flyers that helped engage the community with the program and its mission. Each design responded to a specific moment in the organization’s history while maintaining a clear visual connection to the program’s identity. One design celebrated the program’s 30 years of service to the community. A laurel crown was placed around the logo to symbolize longevity, dedication, and collective achievement. Another design reflected the organization’s commitment to education and mentorship, surrounding the logo with illustrated school supplies alongside the program’s slogan, “Educate, Enlighten, Empower.” Through these designs, the visual language aimed to communicate pride in the organization’s history while reinforcing its continued commitment to learning, empowerment, and community support. - 72 - PLACES WE VISIT The proposal transforms Durham’s transit shelters into a network of artistic landmarks that visually and emotionally connect the region’s eight municipalities. By turning functional infrastructure into points of discovery, this project highlights the unique character of Durham’s historic sites and communal spaces, inviting residents to pause, reflect, and explore the places that shape their shared home. Each shelter would feature an original illustration of a meaningful local landmark. These artworks would be paired with short quotes or fun facts that spark curiosity, offering a moment of learning or emotional resonance for passersby. Through soft, intentional colour palettes, each municipality would be represented by its own signature colour, creating a visual language that ties the region together while celebrating local individuality. The illustrations themselves would focus on softness, warmth, and beauty, encouraging viewers to imagine what the real place looks like and perhaps even visit it. The goal is not just to beautify transit spaces, but to cultivate a sense of regional connectedness—reminding residents that Durham is a constellation of communities, each with its own stories and treasures. January 2026 | Concept Project Vinyl Wrap - 73 - POSTERS AND INVITATIONS I create commissioned invitations and posters for a range of events and celebrations, approaching each design as an opportunity to tell a story. Rather than focusing only on aesthetics, I work to embed meaning within the visual language of the piece, drawing from the client’s values, the purpose of the event, and the atmosphere they hope to create. Through thoughtful choices in colour, imagery, typography, and composition, each design becomes a reflection of the people and moments it represents. In this way, invitations and posters move beyond simple announcements. They become keepsakes that capture the spirit of a celebration while creating a visual connection between the event and the community it brings together. Professional Commissions Size: 20" x 30" & 4" x 7" Digital Drawings, Invitations, Posters - 74 - FOREST OF LIGHT The Forest of Light is a reflection that displays spirituality and life. There are many symbols embedded in the piece. For instance, the purple butterflies symbolize the spirits of the forest, flying to the curious little deer that got lost. It's possible to find symbolism and personal meaning in every aspect of this piece. Designing this piece revolved around personal symbols, but also the landscape and perspective. An initial sketch was made to determine the layout and placement of elements as well as value. The layout allows the eye to travel across, from the butterflies to the deer and so on. The colours and balance were established through a digital drawing. This piece was made to be a story, which can be interpreted in many different ways. I have extensive experience designing temporary and permanent public art through large-scale murals. I understand the unique challenges associated with these projects and can leverage my collaborative skills with multiple stakeholders, handling digital files for pre-press printing and installation. About the Artist Jason Zante (b. 1998 in Aklan, Philippines) is a Filipino-Canadian artist based in Toronto, Canada.
