New Business
Presentation: Cultural Strategy Plan - Krystal Roberts, Manager,
Community Services
Krystal Robert, Manager, Cultural Service through the aid of a PowerPoint
presentation provided:
An overview of City's project to update its Cultural Strategic Plan, Museum
Strategic Plan, and Public Art Plan.
•
An overview of the project phases and milestones for the updates to the
strategic plans.
•
Whether HPAC committee members wished to attend the open house on
November 27, 2025 at Dr. Nelson F. Tomlinson Community Centre in
Claremont.
•
How HPAC committee member can get involved in the review of the strategic
plans.
•
Next steps for the strategic planning process.•
Question and answer period ensued between the Committee and K. Roberts
regarding:
whether an antique car show and other heritage events will be considered in
the museum area and the Opening of Dorsay Community and Heritage
Centre.
•
M. Somervile stated that he will provide the cultural strategic plan questionnaire by
email to the HPAC committee members to complete.
M. Somerville discussed feedback provided at Chestnut Hill Developments

Community Centre open regarding heritage and the need to refocus on heritage in
the community.
HP/02 Heritage Permit for 470 Whitevale Road - Whitevale Park
Playground Equipment Replacement/Upgrade
M. Somerville provided an overview of the Whitevale Park playground equipment
replacement and upgrade, highlight the age of the current structure and the need to
replace the walkway and play structures.
Discussion ensured amongst the Committee regarding:
Flooding around the playground and the replacement of the existing structures
and walkway to improve access.
•
Consultation with the Whitevale community highlighting nature play as a focus
for the replacement of the playground.
•
The playground falling within the Whitevale Heritage Conservation District and
any public works in this area must go through the heritage review process.
•
That staff have been delegated to approve the heritage permit as it is a minor
permit as it is the replacement of an existing structure and not a new
construction.
•
Whether the design of the playground replacement is a naturalized play
structure.
•
Whether The design of the playground replacement could include more
natural elements.
•
No master plan for the park because the project is for the replacement of an
existing structure.
•
Engagement with the public and exploring adding heritage interpretation for
the buildings within the park.
•
The accessibility elements of the playground including the walkway, bark chip
surface, and swing set.
•
M. Somerville stated that he will reach out to A. Mostert, Manager, Landscape &
Parks Development regarding the committee's feedback on the heritage aspects of
the playground replacement.
M. Somerville will update the committee regarding the budget, long-term plan for the
park and if there is any flexibility in the design of the playground at the next meeting.

J. White inquired about imporving heritage interpretation around Pickering and whether
there could be opportunities to develop interpretation nodes around Pickering depicting
how heritage structures used to look and its significance to the area.
M. Somerville discussed that the City does not have a heritage strategy but that it has
been highlighted in discussions around the Cultural Strategic Plan and that adding
interpretation elements in the Whitevale Heritage Conservation District may be a good first
step in exploring this.

The next regular meeting of the Heritage Pickering Advisory Committee is schedule for
January 28, 2026
