Committee be approved.

New Business
Memorandum from Matt Somerville Senior Planner, Heritage
Re: Heritage Permit Application HP 01/26
Address: Whitevale Road
M. Somerville provided an overview of Heritage Permit Application HP 01/26 related
to the reconstruction of a portion of Whitevale Road between Golf Club Road and
the West Duffins Creek within the Whitevale Heritage Conservation District (HCD);
a project that is part of the City's Whitevale Master Drainage Plan.
Discussion amongst the Committee ensued regarding:
clarification regarding the number of trees being removed and how many
would be replaced;
•
whether the replacement tree species had been identified;•
the importance of having a restoration plan as part of this project and whether
the Committee could review any potential plan;
•
concerns regarding the various disruptions to the community anticipated with
the construction associated with the project;
•
concerns regarding the raised height of the new hydro poles that would be
installed;
•
concerns regarding impacts to landscape elements, including a fence at 470
Whitevale Road;
•
clarification regarding the supervision of the contractor;•
whether the project will have a primary contact that residents could reach out
to;
•
concerns regarding impacts to bird nests as a result of tree trimming and/or
removal; and,
•

concerns regarding traffic from the nearby golf course and traffic calming
measures to be implemented on Whitevale Road.

That the Heritage Pickering Advisory Committee recommend that Council approve
the Heritage Permit application for the Whitevale Road Reconstruction between
Golf Club Road and the West Duffins Creek, subject to the following conditions:
Implementation of all tree protection and preservation measures identified in
the Arborist Report;
1.
Submission and implementation of a post-construction landscape restoration
plan;
2.
Completion of pre-construction condition surveys of all heritage properties and
structures within the study area;
3.
Implementation of a vibration monitoring program during construction, with
appropriate mitigation measures;
4.
Ongoing monitoring by a qualified arborist during construction;5.
Implementation of best management practices to minimize impacts to the
cultural heritage landscape during construction activities; and,
6.
Implementation of any requirements for archaeological monitoring and
contingency measures.

Update: Proposed Designation of 681 Pleasant Street
Notice of Objection
M. Somerville provided an update to the Committee regarding the proposed
designation of 681 Pleasant Street, informing the Committee that the City had
received a Notice of Objection.
He indicated that staff would be bringing forward a Report to the Planning and
Development Committee on June 8, 2026 to recommend the designation and that
Heritage Pickering Advisory Committee Members had the opportunity to delegate
on the matter should they wish.
Update: Council Motion Regarding the Whitevale School House

M. Somerville provided an update to the Committee on Council Resolution #910/25
regarding Whitevale School House, highlighting:
the Province's determination that the property did not have provincial
significance and would therefore would not be provincially designated;
•
the City's ongoing efforts to address the deteriorating conditions of the
building;
•
Infrastructure Ontario not pursuing adaptive reuse of the property, but
supporting the City's efforts in seeking adaptive reuse, including potential
nominal sale;
•
the City's potential use of planning tools, including rezoning, to facilitate reuse
if ownership of the property were to change; and,
•
ongoing engagement with the Province to encourage better coordination
regarding nearby properties.

Other Business
M. Somerville provided an update regarding Brougham Hall, speaking to:
the City's current monthly lease agreement with Transport Canada;○
the City's incurred and forecasted maintenance costs related to Brougham Hall;○
the City and Transport Canada failing to reach an agreement regarding the
costs related to Brougham Hall; and,
○
an upcoming staff recommendation for the City to terminate its lease of the
property.
