Carried September 15, 2025, Meeting Minutes April 15, 2026, Meeting Minutes New Business Frenchman's Bay Watersheds Stormwater Management Master Plan Update Chris Denich, Director of Water Resources and Green Infrastructure, Aquafor Beech Limited, Alison Gingrich Regehr, Water Resources Engineer, Aquafor Beech Limited, Emily Summers, Project Manager, LURA Consulting, and Hasnaa Maher, Community & Digital Engagement Specialist, LURA Consulting appeared before the Committee via electronic connection to speak to the Frenchman's Bay Watersheds Stormwater Management (SWM) Master Plan. With the aid of a PowerPoint presentation, A. Gingrich Regehr outlined the study background, including projects completed since 2009, the study area, project goals, and anticipated timelines. The delegation advised that the Master Plan sought to assess conditions across seven sub-watersheds and develop a 15-20-year implementation strategy for stormwater system improvements. It was noted that the study focused on upstream watershed management to mitigate flooding, erosion, and water quality concerns. The delegation further highlighted key components of the study methodology, including water quality sampling at nine locations, geomorphological creek assessments, and the evaluation of pollution prevention and low-impact development (LID) strategies. A. Gingrich Regehr summarized the workplan, study area characterization, and the inventory of existing SWM facilities. 3. 4. 4.1 4.2 5. 5.1 Draft Waterfront Visionary Advisory Committee Meeting Minutes May 12, 2026 2 A brief question and answer period ensued between the Committee Members and the delegates regarding: whether stormwater management considerations included both water quality and water quantity; • the adequacy of nine sampling locations for monitoring water quality;• whether Soluble Reactive Phosphorus (SRP) originated within the watershed or from sediment within the Bay; • the role of the Toronto and Region Conservation Authority (TRCA) in providing data and supporting the study; and, • opportunities to incorporate historical resources, including the 1991 Mayor’s Task Force report, to inform the understanding of watershed changes over time. • A. Mostert, Manager, Landscape & Parks Development, provided that the City was currently working with the TRCA on an urban forest study, which could provide additional data on canopy and vegetative cover. A. Gingrich Regehr concluded by announcing that the public information centre for the Frenchman's Bay Watersheds Stormwater Management Master Plan would be held on Wednesday, June 10, from 6 pm to 8 pm at Chestnut Hill Developments Recreation Complex O’Brien Room A & B (1867 Valley Farm Rd, Pickering, ON L1V 6K7) to gather further feedback from the community. Other Business A. Mostert, Manager, Landscape & Parks Development, advised that they had been informed by a professor from Toronto Metropolitan University of the professor’s collaboration with Ontario Tech University and the Toronto and Region Conservation Authority (TRCA) on an algae study of Lake Ontario. A. Mostert further noted that, as part of this research, drones may be observed flying over the waterfront between now and September. Next Meeting - June 29, 2025 Adjournment Moved By A.
