Re: Proposed Part IV Designation – 4230 Sideline 6
M. Somerville, Senior Planner, Heritage provided an overview of the proposed Part
IV designation of 4230 Sideline 6.
Discussion ensued amongst the Committee regarding:
clarification regarding the criteria that a property needs to meet to qualify for
designate under IV of the Ontario Heritage Act.
•
clarification that the building is not currently utilized by Mount Zion Church;•
whether the residents association had been engaged in the process and
whether they were interested in potentially purchasing the building in the
future;
•
the "rural" zoning of the property;•
whether residential was permitted under the "rural" zoning;•
clarification as to how the property may be sold and whether it would be
offered widely on the open market, or whether it has to be offered to other
community groups or organizations first;
•
clarification that the Part IV designation would not protect the addition;•
whether the City owns any of the surrounding property;•
clarification regarding the amenities that are within the addition;•
the spruce hedgerows and whether they would be protected by the Part IV
heritage designation or the City's Tree Protection By-law;
•
clarification regarding the size of the subject lands being 0.72 acres / 0.29
hectares;
•
whether there were photos of the subject property that capture the building
and the hedgerows;
•
clarification that washrooms at the subject property are located in the addition;
and,
•
clarification that Part IV designation could preserve windbreaks or hedgerows
as a component of a buildings context.

That the Heritage Pickering Advisory Committee recommend the Part IV
designation of the Mount Zion Community Centre located at 4230 Sideline 6 under
Section 29 of the Ontario Heritage Act.

That the Heritage Pickering Advisory Committee recommend that the surrounding
hedgerows located at the property boundaries of 4230 Sideline 6 be included as
part of the proposed Part IV designation under Section 29 of the Ontario Heritage
Act.

2025 Year End Report and 2026 Work Plan
M. Somerville provided an overview of the draft 2025 Year End Report and 2026
Work Plan.
Discussion ensued amongst the Committee regarding:
the need to correct the address of Whitevale Park to 405 Whitevale Road
rather than 470 Whitevale Road with the 2025 Accomplishments section;
•
the inclusion of the Whitevale Schoolhouse within the 2026 Work Plan;•
the status of the heritage review and protection measures for the Whitevale
Schoolhouse;
•
clarification that conversations with Infrastructure Ontario (IO) had suggested
no interest in adaptive reuse of the Whitevale Schoolhouse;
•
the existing Part V heritage designation by the City as part of the Heritage
Conservation District; and,
•
conversations with IO regarding the potential sale and movement of the
Vardon House.
•
M. Somerville to follow up with IO and provide a verbal update regarding the
Vardon House at a the April 22, 2026 meeting.
